Granting of this waiver is justified since the new IDSF field was rebuilt in the exact location of the previous existing field and there have been no known issues or ill effects to the adjacent property since this IDSF has been in operation since 2000 and it is anticipated that the field will not impact the neighboring property. Furthermore, continuing this waiver is justified since this is the best septic absorption site location for the field per lot and area characteristics, existing data of soils / groundwater shallower elsewhere, remote monitoring could be added and would allow a reduced 5’ separation and the adjacent septic field is 50’+ away and does not interfere. April 6, 2023 Municipalities of Anchorage On-Site Water & Wastewater Program 4700 Elmore Road Anchorage, AK 99507 RE: IDSF SEPTIC SYSTEM UPGRADE PERMIT LEGAL: FOX HILL BLOCK 1, LOT 8 The septic field has failed and on behalf of the owner we request a septic permit to upgrade the system on the above referenced lot. The current owners bought the property a couple of years ago and now are planning on selling. It appears that the bottomless sand filter (IDSF) absorption field has developed a biomat in the top 3-4” of the sand and pea gravel and is not operating properly. We propose to rebuild the IDSF as it currently exists by removing any contaminated sand and all the pea gravel in the IDSF and then installing new sand with pea gravel to the same existing or higher elevations and layout of the IDSF. The existing components (STEP tank, pressure line and air line, alarm, air compressor, flushing valves,…) will be inspected and continue to be used unless deemed needing to be replaced. The lot and area are served by private water. The design will not impact any of the neighboring properties and is proposed to be installed 10’ from property line replacing the need for the MOA 8’ waiver. Box 196650 Anchorage, Alaska 99519-6650 Ref: Septic System Upgrade for Lot 8, Block 1, Fox Hill Subdivision (Bottomless Intermittent Sand Filter - ISF) To whom it may concern: The existing 3 bedroom house is served by a private well and septic system. The existing septic system consists of a 1000 gallon septic tank and a bed type drainfield. The existing bed is grossly surcharged and must be upgraded. We are proposing that a 1250 gallon S.T.E.P. tank and a innovative Bottomless Intermittent Sand Filter (ISF) system be installed. Comments regarding the proposed upgrade are summarized as follows: 1. GENERAL: Several test holes were excavated south of the existing septic system to determine an area suitable for a septic system upgrade. Due to the high groundwater in the area, only one test hole was found to be suitable for an on-site septic system. Given the limited area around the test hole and the setbacks from the existing septic system, it is our opinion that a Bottomless ISF system is the most viable option. 2. SOILS: Attached are logs which shows the soil classifications, groundwater monitoring, and the percolation test results. In test hole #1, the soils below the organic layers are a SM/ML material to a depth of 9 feet (bottom of test hole). In test hole #2, the soils below the organic layers are a GM/SM material to a depth of 5.5 feet and then transitions to a SM/ML material to a depth of 7.5 feet (bottom of test hole). Groundwater was encoufitered during the excavation of both test holes; at 7 feet in TH#1 and at 5.5 feet in TH#2. After 8 days, the monitoring tubes were checked and groundwater was found to be at 2 feet in TH#1 and at 5 feet in TH#2. A percolation test for TH#1 was performed between the depth of 1.5 feet to 2.0 feet which had a percolation rate of 120 minute/inch. A percolation test for TH#2 was performed between the depth of 1.5 feet to 2.5 feet which had a percolation rate of 1.67 minute/inch. We are proposing to excavate doxvn to a depth of 1 feet (maximum - remove all organics), place a minimum of 6 inches of sand, install the air supply line, and cover it with 1.5 feet of sand. On top of the sand, we will place 6 inches of 3/8 inch pea gravel, with the pressure laterals midway in the layer. We will use a conventional lift station (Anchorage Tank), equipped with a programmable timer so that flow can be intermittently dosed to the ISF. 4. SURFACE WATERS: There is a drainage easement with a ditch line approximately 100 feet away from the proposed septic system upgrade. The ditch is believed to divert runoff water from breakup on the adjacent property. No surface water was visible on April 14, 2000. 5. TOPOGRAPIIY: As can be seen on the attached design, there are no slope concerns. 6. MATERIALS AND CONSTRUCTION PRACTICES: The materials Used, and the construction practices will comply with DHHS' "Intermittent Sand Filter Design, Installation & Maintenance Manual". The contractor should read this document prior to construction. Copies are available at the Municipal Onsite Services office (Sth floor, 9th & L St.). 7.
