Based on this review, I have the following comments: Based on the submitted information and the fact that the demand on the existing water system will not be increased, it appears that the water system will be able to meet the demand without modifications. Therefore, the existing Class C Public Water System serving the three bedroom Bed and Breakfast and the one bedroom single family home located on the above -referenced property is approved for the concerns of this Department. The final Operation Certificate, constituting this approval, is enclosed. The Department is issuing Public Water System Identification numbers to all Public Water Systems. The Public Water System Identification (PWSID) Number assigned to your Class C Public Water System is 2118473. Please place the PWSID number assigned to your public water system on all analytical results submitted to this Department. Please submit one analytical result for total coliform bacteria and nitrate (as nitrogen) by March 30, 1996. 1 recommend yearly sampling for total coliform bacteria and nitrate (as nitrogen). The existing wastewater disposal system was tested on May 10, 1995, to determine if it will accept the waste flow from the one bedroom single family home and three bedroom Bed & Breakfast. AMC15.65.060(3) states that ...... disposal sites may not have driveways, parking areas or structures over them...." However 15.65.03011 states: " The Department may approve an on-site wastewater disposal system that does not conform to this Chapter if the Department finds, after consideration of relevant test results, engineering data, publications and other materials, that the system will function as effectively as a system that conforms to this Chapter. The applicant shall be responsible for furnishing proof that the system will function ass effectively as a system provided for in this Chapter". Freezing and crushing of the drainfield are two of the concerns addressed in 15.65.060(3). The existing crib was installed in 1976. The crib was examined on May 26. The top consist of a 4 -inch thick concrete slab. The walls are 8 -inch concrete blocks. There was no evidenced of structural distress. The top of the crib is 30 inches below the surface. The vertical pressure on the crib can be computed using Boussinesq's equation ( from Soils Mechanics in Engineering Practice, Terzaghi and Peck). The pressure will be greatest directly under the load and is given by P= 3Q/2i�z z where Q is the total load and z is the vertical distance. The maximum weight of a 3/4 ton vehicle is 8600 lbs. Assuming even distribution of the load, the load under each tire will be 2150 lbs. With this vehicle parked directly over the crib, the load on the crib cover is 164 lbs. Clearly this does not present any structural problem for a 4 -inch concrete slab or a 8 -inch concrete wall. Freezing of the crib and piping can be is not a problem. The piping can be covered with insulation, to obtain the equivalent of 5 feet of cover. The crib is 11 feet deep and the water coming in is at 60 degrees or warmer. Following review of your submittals for the issuance of a Health Authority Approval on this property, we have determined that additional information is required. As this system was installed without a permit and was not inspected or as -built at the time of construction, it is considered an undocumented system. Requirements for undocumented systems are listed in the Health Authority Approval Guidelines available at this office. These requirements include: 1. Perform a soil test near the existing system and determine the percolation rate of the accepting strata and depth to ground water. A valid soils test has been submitted to this office, however the water monitoring information needs to be entered. 2. Determine the total depth of the system. The total depth of the system may not be within four feet of the ground water table, or within six feet of bedrock. The Health Authority Worksheet lists the total depth as "12 ft. to 14 ft." S. Determine the type and dimensions of the existing system. The size of the constructed system must match the required design based on the percolation test. This information must be submitted to this office. 4. Perform and adequacy test on the system to show that the system functions as designed. This test has been performed, and the results have been submitted to this office. 5. Provide the department with an as -built drawing of the system and its relationship to property lines, adjacent wells and wastewater systems. However, the relationship of the disposal field and the eastern and southeastern property lines must be determined. According to your file a permit was issued to install a well and septic system in 1976. This permit expired, with the explanation that an existing undocumented system was on the lot. Twice the Ilealth Department approved this undocumented system, but later rescinded the approvals. 1 have tested both the well and the septic systems and have concluded that both operate satisfactory. My test reports are enclosed. The enclosed siteplan shows the locations of the above ground portions of the systems. Except for a possible lot line encroachment of the seepage pit, all separation distances are met. Both the tank and the seepage pit are located in the driveway which is paved. There are one standpipe to both. The tank was pumped on May 5 by Isaac's. Norm reported that approximately 900 gallons were removed, but that water was slowly flowing back into the tank. Based on these measurements I have 2oncludcd that this is a rectangular concrete tank with a volume of 1250 gallons. (40 gal x 31 inches) The seepage pit is a concrete ring, with unknown absorption area. Total rock depth is 9 feet with a water level of 75 inches at this time. On May 9 a testhole was drilled adjacent to the seepage pit. The soil conditions found are described on the enclosed "Soil Los'. No ground water was encountered. The monitor is still in place, I do not expect any water to show. The transfer of this property is scheduled for May 17th. Tank was found with 3.5 feet of cover and with a liquid level of 32 inches. Drainfield monitor was 11.5 feet deep with 74.5 inches of liquid. 720 gallons of clean water was added to the drainfield while the water levels in the tank and the monitor tube were monitored. The water level in the tank did not change, while the level in the monitor rose 23 inches. During the next four hours the water level dropped 21 inches, indicating that most of the water was absorbed during that time period. TEST RESULT: This system meets the code requirements of the Health and Social Services Department of the Municipality of Anchorage. NOTE: The operational life of all septic systems depends on the local soil conditions, groundwater levels that may fluctuate during the year, and the water usage of the family being served by the system. These conditions are outside the control of the evaluator of this septic system. We can therefore not give any estimate of how long this system will function satisfactory for current or future occupants. All septic systems ultimately fail. At the beginning of the test water level was found at 255 feet below top of casing. At a pumping rate of 5 gallons per minute the water level did not change. A total of 720 gallons were pumped. TEST FOR E.COLI AND TOTAL NITROGEN: Water was tested for E.Coli and Nitrates on April 11, 1995 E.Coli 0. Other Bacteria 0 Nitrates ND (None Detected). Max. allowable Nitrates 10 mg/l. No Bacteria Allowed TEST RESULTS: This well meets the requirements of the Municipality of Anchorage. The Municipal requirement for well flow is 150 gallons of water per bedroom per day. This well exceed this requirement. The assessment of the condition of the well applies only to the conditions as of the day tested.
