Subject: Carr, Lot 11 – 11501 Hillside Drive
Septic Tank Replacement
Dear On-Site Services Engineer:
The owner of the above lot has two septic tanks that have reached their end of useful life, so we
are submitting this permit application for their replacement. The attached site plan identifies the
location of the home as well as the wells and septic location. No conflicts exist between this
proposed system and any other wells or septic system, whether on this lot or adjacent lots. We are
replacing the two existing septic tanks with a single 1250-gallon tank for the 4-bedroom home.
The first tank is a 1250-gallon concrete tank installed in 1970. In 1991 a new leach field was
installed, as well as a 500-gallon steel tank to “improve separation of effluent”. It is this additional
steel tank that would soon be reaching end-of-life; however the client has decided to replace the
54-year-old concrete tank as well, as it’s difficult to verify its condition as well as compartment
sizes, baffles, etc.
The new septic tank will be a minimum of 100’ from all wells and surface water. Please refer to
the attached plan for the septic design. If this design is followed, there will be no adverse impacts
to adjacent properties.

Dear Mr. Bowles,
The above referenced home, while permitted for three bedrooms, actually had a four bedroom
system installed. As per the 1970 inspection report, the tank is a 1,250 gallon concrete tank and
the pit has an area of 1,176 square feet installed. A 1979 Health Authority Approval shows a
four bedroom approval. However, we have shown sufficient sites for replacement areas and
assuming another twenty-one year life span for the new system, it is possible that the pit and
surrounding soil would rejuvenate itself to allow effluent absorption.
The existing tank is a concrete tank which the owner had dug up, cleaned and clean outs
installed, when he first experienced septic problems. The tank has small access h~atc, hes allowing
limited inspection. Due to the expense of excavating the tank and because o~-~ecent)tank work,
the owner is requesting that this inspection not be required. He would rath6r p~-~e the money
into a 500 gallon secondary tank which I have recommended to increase solids separation.
There are installed two cleanouts past the existing tank, cleaning both ways.

Dear Mr. Smith,
The proposed septic upgrade will have very limited impact on adjacent properties for the
following reasons:
1. The adjacent lot to North have a community well system, allowing sufficient
room for septic sites.
2. Immediate neighboring septic systems are all +30' distance.
3. Reserve space is adequate, due to absorption capacity.
4. Drainage will not be effected and is not a major consideration in our design.
There is an existing concrete septic tank that has a grandfather (1970) waiver date regarding
distance to on-site well and stream. This will remain in place with the leach pit abandoned.

SPECIFICATIONS FOR ON-SITE SEPTIC SYSTEM

GENERAL
1. The well and septic plan are for a single family residence only.
2. The drawing and or site plan shall be a part of this specification.
3. All materials and workmanship shall meet the Anchorage Department of Health
and State Department of Environmental Conservation requirements.
4. All soil tests are advisory to the design and are to be verified or modified in the
field by the engineer.
5. All excavations and depths are advisory and are to be verified or modified in the
field by the contractor to meet Municipality of Anchorage, Department of
.Environmental Conservation requirements.
6. It is the responsibility of the owner to obtain all necessary permits or easements
and to locate any adjacent multi-family wells.
7. The excavation is to be exactly in the area shown on the site plan, any deviation
requires engineer approval.
8. It is always recommended that a surveyor locate the nearest lot line position and
the location of any easements.
TRENCH
1. The trench is to follow the natural land contour to maintain uniform total depth
of the trench bottom.
2. The bottom of the trench shall be level, plus or minus 1.5'.
3. The total depth of the trench excavation is not to exceed 13' at any point.
4. The sewer line is to replace the existing sewer line that leads to the existing pit.
5. The trench gravel is to be covered with typar fabric material.
6. Soil or combination of soil and extruded board insulation to a depth of 4' or
equivalent is to be placed over the leachfield.
7. The area over the trench is to be finish graded to prevent ponding of surface
water runoff.
8. The septic tank and leachfield must not be closer than 100' to any existing private
well, 150' to any Class "C" well, or 200 feet to any community well.
RECOMMENDED LEACHFIELD DIMENSIONS:
TOTAL DEPTH = 13'. GRAVEL DEPTH --- 8'
TRENCH LENGTH -- 37.5' TRENCH WIDTH -- B'

NOTE:
Install 500 gallon septic tank between existing tank cleanouts and existing seepage
pit.

Gentlemen:
I hcrcby certify that I have performed a percolation test on the
property of bit. Keith Rizer at Mile 1/2 lfillside Drive (Upper
O'Malley Area).
Thc test was performed in thc excavation pit for a log crib leach
pit at a depth of 13 feet below original ground surface. The
percolation rate was found to be 2.2 minutes per inch, thus
requiring an absorption area of 88 sq. ft. per bedroom. Thc proposed
dwelling has three bedrooms. (3 x 88 = 264 sq. ft. required.)
