Subject' System Design Submittal Documents
Dear Mr. Smith:
None of the information submitted to date on Lot 11, Block 7, Greenland Subdivision
was either false or submitted with the intention to willfully and purposefully mislead
you or your office. Several of the allegations made in your letter of September 15, are
without basis and patently untrue.
Many hours were spent on Lot 11, Block 7, Greenland Subdivision to determine the
adequacy of the onsite crib system. The results of these tests were summarized to you
in letter form on September 11, 1992. All of this information was true and accurate and
certainly not fabricated as alleged in your letter. In addition, the percolation tests were
completed using hand auguring equipment well before the rnachine test holes were
excavated. These tests were completed in accordance with acceptable design
standards. Again, I take exception to your allegation that the percolation testing
information was fabricated.
I reviewed all information concerning the onsite systems on Lot 11, Block 7, Greenland
Subdivision before any work was completed on the lot. The boring Icg completed by R
& M consultants and utilized to design the existing crib system was thoroughly
reviewed to determine water table and soil type on the lot. Similarly, a previous
adequacy test was analyzed to determine the volume and operational characteristics
of the system. Municipal b.s builts of both the well and septic system were carefully
studied prior to any design work being accomplished In short, I was very familiar with
both the soil type and water table on this lot before any system evaluation or design
began.
The water in the absorption crib was monitored for nearly two weeks prior to submittal
of the system design. This information as well as tile assertion on the R & M soils Icg
made me confident no ground water existed on the lot which would interfere with the
new septic system to be placed on the lot,
The soils logs submitted with fl'~e design indicated the groundwater had been
monitored for 7 days. This, in effect, was true since the water in the septic crib had
been monitored for at least 10 days. The groundwater at the particular locations

identified on the design, however, had not been monitored the full 7 days. I felt this
would not be a problem as the time frame from design submittal to permit issue would
easily exceed the 7 day period and monitoring could take place during this time. I was
also concerned with the onset of winter and the completion of the system before the
first snowfall. Unfortunately, I did not mention this assumption in the design
documents. I apologize for this oversight if it caused any problems to you or your staff.
I do feel, however, that it had no effect on the integrity of the system design. The test
holes were dug to a depth approximating 15'. The excavator, however, only had two
lengths of monitor tube, each 10' long. The testholes required a minor amount of
backfilling prior to placement of the tubes. The tubes now extend to a depth between 9'
and 10'. Since the bottom of the system is designed at 6-1/2' below ground the water
table must be lower than 10-1/2'. The tubes will be adjusted to this depth to verify this
situation. Since I am the individual charged with certifying the operability of the
system and any downstream liability falls on my shoulders, I feel I am the best judge of
the amount of design data necessary to complete the system.
All personnel working under my certification will review their practices and procedures
concerning the design, construction and operation of onsite water and wastewater
systems. Any assumptions made will be carefully documented on the design
information. No work ever completed in the past was submitted to your office with the
intent to mislead you or your staff. We will make every effort in the future to maintain
high quality standards.

The absorption crib on the subject property has failed and we are
proposing to replace it witln a shallow, wide trench system. The existing
tank was placed recently and slnould be acceptable for continued service.
We will verify its integrity during construction of the system. The
property is virtually flat with no surface water evident. Lots iii this area
are small and wells fl'om adjacent prol)el'ties limit the usable area for a
septic system. I have visited the property and inspected nearby properties
and have arrived at tile following conclusions:
Tile system, if constructed as designed, will have no adverse
impacts on the wells currently in use or to be placed in the future
on lots located in tile area.
The system, if constructed as designed, will have no adverse
in]pact on existing septic systems in the area or those to be
constructed in the future.
The system, if constracted as designed, will have 1]o adverse
impact on reserved space either surface or subsurface on any lots
located ill tine area.

Subject: Adequacy Test
Dear Mr. Smith:
On August 29, 1992, I inspected the septic system on Lot 11, Block 7,
Greenland Subdivision and performed ail adequacy test on the existing crib
type absorption system. Prior to the visit I reviewed all documentation
available on the system including an adequacy test completed in 1980 by
R & M Consultants (results attached). At the time of the test the crib was
dry which appeared suspicious because the septic tank had been pumped
the previous day and the pumper may have also pumped the crib.
Since the crib was dry I assumed it was either absorbing the septic
effluent efficiently or had been previously pumped. The depth to the
bottom of the crib was measured at 13.5'. I then began pumping water
into the crib at the rate of 6 G.P.M. and continued pumping for 2 hours and
10 minutes. Total water pumped into the crib was 780 Gallons. The water
surface was measured at 7.2' from the top of the crib. This information
appears contradictory with that obtained by R & M during their test in
1980 because their data indicutes the addition of 600 gallons of water only
raised the liquid level .65', Tim only feasible explanation is that the lower
portion of the crib is partially plugged reducing the capacity and
absorption rate of the crib.
After tile addition of tile water 1 monitored the drop in tile crib over the
next several hours. After 4 hours tile water level had receded to 9.0' from
the top of tile crib. It appeared at this time the crib was absorbing water
at an acceptable rate. 1, there,'ore, discontinued monitoring the water level
and submitted the paperwork for llealth Authority Approval.

On September 1, 1992, I again checked the water level and measured it at
9.2' from the surface. After initially receding 1.8' in 4 hours the level had
only receded .2' in tile succeeding 3 clays. I brought this to the attention of
Robbie Robinson of the Municipal staff and requested he hold the Health
Authority Approval for this lot in abeyance while I conducted another test
of the system.
On September 7, 1992, the water level in the crib was measured at 9.2'. A
total of 360 gallons of water wits added which raised the water level to
8.2'. The witter drop was then monitored over time. On September 8 the
level had droppect to 8.5' indicating an absorption of 108 gallons in a 24
hour period. On September 11, 1 again measured the level and found it to
be at 8.9'. After 4 days the crib had still not absorbed the 360 gallons of
water. The results of the second test iudicate the crib is incapable of
absorbing tile minimum requirement of 600 gallons per day its mandated
by Municipal criteria roi' a 4 bedroom house. I, therefore, submitted an
application for a permit to upgrade the septic system on this lot to replace
the crib and install a shallow trench system capable of accepting the 600
gallon per clay minimum.

Dear Mr. Marshall:
We are submitting herewith the test boring results and our comments
regarding soil conditions encountered at the subject site. This
investigation was performed in accordance with your request of July 19,
1974, and those procedures outlined in a letter dated Septmeber 13, ].971
by Mr. Rolf Strickland of the Greater Anchorage Area Borough Department of
Environmental Quality.
A single test hole was put down within the Lot 7 area for the purpose of
defining general subsurface soil conditions for the proposed sanitary
system. Excavation was accomplished with a tractor-mounted backhoe and
the test hole was extended to total depth of 16.0 feet below ground sur-
face. The final log prepared for the test hole has been included in
Drawing A-01.
Ground water was not encountered in the test hole.

The Municipality of Anchorage Development Services Department (DSD) Issues Cedificates of Health Authority
Approval (HAA) based only upon the representations given in paragraph 5 by an independent professional civil
engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer of
title (except between spouses) for properties served by a single family on-site wastewater disposal and/or water
supply system. DSD also issues HAAs upon request to homeowners. Certificates of Health Authority Approval are
valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued with
new water sample results less than 30 days old. (Certificates may be reissued for a period of up to one year with
valid Water samples.) Certificates are valid for one year for properties served by Class A or B wells or a public
water system· The Municipality of Anchorage is not responsible for errors or omissions in the professional
engineer's work.

based on procedures outlined in the Health Authority Approval Guidelines for this application, shows that the

Dear Mr. Houston:
Per your request of May 28, 1980, we conducted a test of the sanitary sewer
system on the above described property.
Because the house had been vacant 3 months the seepage pit was saturated with
4,250 galllons of water prior to the test. During the test the liquid level
in the seepage pit was measured before and after the addition of 600 gallons
of water. The total depth of the seepage pit was 13.8 feet. All liquid
levels were measured below the top of the standpipe and are shown in the
following table:

The water level rose 7.8 inches with the addition of 600 gallons of water,
indicating a capacity of 76.9 gallons per inch. Twenty-four hours later the
liquid level was again measured and found to be 11.15 feet. It had dropped
.85 feet or 10.2 inches. This indicates an average effluent acceptance rate
of 784 gallons per day for the surrounding solls. If the 4 bedroom residence

on the property is to house 8 people, the average load on the system can be
expected to be 600 gallons per day. We can therefore conclude that the
system is disposing of effluent at an adequate rate for a 4 bedroom
residence.
