On December 14, 1988 a field inspection of the lot revealed
several items of interest. First, there is no information in
the packet we reviewed which shows the presence of a stream.~ In
fact, Little Campbell Creek traverses this lot. Measurements
were taken from the existing sewer system to the stream, and it
appears that there is not proper separation between them.
Second, there is approximately 25 feet between the existing
system and a sharp drop qff down to the stream. Approximate
slope from the house level to the stream is 38%. This means
that no on-site system could be installed within 100 feet of the
stream, effectively rendering a good portion of the south side
of the lot undevelopable. It would also be expected that other
areas of this lot which are away from the stream but at a lower
elevation would be subject to high ground water.
Finally, in much of the area of this lot is rendered unusable by
the protective radii from other wells, particularly the Class A
well in Chalet Terrace.
This department previously wrote comments which did not support
the proposed variance. In effect we said that granting of the
variance would increase the density in this area. Since those
comments were written, well sampling around and above this loca-
tion has shown a marked rise in nitrate levels, which is
considered to be linked to wastewater disposal on the lots. For
this reason as well the department will not support additional
density.
At the present time there is but a remote possibility that this
lot would meet requirements for future subdivision. In
addition, the issue of contamination in area wells should be
given strong consideration. The department urges that this
variance not be granted.
