The current leach field has failed and needs to be upgraded. The old system is also with the 100 foot well radius, therefore all of the existing system will be demolished per the MOA codes. The existing house is a 4 bedroom residence but the old system was designed for a 3 bedroom unit and owners would like to upgrade to the 4 bedroom system. The primary and secondary leach fields have been shown. The test hole revealed poorly graded sandy gravel SP, for the entire depth. The perc rate was $.minute per inch, with no water observed during excavation or after the 7 day monitoring period. The slope of the lot is perpendicular to the driveway as the site plan shows, with the new system being parallel to the slope. None of the neighboring lots will be affected by this new system. Health & Human Service~ By means of this letter we are requesting a waiver of the normally required 100 foot separation distance to allow the existing seepage pit on Lot 8A, Block 4, Alpine Terrace S/D to be 90 feet from the private well serving the same lot. To assist you in your review and analysis, a site plan as well as relevant soils and well log information and other backup documents are enclosed. This waiver is necessary to allow issuance of a Health Authority Approval certificate for the 3 bedroom residence on this lot. There is no well driller's log or as-built inspection report of the wastewater disposal system on file at DHHS. There is, however, a letter dated 1/30/73 from Tim Rumfelt (a Health Department sanitarian) which provides a considerable amount of information relevant to the systems. He reports that the well depth is 53' per the owner; a depth that is consistent with the data from our well yield test. Mr. Rumfelt states that the Health Department does not have a copy of the inspection report which was supposedly prepared at the time the soil absorption system was constructed in 1971, but that the Health Department does possess a soils log (which is also no longer in the file). The soils information Mr. Rumfelt describes is consistent with soils logs for lots on either side of the subject lot. On the basis of his research and field measurements Mr. Rumfelt issued a 4 bedroom HAA certificate for the water supply and wastewater disposal systems at that time. It appears that Mr. Rumfelt' s measurements of the horizontal separations were in error, as we measured the seepage pit standpipe to be 95 feet from the well. This waiver request is for 90' to allow for the tmderground projection of a typical seepage pit closer towards the well. We believe that the enclosed driller's log for the well on Lot 5 is representative of the soil stratification on Lot 8A as well. This log indicates there to be a hardpan and clayey gravel confining stratum between 20' and 41' below ground level. The aquifer supplying the well is confined by this hardpan stratum. On May 8, 1992 we conducted adequacy tests of the water supply and wastewater disposal systems serving this lot. Although the systems had originally been approved for a 4 bedroom residence, at the present time the house has only 3 bedrooms. At the start of our test the static water level in the well stood at 26 feet below the top of the casing, or 24 feet below ground level. Steady pumping of 72 gallons of water from the well at the maximum pump output of 6.5 gpm caused the water level inside the casing to be drawn down to the pump intake at 53 feet. We then measured the rate of recovery within the casing and the amount of additional water that could be pumped out again over 6 more cycles, and on the basis of this data determined that the yield of the well is 1.3 gpm which is adequate for either a 3 or a 4 bedroom residence. Water samples collected on April 24 were satisfactory, showing 0 coliform or other bacteria per 100 ml., and 1.9 mg/l of nitrate-N. The nitrate level is consistent with local background levels, as evidenced by the (barely legible) 1.4 mg/l reported for Lot 3, Block 4. Prior to our adequacy test the septic tank had been in a surcharged state. We arranged to have Carl's Excavating dig up and repair the waste line between the tank and the seepage pit, which turned out to be almost completely plugged. This repair work also gave us an opportunity to install a double cleanout in that line, and to inspect the concrete tank which we found to be in excellent condition. A new exit baffle was installed. The measured 62' separation between the septic tank cleanout and the well was legal at the time of installation. The concrete ring seepage pit has a total depth of 9.5 feet and had 7 inches of fluid at the start of our test. During the course of our adequacy test the maximum fluid depth obtained was 18", and after the flow of water into the pit was stopped the absorption rate was determined to be more than adequate for a 4 bedroom residence. The seepage pit appears to still be in very good condition. Since we could locate not a copy of the soils log which was made prior to the installation of the seepage pit, we are enclosing a copy of a soil log for Lot 7 immediately to the west which we recently prepared and monitored for groundwater through the height of severe breakup conditions, and also a copy of the soils log for Lot 9 to the east of the subject lot. Based on the information contained in Tim Rumfelt's letter, we believe these soil logs are also applicable to the soil conditions at the subject seepage pit. Using the old soil rating system, the material we encountered on Lot 7 would have been rated at 85 square feet per bedroom, and no water table was encountered to a depth of 17 feet. With a seepage pit as old as this one, a clogging mat should be established by now which would provide an additional degree of titration of the effluent before it reaches the water table. As can be seen from the site plan, the well is located on the opposite side of the house from the septic system, which means that any surface flow path between the seepage pit and the well is over 100 feet long. More significantly, the topography slopes downward from the well to the septic system, which means that it would be impossible for any effluent from a failing septic system to flow on the surface of the ground from the seepage pit area to the vicinity of the well. The following is a breakdown of how waiver analysis points could be assigned using the D.E.C. SCRO's waiver analysis guidelines. Soil stratification is derived from the log of the well on Lot 5. Category Points Distance to water table (24' - 9.5' = 14.5') 1.72 Soil sorption (10' sandy gravel @ 1.5 + 21' hardpan @ 4.5) 3.53 Permeability (10' sandy gravel @ 1.0 + 21' hardpan @ 3.0) 2.35 Water table gradient (assume parallel to ground surface = +10%) 6.0 Horizontal separation (90'~ 2.6 Total 16.20 Based on this point assignment the DEC criteria indicates that the well should be free from any form of contamination from household sewage. The water test results confirm that that no bacteriological contamination was found, and the background nitrate level of 1.9 mg/l indicates that there is no problem with chemical pollution. The arbitrary point system utilized by DEC tends to overstate the marginality of this waiver request, and it is our opinion, confirmed by a preliminary discussion with Dan Roth at DHHS, that there should be no public health concern in issuance of the requested waiver. It is interesting to note that had the seepage pit been installed just two years earlier, it could have been 40 feet closer to the well and be reapproved at this time without any sort of waiver analysis. The Health Department sanitarian was unequivocal in his approval of the system in 1973. Please give me a call if you have any questions on this analysis.
