Reft Well Relocation and Septic System Upgrade Design for Lot 5, Block 8; Mile-Hi S/D
To whom it may concem:
The existing 2 bedroom house is served by a private well and septic system. The h6meowners
would like to build a 2 bedroom addition onto the house making a total of 4 bedrooms. The
exiting septic system does not meet current municipal standards and it is believed that the septic
tank is collapsing. A test hole was excavated in the southeast comer of the property where the
proposed septic system will be located. The proposed septic system will be designed around the
30 foot radius of this test hole. We are proposing that a new 1250 gallon septic tank and a deep
trench type drainfield be installed. We are also proposing that the existing well be abandoned per
AMC 15.55.060 and a new well drilled in the area shown on the design. Comments regarding the
proposed design are summarized as follows:
1. SOILS: Attached is a log which shows the soil classifications, groundwater monitoring, and
the pemolation test results. The soils below the organic/fill/grub layers are a GM/SM/ML
material to a depth of 18 feet (bottom of test hole) with more silt and sand starting at 9 feet. No
groundwater was encountered during the excavation of the test hole. A pemolation test was
performed between the depth of 6.5 feet to 7.0 feet which had a percolation rate of 5.0
· minute/inch. It is our opinion that due to the overall appearance ofthe soils, a application rate of
0.8 gallons/day/ft2 should be used.

3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed
upgrade.
4. TOPOGRAPIIY: As can be seen on the attached design, the a proposed trench is to be
installed at the base of a slope that runs from approximately northeast to southwest at a 50+
percent grade. The topography where the trench is to be installed ranges from 1 to 15 percent
running in the same direction as the upper slope. The trench is to be installed parallel to slope
contours.
I am unaware of any adverse impacts this installation would have on adjacent wells or septic

Dear Mr.' Orow:
A water sample was drawn at the subject property on 1-14-82. The
analysis was satisfactory.
The well is constructed properly and meets minimum distance require-
ments from the sewer system.
The sewer system is without a septic tank and consisted of a seepage
pit only. There wasn't any overflowing sewage, which would indicate
a failing system.
This letter does not constitute a full health authority approval from
this office.

well has been approved. The approved separation distance(s) are the
private well on the referenced property to the septic tank on the
referenced property of 85 feet; the well on referenced property to the
leachfield on the referenced property of 97 feet and the leachfield to
the west property line of 3 feet.
This waiver approval applies to the existing on-site wastewater
disposal system to well separation only. Any future upgrade to either
will require all separation distances be met or another approval
from this department.

Request you grant a waiver for the horizontal separation distance between the lcachfield and the west
property line at 3 feet. We do not anticipate any adverse effect on the adjacent property.
Request you grant a xvaiver for the horizontal separation distance between the septic tank m~d well on
the referenced property at 85 feet and from the leachfield to the well on the referenced property at 97
feet. The mitigation factors involved which support the issuance of the waivers are as follows (see
attached well flow test and neighboring well logs):
1. The distance from thc bottom of the leachfield to the water table is 40'+.
The soil in the area is predominantly silty sand and gravel with small amounts of clay. This
soil type is in the middle range of the soil sorption factors.
The referenced property has a silt or sandy clay soil type. This lies in the middle range of the
permeability factors.
The well to leachfield has a 98% water table gradient sloping away from the water source.
Since the well and leachfield are on approximately the same contour line while the natural
slope of the area is 25%+, the gradient is said to be slopping away from the water source.
5. The well to lcachfield has a horizontal separation distance of 97 feet.
6. The water sample taken on 12/23/97 indicated a nitrate level of 1.57 mg/l.
According to MOA files, the horizontal separation distances from the well to the tank at 85 feet and
from the well to the trench at 98 feet had been approved at the time of construction. We understand
the waiver fee will be waived due to this situation. The above information is provided to insure a
formal waiver is in place.

The septic tank for this property is 25 years old. The average life of an asphalt
coated steel septic tank is 20 years. Typical replacement costs are $15,000 or more,
not including engineering, surveying, MOA permitting fees or site restoration.
Steel septic tanks utilizing "Coal Tar Pitch" coatings are subject to corrosion as the
steel reacts to water and rusts. These tanks have a finite lifespan buried in the
ground. These tanks can become structurally compromised and pose a health risk.
They could collapse and/or leak untreated wastewater directly into groundwater.
In the interest of protecting public health and the environment, the Municipality of
Anchorage Development Services Department has issued Policy W.05 Standard of
Care Regarding the Inspection of Steel Septic Tanks when Performing COSA
Inspection. Please request a copy of this policy from the Department if interested.
