According to M-W Drilling, the well exceeds 200 feet of well casing. 3) The well casing has been established through M-W Well Drilling during repair of well. 4) The casting has been updated to 18" above natural grade per MOA requirements. 5) A new sanitary seal has been placed on the well head. 6) The well pit is being filled. 7) A new water tank has been installed in the home. This matter is an obvious controversy for the homeowner as well as others involved. ANHS would be pleased to discuss with Susan, her recommendations on this matter and other well, septic and crib problems associated with Nunaka Valley, one of our target neighborhoods. This is in addition to the $500 approved by Kathy Carssow on 10/30/87. The total bill from M-W Drilling came to $915. In the process of removing the existing turbine pump and upgrading with a new submersible one, (per Susan Oswalt's recommendation) the existing plastic pipe broke off the turbine pump and fell down the casing about 55 feet and under the water line. The original estimation for well repair, casing and pump, was $300. The contractor will be responsible for paying half the difference between the actual bill and the estimate, making the second change order request for $307. The second item is in relation to workscope item #5 to provide and install 5/8 type X drywall to the basement ceiling as a firestop. Do to the age and deterioration of the plumbing pipes, they began to leak during construction. Plumbing upgrade is required to drain the furnace and plumbing system and resoder leaking and questionable joints. The additional cost for this-repair is $285. - The total amount being requested for this change order is $592. The total change orders presented to date on this project total $1,092. ANHS will have Ms. Beck sign a Promissory Note for the additional amount, but will leave her payments at the present amount due to her family situation. Although a more expensive alternative initially, public water probably is more apt to provide a long-term safe and adequate supply of potable water. Therefore, you may want to chose one of the alternatives for water extension suggested in the DOWL letter. Should you decide to upgrade the existing well however, the following need to be done prior to any upgrading: Determine distance from well to sewer main, nearest manhole and sewer service line. Should any of these distances not meet required state separation, the well should be abandoned or an appropriate waiver sought. The depth of the well must be determined, and the depth of casing established. Wells with less than 40 feet of casing (unless into bedrock) will not be approved by this department· Provided the above items can be resolved, then consideration can be given to the construction deficiences. Unfortunately the DOWL representative went to the wrong agency for information on a single family well. The municipal standards are more stringent. The following would be required: 1. Verify unperforated casing to 40 feet. Extend well casing so top of casing is 12 to 18 inches above natural ground level. 3o Install santary seal on well head and conduit on wires. e Completely fill in the existing well pit. This will probably involve installation of a submersible pump and pitless adapter, and removal of the pressure tank to an above ground location. The municipality, does not approve well pits, except where the sealed pit also has a drain which daylights downslope from the pit. We have prepared the foiIowing ietter of findings regarding the feasibility of rehabiIitating the weiI and acquiring city water. City Water We have discussed water service to this property with the Anchorage Water and Wastewater Utility (AWWU). According to AWWU record drawings, a six inch water main exists in West 43rd Avenue which extends west from Iowa Drive to a point three feet east of Lot 5. The water main lies within the north one-half of the street right-of-way and is capped at it's terminus. Three options exist for acquiring water from the main in West 43rd Avenue: Extended Service Connect: A service line could be extended diagonally to Lot 5 from a point near the terminus of the existing water main. No assessment charges would occur. Although this would be the least expensive option, preliminary indications from AWWU are that an extended service connect would be permitted only if health or safety conditions warrant it. This type of connection ~s typically allowed only as a temporary measure when a well is contaminated or unserviceable with no options for a new well. This option could be pursued with AWWU, yet it is unlikely to be approved. Anchorage Neighborhood Housing Services, Inc. September >, 1987 Page 2 0 Water Main Extension: lhe existing water main could be extended to the west property line of Lot 5 or extended further west to allow Lots 6 and 9 (see enclosed map) to be serviced. The length of the extension should be based upon the willingness of the owners of Lots 6 and 9 to participate in the cost of the extension. (We have assumed that Lots 6, 9, and 10 are not serviced because no water mains are shown near these lots.) A number of options exist for ex[ending the water main depending on the willingness of the owners of Lots 6, 9 and 10 to participate in the costs: a) The water main could be extended to a point 10 feet beyond Lots 5 and 10 and used to service Lots 9~ and 10. In order to extend only 10 feet beyond the property line (and not the full lot frontage as typically required), a waiver from AWWU would need to be granted. We do not foresee difficulties in acquiring a waiver from AWWU because the properties to the west (beyond the old trailer court) are apparently served with water. Should the owners of Lots 6~ 9 and 10 be willing to share equally in the cost of the extension~ the cost burden on Lot With this scenario, follows: Length of Extension: Estimate/tF Construction: Divided among 4 Owners Estimated Cost per each owner: would be grgatly reduced. we estimate' the cost as 73 Feet x $100 : $7,300 : $1,825 Should the owners of Lots 6 and 9 not wish to participate in the extension cost, the Water main would need to be extended only ss far ss the west property lines (full frontage) of Lots 5 and 10. September 3, 1987 Page 3 If none of the owners of Lots 6, 9 and 10 desire to share in the cost of extending the water main, the totai burden of cost wii1 be on Lot 5. Lot iO wiiI be assessed for a portion of the cost upon connec- tion to the extended main. The estimated cost is: Length of Extension: 63 Feet x Estimate/LF Construction: $100 : $6,300* *without future asessment to Lot lO Water Improvement District (WID) Lots 5, 6, 9 and 10 could form a WlD by requesting that AWWU extend the water main to serve their properties. The minimum number of lots required for the WID ia three. A minimum of fifty-one percent of the affected owners must agree to the WID before AWWU will bring the WID proposal before the Municipal Assembly for approval. In this case, three lot owners of the four affected lots must request the WID, provided that the lots have separate ownership. AWWU has indicated that if approved, the WID design could be accomplished this winter with construction occurring during the summer of 1988. The project may be delayed, however, one or two additional years if funding is not availabke. In creating a WID, AWWU would bear the cost of construction with property owners being assessed upon connection. Replat Lots 4 and 9 are apparently under joint ownership. If these iota are jointiy owned, e repiat couid faciiitate connection to the existing water main. The rapist wouId reconfigure or eIiminate Iot iines in the foIIowing ways: According to State Statutes, a service may not cross a property line. To.overcome this, the lot line sepa- rating Lots 4 and 5 could be removed to create one lot. The water service line could then connect to the residence without crossing a property line. With a replat, one-half or a portion of Lot 4 could be acid to the owners of Lot 3. The replat wouId show a common iot line between existing Lots 3 and 5 with Lot 4 being eliminated. The water service Iine could then be cohnected as previousiy noted· Anchorage Neighborhood Housing 5ervicea, Inc. September 3, 1987 Page 4 Existing Well Rehabilitation We have visually examined the existing well and discussed its present condition and possible modifications with the ~. Department of Environmental Conservation (DEC). According to DEC, the well could be approved in its present configuration if the vault is modified to prevent surface runoff from entering the vault. This option would involve the placement of a concrete manhole section on top of the vault and sealing the connection to prevent surface water from entering the vault. Another option would be to encase a submersible pump within the well and add a pitless adapter. The existing storage ~~~-~t~an~ within the vault could remain in use. DEC has commented this option would be approved. An estimate of the well rehabilitation cost should be obtained from a qualified contractor. We will contact contractors for this purpose. Recommendations The following recommendations are based on our discussions with DEC and AWWU and the assumptions we had made ~oncerning ownership and water service to nearby propertieS. These recommendations are listed in order of estimated cost with the least cost options listed first. Modify the existing well to prevent surface water intrusion. Replace the pump and encase the well with the addition of a pitiess adapted. (The age of the existing pump shouid be considered in this decision.) Request a WID from AWWU if the owners of Lots 6, 9 and IO are in agreement. Extend the water main to 10 feet beyond Lots 5 and IO to serve Lots 5, 6, 9 and iO provided that each of the owners agree to share in the costs. The water main extension costs would rise dramatically if some of the affected lot owners do not agree to share in the costs. Anchorage Neighborhood Housing Services, Inc. September 3, 1987 Page 5 Repiat: aithough the rapier would provide for water service to Lot 5, this option shouid only be considered if other significant reasons (i.e., selling off a portion of Lot 4) exist. The cost of a replat and possible ramifications from the platting action, make this option the least cost effective if the sole purpose is to connect to city water.. Should ANHS or the owner desire to proceed on acquiring city water, the following tasks would need to be accomplished: 1. determine ownership of Lots 4, 6, 9 and 10; 2. determine existing sources of water for these lots; determine the interest of all affected property owners in acquiring city water; request a waiver to the full lot frontage main extension requirements; and 5. request a WID from AWWU with a majority of effected property owners signing the request or initiate an agreement to extend the water main. We will not take further action on any of the abage until requested to-do so. We hope this has been helpful in your decisions regarding the well and water service.
