The existing septic system consists of a 1000 gallon septic tank and a trench type drainfield that is surcharged and appears to be encroaching groundwater. We are proposing that a 1250 gallon S.T.E.P. tank and a Bottomless Intermittent Sand Filter (ISF) system be installed. Comments regarding the proposed upgrade are summarized as follows: 1. GENERAL: Two test holes were excavated on the south end of the property to determine a suitable area for the septic system upgrade. Given the limited area around the test hole, the groundwater concerns, and the setbacks from the existing septic system, it is our opinion that a Bottomless ISF system is the most viable option. 2. SOILS: Attached are the logs which show the soil classifications, groundwater monitoring, and the percolation test results. In TH#1, the soils below the organic layers are a GM material to a depth of 4.0 feet and then transitions to a ML material to a depth of 7 feet. At 7 feet, the soils transitions to a SM/GM material to a depth of 11 feet (bottom of test hole). In T 142, the soils below the organic layers are a GM material to a depth of 12.0 feet (bottom of test hole). Groundwater was encountered during the excavation of the TH#1 at 9 feet and heavy seeping existed during the excavation of TH#2. The monitoring tubes were checked on 5/10/2000 and groundwater was found to be at 9 feet in THA and at 6.6 feet in TH#2. The monitoring tubes were again checked on 5/15/2000 and groundwater was found to be at 9.5 in TH#1 and at 8 feet in TH#2. Two percolation tests were perfomed in TH#1. The first was performed, between the depths of 3.0 feet to 3.5 feet which had a percolation rate of <1 minute/inch. The lower bench in TH# 1 was performed between the depths of 4.5 feet and 5.0 feet which had a percolation rate of 24 minute/inch. Sand Material: In accordance with M.O.A. latest standards m. Pea Gravel: 100% passing 3/8" sieve, less than 20% passing the 1/4" sieve, and less than I% passing the 48 sieve. We are proposing to excavate down to a depth of 4.5 feet (maximum), place a minimum of 6 inches of sand, install the air supply line, and cover it with 1.5 feet of sand. On top of the sand, we will place 6 inches of 3/8 inch pea gravel, with the pressure laterals midway in the layer. We will use a conventional lift station (Anchorage Tank), equipped with a programmable timer so that flow can be intermittently dosed to the ISF. 4. SURFACE WATERS: There is seasonal pond/lake located on Lot 5C, Block 1, near Kalgin Drive. 5. TOPOGRAPHY: The area where the existing drainfield and proposed ISF are is generally flat. There are no slopes greater than 25% within 50 feet. 6. MATERIALS AND CONSTRUCTION PRACTICES: The materials used, and the construction practices will comply with DHHS' "Intermittent Sand Filter Design, Installation & Maintenance Manual". The contractor should read this document prior to construction. Copies are available at the Municipal Onsite Services office (5th floor, 9th & L St.). 7. CLOSING: I am open to any suggestions from your department, which would be an improvement to the proposed design. Alteration. An approval by the Municipality of existing water and wastewater disposal systems given at the time of property sale and title transfer in accordance with Anchorage Municipal Code (hereinafter, "AMC") 15.65. These approvals certify that the systems are adequate for the homes that they support and meet the codes that were in place at the time of system construction. Damage. Any man-made or natural change in a system that would inhibit the system from performing as designed. Maintenance and Repair. The scheduled and as needed replacement of existing parts, components and pieces of an A W WTS that were included in the original design which would allow the A W WTS to continue to perform as designed. Permit. An On -Site Wastewater Disposal Permit as required by AMC 15.65 to construct and operate an AW WTS. 3. Term. The term of this Maintenance and Repair Agreement shall begin on the date of approval by the Municipality to operate the installed system or issuance of a COSA, and shall continue while the AWWTS is in use or is operational or until the property is sold or title is transferred by the owner and a new COSA is issued to the new owner or transferee of the property. 4. Alterations. Installation and Removal of Additional Eauioment. Prior to performing any alterations to an AW WTS, the owner agrees to obtain an On-site Wastewater Disposal Permit from the Municipality in accordance with AMC 15.65. 5. Maintenance and Repairs. A. Throughout the term of this Maintenance and Repair Agreement, the Owner shall maintain their AW WTS in a satisfactory condition capable of producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. The owner shall enter into a service agreement with an AW WTS service and maintenance provider approved by the municipality and the manufacturer of the A W WTS for the entire term of the AW WTS. In addition, it shall be the responsibility of the Owner during the term of this Maintenance and Repair Agreement, and any renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. B. Owner agrees to comply with all applicable ordinance, laws, regulations, rules and orders for the A W WTS. C. Upon request by the Municipality, the owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system. When a record of maintenance is documented and maintained by the system vendor, the owner agrees to allow the Municipality access to this information. D. Owner acknowledges that the fine for failing to maintain and repair an A W WTS may be assessed in accordance with AMC 14.60 for improper discharge. E. Owner agrees that only maintenance and repair personnel approved by the Municipality will inspect and make any necessary maintenance, repairs or permitted alterations to the system. F. Owner agrees to grant the Municipality reasonable access to test and inspect the A W WTS upon 24 hours written notice. G. Owner agrees that any sale or transfer of title of the property will not occur without a new Certificate of On -Site Systems Approval. H.
