Hovember 4, 1970 Sewer system inspected and approved by Greater Anchorage Area Borough Department of Environmental Quality. January 20, 1971 FHA approval given to sewer and water system. May 2, 1972 Received complaint that Reindeers were pumping sewage out of septic tank. Mr. Tim Rumfelt responded and observed same. Nrs. Reindeers was given verbal warn- ing to stop pumping. Rolf Strickland and Ed Mc~illan (Borough Public Works Roads and Drainage Department) met at the subject property with Hr. and Mrs. Reindeers to discuss the surface drainage problems which seem to be aggravat- ing the sewage disposal problem. It was explained to the Reindeers that by properly sloping and grading their property they could com- pletely eliminate the surface drainage problem. The north side of the house has a reverse drainage problem which actually brings surface water to the basement foundation and then into the basement. This would certainly help the situation observed in April because it was obvious the basement was flooded by surface water and not a backed up sewer system. There does not see: to be any simple solution to this problem short of providing surface drainage from your property so that the water table can be maintained at a level belo~l your existing sewer systen~. A high water table seems to be the only logical explanation for the sewer system backup although there was no standing water in the drainfleld at the time of our inspection prior to backfill. The Roads and Drainage Section of the Borough Department of Public :orks tells mo a drainage plan is nov~ being established for your area and that work ~tll probably commence in your area after breakup next spring. In t~e interim, we must request that the downstairs apartment be vacated until this problem has been resolved. Oho must really go out on a public campaign such ss this Department did in relation to the Oceanview area sewage disposal problem in order to get court and legal support of quick cor- rective action. The facility involved was inspected by this office as per ~r. tea's memorandum and as per our arrangement with the Federal Housing Administration ss this office does all on-site waste disposal inspections for that agency. Our percolation tests and soils tests are done by private geological consulting and engineerin9 consulting firms. Apparently, road construction within the area Just prior to the past winter, resulted in a blockage of winter frround water flow and forced the water to the surface via ~rs. Reinderst oewage disoosal system. ~rSo Reinderat previOUS plaints to the BorouGh were aOparently throuGh the Public ~orks De- partment end involved road maintenance and drainage problems in the area. Subsequently, a roads and drainage service district has been formed and the Borough is now providing this service. It is my under- standino that the Public ¥:orks Department is in thc process of develop- inO s drainage system for the area'. BoOefully this will intercept the iIround ~ater flow at the upper end of the subdivision and divert it a~pro~riately, thus eliminating ~rs. Reinders~ problem at least for the tl~e being. ~,~ have no know:ledge, and therefore cannot coc~nent, concernin~ co~laints ~ade to FI~ and the developer ,htch apparently brought no results. As ~r. Lee mentions in his report, we have been having some problems with the develooer, ~!ro Joe ~lllliaes, concerning the water distribution system for thc s~bdivision. Aooarently, plans have been reviewed and a~proved by your Anchorage offic'e for this oroJect~ construction has not been in accordance with those plans. The developer is difficult to get a hold of as he has a h~bit of leavin~ town or becoming suddenly unavailable when ~e ~ish'to get e hold of him. I:e sro, at the present time, using all of ~e techniques that you men- tioned to stimulate reasonable responsibility for sound development by local developers. I should point out that this particular situation is an exceptionl the vast ~Jority of the devclopers in the Anchorage co~- munlty do a very fine Job. This was not the case 7 or 8 years ago when it ~as the exce3tien to find a very conscientious developer that really wanted to do a good Job with his project. I think, at the present time, that we are (both of our offices) moving ahead on a course ~hich rill even further reduce the presence of the unscrupulous contractor who only wishes to get in, ~ke his buck and get out. ~c are recently having more and more cooperation fro~ thc Borou~h's Planning Department in supporting our recon~ mendatlcns concerning subdivision developments. Your correspondence to me relating to ~inimu~ lot sizes ~:a~ 'most certainly helpful in this endeavor. If I had to piece responsibility for the Reinders~ problem on any individual, I ~:ould have to lay the blame on the fir~ that did the soils analysis for not adequately takin~ into consideration the winter water table situation in re- lation to the new road construction which was ~oing on at the edge of Reinders' lot and secondarily on the developer for not responding i~edistely to provide n solution to the problem. While ! agree that press coverage such as the Uay 5 issue is'in some measures disturbing and detrimental,' it is also beneficial in that it st least .exposes the problem to the public and in the long run it is pnly through good sound public support that we will solve this type of co~nunity development problem, This office would most certainly be willing to.participate strongly in a workshop.such as that suggested above but it would probably be most appropriately initiated by your: office.
