Current regulations require 99.9 percent removal and inactivation of Giardia lambia cysts, 99 percent removal of Cryptosporidium and the required level of treated water turbidity. (1.49 NTU for alternate systems and 0.3 NTU for conventional and direct systems) The water treatment is designed to consistently meet the applicable MCL's set in 18 AAC 80.300. Specific design plans and calculations for this water system have been completed by a professional engineer and are attached with this registration form. The person responsible for operating this water system holds applicable certification from the DEC/Operator Training and Certification Program, and understands how to operate the system as designed. This well will be located 48' from the 4" private sewer line serving the house on the nearest lot to the east The purpose of this letter is to grant the separation distance waiver for this Class "C" Public Water System, identified by PWSID (to be issued upon Registration), between the proposed well and the existing sewer service to the east. System Information Your submittal indicates that although sewer service is available, no water main reaches the property. The well will be located a minimum of 150' from sewer manholes and 100' from the sewer main located at the north end of the lot. The well serving this group home will be drilled to a depth of approximately 110', penetrating confining layers of dense blue clay. The well will be serving a resident population of six occupants and four transient employees. Based on an evaluation of the available information, the potential for contamination due to the lesser separation distance between the public well and sewer line does not appear to be significant. A separation distance waiver between the well and sewer line is granted in accordance with the provisions for the State's Drinking Water Regulations, 18 AAC 80. After completion of construction of this Class "C" water system, a nitrate sample result, negative coliform sample result and a site plan and well log showing the water system as it was actually built shall be submitted along with your Class C Registration request. April 12, 2013 For the continued health and safety of the water system's users, it is strongly recommended that the system be routinely inspected and tested. While there is no ongoing state requirement for inspections, visual inspection of the well and surrounding area (within approximately 200 feet) will help identify potential risks to the system. There is also no requirement for ongoing drinking watet sampling. But, periodic sampling for nitrate/nitrite and total coliform (recommended at least annually) will help identify drinking water issues that may otherwise go unnoticed. Waiver Limitations Any changes, constructed or natural, that affect the conditions to which the waiver and was granted will void the waiver. This approval does not imply the granting of additional authorizations, not obligate any federal, state, or local regulatory body to grant required authorizations. This is not an approval of omissions or oversights by this office or noncompliance with any applicable regulation. The Department's approval of this separation distance waiver does not guarantee correctness of the functional design or waive the owner's responsibility for continued compliance with State regulations. Appeal Process Any person who disagrees with this decision may request an adjudicatory hearing in accordance with 18 AAC 15.195- 18 AAC 15.340 or an informal review by the Division Director in accordance with 18 AAC 15.185. Informal review requests must be delivered to the Acting Division Director, Elaine Busse Floyd, 555 Cordova St., Anchorage, Alaska 99501, within 15 days of receipt of this decision. Adjudicatory hearing requests must be delivered to the Commissioner of the Department of Environmental Conservation, Larry Hartig, 410 Willoughby Avenue, Suite 303, Juneau, Alaska 99801, within 30 days of this decision. If a hearing is not requested within 30 days, the right to appeal is waived.
