Services - 825 "L" Street Anchorage, AK 99502-0650 Subject: Eot 26, Biock 7, Kasilof Hills Subdivision Septic System Design and Permit Application Impacts to Adjacent Properties Dear Onsite Service~ Engineer: - · The owner of Lot 26, Block 7, Kasilof Hills Subdivision intends to construct a four bedroom home on the lot. We are therefore requesting a permit be issued to construct a septic system to serve the proposed house. A well is currently located on the lot and appears to have been drilled in' September of 1989... At that time .it was located approximately 91.5' from the septic system on Lot 14, Block 7. A waiver was 'subsequently issued on September 28, 1990 allowing the well to encroach into the separation distance from the septic system. This waiver remains in place. A recent survey completed as a plot plan for the new house indicates the well has the necessary 100' separation distance..We can find no information indicating the well has'been moved since 1989 and cannot verify the accuracy of the 'survey. The location of the well is shown on the Site Plan along with the 100' protective radius. Two test hOles were placed on the lot in early May which revealed silty gravei with a percolation rate of 15 minutes per inch. Groundwater was encountered at 7' below the surface and rose to 5.5' during the monitoring period where it remains today.. We have therefore 'designed an intermittent bottomless sand filter system with the bottom of the absorption bed at 1' below the ground surface..This will insure a separation distance from groundwater of 4.5'. The location of the components for the system are shown on the Site Plan. The existing drainage on the lot is primarily from east to west' at varying grades. The absorption bed will be placed parallel to the slope on a grade of approximately 4% to 6%. Grading will be accomplished so. drainage is away from the bed but in the direction of the current drainage pattern. If the system is constructed 'in accordance with our design the following statements apply: 1. The 'system, if constructed'as designed; will have no adv(~rse impa~:t on the wells in the area or those to be constructed in the future. 2. I, ~ Certify That This Test Was Performed In Accordance With All State and Municipal Guidelines In Effect On This Date: 4/"/100 ON-SITE WASTEWATER DISPOSAL sYSTEM CONSTRUCTION AND MATERIAL SPECIFICATIONS SUBJECT: LOT 26, BLOCK 7, KASILOF HILLS SUBDIVISION GENERAL: The scope of this project includes the procurement and placement of a new 1,500 gallon combination septic tank and lift station and pressure distribution system. Work also includes the construction of a new 30' long x 12' Bottomless Intermittent Sand Filter at the location shown on the attached Site Plan. All existing organic matedal must be excavated to the,silty gravel layer below whi.ch is expected to be at least 1' below the original ground surface. A minimum of 2' of coarse sand meeting the attached specification must then be imported and placed in the filter area. The filter must then be constructed atop the imported matedal in conformance with specifications furnished by the supplier, A minimum of 2" of direct bury insulation must be placed atop the filter and 2' of natural backfill atop the insulation. In lieu of insulation 3' of cover may be placed a.top geotextile fabric over the new filter. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. Owners installing their own systems must receive prior approval from D.H.H.S. before beginning system installation. SEPTIC TANK/LIFT STATION INSTALLATION The. I 500 gallon septic tank/lift st.ation must be constructed by cerbfied tank manufacturer. Construction shal nclude an 18" manhole to provide access to the lift station. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. Lot 26, Block 7, Kasllof Hills May 18, 2000 Page 2 of 3 5. A foundation cleanout shall be i~stalled one to four feet from the building foundation. Two cleanouts are required between the tank and · the drainfield. 6. Final grading over the tank/lift station shall be'such that a positive slope exists away from the septic tank.. ABSORPTION BED CONSTRUCTION: The absorption bed shall be constructed to the dimensions shown on the design. The bottom of the bed shall be within 2" of level. Distribution piping must be placed level with perforations down atop a level bed of drainfield rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. A silt barrier or geotextile fabric must be placed between the drainfield rock and the natural soil backfill. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below ground must be perforated. Contractor shall verify the septic tank and drainfield are a minimum 100' away from any private water wells in the area, 150' from a Class "C" Well or 200' from any community well. Direct bury insulation must be placed over the distribution system if less than 3' of backfill depth is available. Finish grade over the trench must be mounded to prevent settlement or depressions. Grade area surrounding the absorption trenches to drain away. A minimum 2' of accepting soil is required below the drainfield reck for a 5' wide trench. Contractor shall verify this condition pdor to placement of the rock. All pockets of unacceptable materials must be removed and replaced. MATERIAL SPECIFICATIONS: The lift station must be constructed by a Municipally approved septic tank manufacturer. An Orenco 20 OSI 05 HHF-5 pump is recommended. The following pipe materials are approved .for use in septic system installations in the Municipality of Anchorage: Cast Iron'(perforated and solid) ASTM D3034 or P.V.C. (pe,.rf.o, rated and solid), ASTM F810 'or H.D.P.E. (perforated, but not so ~d) and ASTM D2662 or A.B.S. (perforated and solid). Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). Lot 26, Block 7, Kasilof Hills May 18, 2000 Page 3 of 3 5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the #200 sieve, EQUIPMENT SPECIFICATIONS: Air Supply Line shall be a Wasteflow Emitteriine, %" inside diameter from Anchorage Tank. Line shall be insulated with %" foam pipe wrap inside a 2" Schedule 40 PVC Jacket buried a minimum 3' below the surface. Air Compressor shall be a Thomas Industries Model 5070 as supplied by Anchorage Tank. Compressor shall be located in the garage or crawlspace. A pressure gauge calibrated from 0 to 10 PSI shall be furnished and installed in line with the air line. The gauge shall be mounted in an area which provides easy viewing access such as the garage. INSPECTIONS: A minimum of two inspections are required by Municipal Ordinance. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled. The second inspection must be conducted after the placement of the .geotextile fabdc gravel, distribution piping, standpipes, cleanouts and insulation. No backfill should be in place at the time of nspect on. On March 13, 1990 you requested further documentation on the waiver request and finally, we were instructed to provide mitigation in the form of grouting the well casing to refusal or to bedrock level. On this date we called to advise you that the groutingrwas taking place as requested, but you were unable to be there./ We took pictures and documented the entire operation for our .~iles and yours. ~ The well was grouted through use of a tremmie pipe method. A one inch diameter pipe was driven to refusal adjacent/to the well casing. The end of.the pipe had a well point type tip which had holes to allow the grout to move around the casing area. Grout (natural betonite) was intoduced through the pipe under pressure to ensure filling the entire space and all crevaces. The initial pull on the pipe took extreme pressure so we are confident that it was driven to refusal prior to grouting. Each level was grouted and the pressure monitored until we were sure the entire area was successfully grouted, since betonite expands, we are even more confident of a positive grout operation. We continued to grout and pull the pipe until we actually saw the grout at the surface° Since the refusal point of the pipe was different than the well log level, we suspect that the well log was incorrect on the actual level of bedrock and that fractured bedrock ceases at approximately 19 ft. +/- from the surface rather than at 25 feet. The total length of grout was 19'-2". Street, Fifth Floor Anchorage, Alaska 99501 SUBJECT: REQUEST FOR WAIVER OF WELL TO SEWER SYSTEM LOT 26, BLOCK 7, KASILOF HILLS SUBDIVISION Gentlemen: On June 30, 1989, we prepared a Sewer System Location Plan ~or the above referenced property which indicated the proposed sewer system design and location and a proposed well location. On or about September 21, 1989 the owner retained a well driller to drill the new well in the location indicated on the referenced Sewer System Location Plan. Unfortunately, the records for Lot 14, Block 7, Kasilof Hills Subdivision indicated the sewer' system came out of the back of the house and turned to the south toward the property line. F;lrther, the standpipe at the end of the sewer system on Lot 1,{ was obscured from vJ. ew in brush, etc. We were not involved the drilling of the new well or its location staking, but became J_nvolved again after the well was drilled and it was discovered that the well was located 91.5 ft. away from the sewer system on Lot 14. After review of the entire file and the situation on site, we believe there is a definite basis for granting a waiver for the well rather 'than going to the extreme expense of drilling another well. The facts pertaining to our determination that the well to sewer system waiver should be granted are as follows: 1. The wells in the area, including the subject well, are in the 105 to 245 ft. deep range. All well logs clearly indicate the presence of sand and gravel to the 25 ft. +/- depth below grade. Then either fractured or solid bedrock from 25 to the final well depth. At the subject well, bedrock extends from 32 ft. to 170 ft. The well casing for the subject well is extended 40 ft. deep. This is at least 15 feet into the bedrock strata (fractured - 7 ft.; solid - 8 ft.). The sewer system for Lot 14 consists of a trench which is 91 ft. long, 4 ft. wide and has 4 ft. of gravel beneath the pipe. The top of the pipe is supposedly buried 18 inches below existing grade at the end of the trench. The ground contour from the sewer system on Lot 14 to the well on ]Lot 26 is toward the well, but Lot 26 also slopes toward Sidorof Drive (5 % plus). We believe, based on the soils information available, that any failure of the sewer system on Lot 14 would cause the sewage to flow by the well rather than into it. Even if 'the flow from the sewer system on Lot 14 traveled to the well on Lot 26, the sewage flow would need to travel through bedrock to get to this well's contained water (Bedrock at 32 ft.; Casing to 40 ft). 3. The static water levels of neighboring wells is as follows: L3, B6 - 21 ft. L14, B7 - 60 ft. L17, B7 - 18 ft. L25, B7 - 44 ft. L26, B7 - 40 ft. L27, 87 - 40 ft. We urge your approval of the requested waiver to 91.5 ft. from the well on Lot 26, Block 7 to the sewer standpipe on Lot 14, Block 7.
