Box 196650 Anchorage, Alaska 99519-6650 Ref: Sewer Upgrade for Lot 2C, Block 3, Drake Subdivision (Bottomless Intermittent Sand Filter-ISF) Attn: Mr. Jeffrey Poet Dear Mr. Poet, As per our telephone converstation yesterday, the ISF which was installed on the subject property appears to encroach slightly on the old abandoned trench in the southeast comer of the ISF bed, as per our as -built drawing. The exact location of the abandoned trench is unknown, but could potentially be positioned below a small portion of the ISF bed. As the excavation for the bed was only 1 foot deep, there was no evidence of the old excavation for the trench. We feel that if the bed is actually over the abandoned trench, there is no danger to health or the environment. The 1983 inspection report shows that there was 5 feet of cover over the old trench. Since the top of sand on the ISF is 1 foot above original grade, this leads to a vertical separation distance of 6 feet from the old trench to the top of sand on the ISF. This was verified in the field today. The elevation of the invert of the abandoned trench was found at 94.20 in the sump at the west end of the trench, compared to the top of sand at 100.21. Therefore, the wastewater should be adequately treated before reaching the trench. Any potential loss of native soil area below the ISF bed due to the abandoned trench will not affect the absorption capacity of the system. The ISF package is sized for a 5 bedroom house, and the subject house has only 3 bedrooms. Thus, the bed area could be reduced by as much as 40% and still be adequate. Permit Number: SW000271 Parcel ID: 4017-462-12 Dear Uncho & Sally: Department of Public Works An On -Site Water/Wastewater Permit, number SW000271, issued by this office for a single-family system, will expire on July 31, 2001. This permit was valid for 365 calendar days. If this was a well permit and the well has been drilled, a well log must be sent to this office for documentation of the installation and to close the permit. If this permit was for a wastewater disposal system, an original as -built inspection report must be sent to this office for review, approval and documentation. This as -built inspection report must be signed by the licensed Professional Engineer who inspected the installation of the system. As -built inspection reports are required to be submitted within 30 days of the completion of the system. If no system was installed under this permit, and you are still planning to install a well or wastewater disposal system, a new permit must be obtained from this office. A new permit may be issued free of charge for a second year if the application for the renewal is received on or before the date of expiration of the original permit. Box 196650 Anchorage, Alaska 99519-6650 Ref: Sewer Upgrade for Lot 2C, Block 3, Drake Subdivision (Bottomless Intermittent Sand Filter-ISF) To whom it may concern: The existing 3 bedroom house is served by a private well and septic system. The existing septic system consists of a 1000 gallon septic tank with a lift station and trench type drainfields. The existing drainfields are surcharged and must be upgraded. We are proposing that a 1250 gallon S.T.E.P. tank and a innovative Bottomless Intermittent Sand Filter (ISF) system be installed. Comments regarding the proposed upgrade are summarized as follows: 1. GENERAL: A test hole was excavated to determine an area suitable for a septic system upgrade. Due to high groundwater, the limited area around the test hole, the setbacks from the existing septic system and the well radii; it is our opinion that a Bottomless Intermittent Sand Filter (ISF) system is the most viable option. 2. SOILS: Attached is a log which shows the soil classifications, groundwater monitoring, and the percolation test results. The soils below the organics are a SM/ML material to a depth of 3.5 feet an then transition to a GM/SM/ML material to a depth of 5.0 feet. At 5 feet, the soils transition to a ML layer to a depth of 8.5 feet (bottom of test hole). On 6/19/00, the monitoring tube was checked and water was at 4.25 feet. On 6/22/00, the monitoring tube was checked again and water was at 4.50 feet A percolation test was performed between the depth of 2.5 feet to 3.0 feet which had a rate of 8.9 minute/inch. It is our opinion that due to the overall appearance of the soils, an application rate of 2.0 gallons/day/sq.ft. should apply. 3. DRAINFIELD DESIGN: Bottomless Intermittent Sand Filter (ISF) a. Percolation Rate: 8.9 minute/inch b. Allowable Application Rate: 2.0 gallon/day/ft2 c. Number of Bedrooms: 3 d. Sand material: In accordance with M.O.A. latest standards m. Pea Graves: 100% passing 3/8" sieve, less than 20% passing the 1/4" sieve, and less than 1% passing the #8 sieve. We are proposing to excavate down to a depth of 1 feet (maximum - remove all organics), place a minimum of 18 inches of sand, install the air supply line, and cover it with 18 inches of sand. On top of the sand, we will place 6 inches of 3/8 inch pea gravel, with the pressure laterals midway in the layer. We will use a conventional lift station (Anchorage Tank), equipped with a programmable timer so that flow can be intermittently dosed to the ISF. 4. SURFACE RATERS: There are no surface waters within 100 feet of the proposed septic upgrade. 5. TOPOGRAPHY: The topography of the lot is generally flat in the area of the proposed upgrade; in short there are no slope concerns. 6. MATERIALS AND CONSTRUCTION PRACTICES: The materials used, and the construction practices will comply with DHHS' "Intermittent Sand Filter Design, Installation & Maintenance Manual". The contractor should read this document prior to construction. Copies are available at the Municipal Onsite Services office (5th floor, 9th & L St.) 7. CLOSING: I am open to any suggestions from your department, which would be an improvement to the proposed design. The intention of the "three bedroom only" stipulation in the August 29, 1985 waiver was to preclude future upgrades or expansion of the system without consideration of required separation distances in effect at the time of the upgrade. In my original adequacy test results, dated August 21, 1985, I made an error by indicating the system is capable of accepting 450 gallons of water per day. Because of this, it showed the system not acceptable for a 4 bedroom home. In response to this, your waiver states it is valid for a 3 bedroom dwelling only. Actually, the system is capable of accepting 600 gallons of water per day, making it acceptable for a 4 bedroom home, as the attached test results show. I am requesting that you issue a revised waiver, making it valid for a 4 bedroom dwelling. Street Anchorage, Ak. 99501 August 21, 1985 Human Services Re: Drake Subdivision, Block 3, Lot 2C The subject lot consists of a 4 bedroom house with individual well and on-site sewage disposal system. The well was drilled on 8/25/75 and has a total depth of 69 feet. The sewage disposal system was installed 8/11/75 and the absorption area was upgraded on 7/22/83. On 7/24/85 we performed an adequacy test, well flow test and Health Authority Approval. Adequacy and well flow results are attached. From the Health Authority, we find that the separation distance from the well to the septic tank is 95 feet. The septic tank is a 1250 gallon steel tank with one compartment. From the well log, the soil from 30 to 68 feet contains hard grey clay. Because of this hard clay content in the soil, and the fact that the septic tank is water -tight steel, we request a waiver be granted to reduce the required separation distance to 95 ft so the existing tank can continue to be utilized.
