Dear Sirs:
The purpose of this letter is to provide the required design narrative in support of our application
for a permit to reconstruct the existing ISF on Lot 3, Block 2, forest Ridge S/D, located at 15100 South
Windsor Circle. The existing ISF has "biomatted up" to the point where it is no longer able to handle
the wastewater load generated in the residence, causing untreated effluent to daylight onto the surface of
the ground. While this situation first occurred almost a year ago, we have been unable to locate a source
of ISF quality sand until recently. The specific steps proposed to reconstruct the ISF are described
below in the specifications. A site plan and specifications for the repair and "Airfield Sand" sieve test
results are enclosed, along with copies of the original ISF design drawings that describe the
configuration of the ISF.
The proposed project will have no significant impact on present or future water supply and
wastewater disposal systems serving adjacent properties, nor will it have any significant impact on
reserved space -surface and subsurface, or on drainage.

Intermittent Sand Filter Reconstruction
Specifications
1.0 General:
1.1 The scope of the project consists of removing soil cover material and contaminated gravel
and sand from the existing "biomatted up" ISF and reconstructing the ISF to the original design standard
with clean sand and gravel.
1.2 Construction shall be as depicted on the approved site plan, original design drawings and
these specifications. Minor deviations from these drawings maybe allowed or required by the engineer
conducting the inspections. All construction procedures and material specifications shall conform to
Municipal and State requirements. All separation distances shall be in conformance with Municipal
requirements, unless specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work
around any buried utilities.
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading
after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the
construction.
2.0 STEP Tank and Residual Disposal Drainfields
2.1 The existing STEP tank and residual disposal drainfields are to be retained in service
without modification.
3.0 ISF Reconstruction Procedure:
3.1 The contractor shall remove and stockpile the existing soil cover over the ISF. Care shall be
taken to avoid damaging the plywood ISF enclosure. The insulation and filter fabric shall then be
removed and disposed of properly.
3.2 The contractor shall carefully remove the "flower pots", manifold and distribution laterals
from the existing pea gravel and stored in a protected area. If these items are undamaged and can be
thoroughly cleaned and jetted out they may be reused when the ISF is rebuilt.
3.3 The contractor shall carefully remove the existing pea gravel and upper 12 inches of the
original ISF filter sand from inside the ISF box to create a level surface of uncontaminated original filter
sand above the level of the existing %2" air line and slotted underdrain. If the original sand encountered
at this level still shows evidence of biomat contamination additional material shall be removed until
uncontaminated sand is encountered. Particular care shall be taken during this process to avoid
damaging the ISFenclosure and/or its vinylliner.
3.4 Prior to rebuilding the ISF the contractor shall test the air distribution network to verify that
it is working properly. This shall include verification that the compressor is working properly and there
is a functioning pressure gauge on the air line demonstrating that the required air pressure is being
delivered to the air diffuser line. If the existing air distribution network fails to work properly and
cannot be repaired, it shall be removed and replaced with a new air diffuser line from "Orenco" and
associated transport line and compressor.
3.5 A minimum of 12 inches of clean "Airfield Sand" shall then be placed on top of the
remaining existing ISF sand in the ISF box to create a level surface at or above the elevation of the top
of the original ISF sand. "Airfield Sand" can be purchased from Anchorage Sand and Gravel and shall
have less than 2% passing the #100 sieve and less than 1% passing the #200 sieve.
3.6 A total of 6 inches of washed pea gravel (0% passing the #100 sieve) shall be placed on top
of the "Airfield Sand". After being restored to original condition the original manifold, distribution
piping network and "flower pots" shall be re-laid in the pea gravel. The inverts of the distribution pipe
shall be level at an elevation not less than 3 inches above the top of the "Airfield Sand". Once the pipes
have been laid a "Squirt test' shall be constructed with the orifice shields removed to verify that uniform
distribution is achieved with a head height of approximately 5 feet.
3.7 Once the proper operation of the system has been verified the orifice shields shall be
replaced and the pea gravel redistributed to form a level surface covering the piping and orifice shields.
Then, new 2" rigid insulation shall be installed over the entire top of the pea gravel in addition to
approved filter fabric. A minimum of 24 inches of backfill material shall be placed over the top of the
insulation. The contaminated material removed during excavation may be used in the lower portions of
this backfill. The top surface of the cover material shall be raised a minimum of 6 inches higher than the
surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill
slopes shall be no steeper than 3:1.
3.8 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to
have the site finish graded after the backfill material has stabilized, and for placement of adequate
topsoil and seed to promote rapid revegetation of all areas disturbed by the construction.
4.0 Inspections:
4.1 A total of 5 engineering inspections will be required during the course of the project: (1)
initial stakeout with the contractor to establish the location of the system and to discuss the plans,
specifications and construction procedures, (2) after the cover material and contaminated gravel and
sand has been removed to expose a clean sand infiltrative surface, (3) after the new airfield sand is in
place, (4) after the pea gravel has been placed and the distribution pipe network has been reinstalled and
connected up to the septic tank, but prior to placement of insulation or filter fabric, and (5) after rough
backfill and grading is complete.
4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far
in advance to ensure the availability of the engineer.

The work covered by these specifications and the plans consist of furnishing all
labor, materials, tools, transportation, and equipment necessary to complete an
intermittent sand filter system as described herein and on the attached
drawings.
All work under this project shall comply with the latest edition and addenda to
all applicable codes, ordinances and standards including MOA-DHHS septic
installation guidelines and On -Site Wastewater Disposal Systems permits.

SITE INVEaSTIGATION
The Contractor who proposes to complete this project must carefully examine the
project documents, have full knowledge thereof, have investigated the site, and
be satisfied with the conditions affecting the work. Conditions include, but
are not limited to those bearing upon transportation, disposal, handling and
storage of materials, availability of labor, water, electric power, roads, and
uncertainties of weather, physical conditions at the site including all
underground utilities, the conformation and conditions of the ground, the
character of equipment and facilities needed preliminary to and during
prosecution of the work. The Contractor must be satisfied with the character,
quality and quantity of surface and subsurface materials or obstacles to be
encountered insofar as this information is reasonably ascertainable from an
inspection of the site, including all prior exploratory work, as well as from
information presented by the plans and specifications made a part of this
project. Any failure by the Contractor to become acquainted with the available
information will not relieve him/her from responsiblity for performing the work
as stated in these specifications and drawings.
Locations of utilities shown on the plans are not exact. Above ground utilities
have been field located. Below ground utilities are shown as depicted on
"as -built" plans. The Owner and his Engineer shall not be held liable for

damages to utilities incurred during construction due to deficiencies or
omissions on the plans.
At least 24 hours prior to commencing work, the Contractor shall contact all
local utility companies to obtain underground utility locates. The Contractor
shall exert due care to prevent damage to utilities. Should a utility be
damaged, the Contractor shall notify the utility company and shall have repaired
at his own expense any damage resulting from failure of the Contractor to
request an underground utility locate or to exert due care. If any utility
company determines that a utility has to be temporarily raised, lowered, moved,
guyed, shored, braced or otherwise protected during construction, it shall be
done at the expense of the Contractor to the satisfaction of the utility
company.
Typically, there will be a minimum of eight (8) inspections required during the
installation of the wastewater disposal system. These inspections will occur as
follows:
Inspection of work in progress may be made by the Engineer and MOA - DHHS at any
time. The following schedule of required inspections is to be adhered to. 24
hour notice is required prior to each inspection. Inspections can only be
arranged during weekdays and during normal working hours. The following
inspection schedule is to be strictly adhered to:
1. Septic tank/lift station is in place, but not backfilled. Sewer piping
from building to tank is complete, properly bedded and backfilled.
2. Sand filter pit is excavated and prepared for filter construction.
Prior to placement of filter liner material
3. Engineer to be notified with Contractor's schedule during actual
construction of the sand filter to allow spot inspection during
construction. Any deviation from reported schedule is to be reported to
the Engineer.
4. Final inspection of the sand filter with all pressure piping in place,
but prior to placement of cover material. Flow testing of pressure
piping at this time will require completion of lift station wiring prior
to this inspection.

5. Inspection of open trench excavation of leaching trench as per MOA code.
6. Inspection of leaching trench prior to final backfill with all piping in
place. Inspection will require pressure testing of leachfield piping
with sand filter pump in place.
7. Inspection of final grading.
The Owner shall contract with the Contractor to perform the work outlined in
these specifications and plans and in accordance with the attached MOA permit.
There will be no contractual arrangement existing between the Contractor and S &
S Engineering. S & S Engineering shall be the Owner's representative and will
inspect the work as stated above to document the Contractor's activities. Final
acceptance of the Contractor's work rests with the Owner and the MOA.
S & S Engineering shall have no liability to the owner or to others for acts or
omissions of the Contractor or any other persons performing work on this project
or the failure of the Contractor to carry out the work in accordance with these
construction documents. S & S Engineering's inspecting Engineer will not be
responsible for the construction means, methods, techniques, sequence,
procedures or the safety precautions incident to this project.
All landscaping, fences, sidewalks, paving, driveways, utility markers and other
improvements, removed to facilitate the Contractor's operations shall be fully
restored to their original condition and location by the Contractor unless
otherwise directed by the Engineer. Items damaged by the Contractor during
removal, storage, or restoration, shall be repaired or replaced in kind by the
Contractor. This work shall be considered incidental to the project.

Use of a type of pipe other than listed above must be approved by the
inspecting Engineer.
3. Insulation shall be at least 2" thick extruded direct burial polystyrene
(Dow Chemical Company Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Fernco, or equal).
5. A permeable nontoxic silt barrier (Typar 3401, Mirafi 140/N, or equal)
must be installed between the final leachfield gravel layer and the
native soil backfill.
6. All leachfield gravel (sewer rock) shall be 0.5"-2.5" screened gravel
with less than 3% passing the #200 sieve.
7. When sand is being used as a filter material, its gradation
specifications must conform to current MOA or DEC requirements.

SEPTIC TANK/LIFT STATIM
A. General
The work under this section consists of the performance of all operations
pertaining to furnishing and installing the septic tank/lift station and piping
to the sand filter.
B. Materials
1. Tank for Lift Systems:
a. Septic tank shall be a 1500 gallon two compartment steel tank
specifically for the use of Orenco Systems Inc. patented lift station
assembly Orenco No. 4200.
b. The tanks shall be designed for soil loading conditions as required by
Municipal and State regulations. The design or analysis shall be in
accordance with accepted engineering practice and local regulatory
agencies.
c. All welding shall be in accordance with applicable codes and standards.
2. Risers
a. First compartment shall have a separate 4" pumpout riser. The second
compartment shall have a separate four inch pumpout riser.
b. An additional second compartment outlet riser shall be 12 gauge sheet
steel, and shall extend 12 inches (minimum), above surface grade, shall
have a minimum nominal diameter of 24 inches, and shall be capable of
being equipped with the following:
1. A junction (Nema 4x) box or equal, bonded or attached to the riser.
2. UL listed electrical cord grips, installed in the J -box.
c. A lid - shall be furnished with the riser. It shall be constructed of
fiberglass or equivalent aggregate finish. Meet H-10 loading
requirements and have a latching mechanism.

d. Riser installation - each riser shall be sealed or welded to the top of
the tank in such a manner as to prevent infiltration of ground water.
e. Lid Insulation - four inch rigid extruded polystyrene shall be placed in
the riser directly below and attached to the lid.
f. Riser Insulation - two inch sprayed shop applied urethane on
circumference of riser with 46465 Tnemec coating.
3. Effluent Pumping Assembly:
a. Effluent pumping assembly shall be Orenco systems (TM) model
20-OSI-05-HHF series consisting of following:
1. i H.P. 110 volt or equal U.L. listed effluent pump.
2. Screened pump vault (U.S. patent No. 4439323) 59 inches deep, 3/16
inch thick high-density PVC cylinder houses the pump, level
controls and screen and serves as a baffle to prevent the screen
from clogging.
Fifteen 11-2" diameter holes are drilled in the vault at a level that
places them at about the midway point in the depth of the septic.
Flap check: Allows the vault to drain when removing the tank.
Screen: 15 inch diameter cylinder of high-density polyethylene 1/8
inch mesh.
3. All piping shall be PVC or other non -corroding material.
b. Pump controls and alarm system -
Control shall be Orenco systems SICTETMRO 110 volt with following
options consisting of:
1. Event counter.
2. Elapsed time meter.
3. Program timer.
4. 10 watt heater.

5. Remote alarm panel option with a minimum of 80 DB sound pressure at
24 inches, operating temperature 30AC to 65AC, continuous sound to
be located in the home.
6. Oil -tight visual alarm with push -to -silence feature. Automatic
audio -alarm reset.
7. 15 amp motor rated toggle switch, double pole, double -throw with
three positions; manual (man), automatic (auto), and center (off)
(H.O.A.).
8. Nema 4x -rated, fiberglass, or equal, enclosure with hinged cover.
9. All controls to be installed as per manufacturer's recommendations.
10. Control panel to be installed on outside wall of home within sight
of septic tank/lift station.
c. Piping from the septic tank to the sand filter is to be 11-," PVC schedule
40 solvent weld piping properly bedded as described in Materials
Specifications and sloped to drain back to the septic tank. Insulation
board 2" thick and 2' wide centered over pipe is to be placed where soil
cover is less than 4' depth over pipe.
In order to insure proper inspection procedure the system is to be installed in
the following order:
1. Sewer line from house to tank
2. Septic tank/lift station
3. Sand filter
4. Leachfield
5. Final grading

1. Pipe Grade and Alignment:
Variance of individual pipe sections from established line and grade shall not
be greater than 0.02 feet, providing that such variance does not result in a
level or reverse sloping invert.
During the progress of the work, the Contractor shall provide instruments such
as transits, or levels, for transferring grades from offset hubs or other
construction guides from the control points and bench marks provided to the
Contractor by the Engineer. The Contractor shall provide qualified personnel to
use such instruments and who shall have the duty and responsibility for placing
and maintaining such construction guides.
2. Pipe Laying:
All pipe shall be laid with Class C Bedding, free of large stones and organic
matter.
Each section of pipe shall be handled carefully and placed accurately; the
spigot end shall be fully inserted pointing in the direction of flow and glued
in place to make a watertight seal.
Each section of pipe shall be properly supported to insure true alignment and an
invert which is smooth and free from roughness or irregularity.
At all times, when work is not in progress, open ends of pipe and fittings shall
be securely and satisfactorily closed so that no undesirable substance will
enter the end of the pipe or fittings.
3. Bedding of Pipe for Sewer Lines:
The pipe should be bedded with Class C Bedding materials compacted to 95
percent. Native materials may be used as backfill material above the pipe,
provided it is free of large stones and organic matter to a point one foot above
the top of the pipe.
Installation. All pumping services shall be installed in accordance with the
manufacturer's recommendations and standards. Electrical installation is to be
to code by licensed electrical contractor, with Municipal inspection where
required. If MOA inspection not required, a licensed electrician is to provide
letter to the Engineer stating that the system meets or exceeds all applicable
Codes.

4. Excavation:
a. Excavate to proper depth to allow gravity flow, install tank level,
tolerance 0.01 foot, on undisturbed or compacted to 95 percent
classified sand fill material. Line excavated tank pit walls with two
inches +35 PSI burial foam full depth of tank. Backfill between tank
and foam with sand material and compact, in a manner to prevent damage
to tank surface coating.
b. Create a level sand surface over tank and add two inches burial foam +35
PSI directly over tank. Mound unclassified soil over tank location to a
depth of two feet above finished grade to allow positive drainage away
from tank and counteract buoyancy.
5. Connections:
a. All connections to be as per MOA - DHHS and UPS requirements PVC 3034
piping with Caulder or equivalent couplings for inlet riser pipes.
b. All tank connections are to be completely water tight.

The work under this Section consists of the performance of all operations
pertaining to furnishing and installing the sand filter.
A. Materials
1. Sand Filter:
a. The contractor shall provide a washed sand to meet ASTM C-33 Concrete
Sand specifications with the additional requirement that all but 1
percent of the materials passing the #100 sieve be removed. A sample of
the proposed filter sand must be submitted to the Engineer for testing
one week prior to construction. A sample will be taken from the sand
bed during construction for purposes of quality control. If the sample
does not meet specifications, all sand will be removed and replaced.

b. Contractor shall be responsible for providing pea gravel. Where pea
gravel is specified, the pea gravel shall be a washed material
containing no fines (0 percent passing the #100 sieve) and a maximum
size of ," diameter.
c. Contractor shall be responsible for providing round rock. Where round
rock is specified, the round rock is to be washed gravel with rounded
edges well graded with maximum diameter of z".
d. Contractor shall be responsible for providing the manifold assembly.
Manifold assembly shall be the Orenco Model SFM 1036 or equivalent with
orifice shields and flushing assembly. All drilled holes to be cleaned
of burrs and pipes flushed prior to assembly. Flushing valve to include
riser to +12 inches above finish grade with extension handle provided to
operate globe valve from ground surface.
e. Liner - Orenco Model LI or equivalent. 30 mil PVC cut and fabricated to
provide water tight enclosure of filter sand volume. Seams to be
permanent as per Manufacturer's recommendations. All connections, such
as boot flanges, through sand filter to be permanently bonded to liner.
f. Pump Basin - Sand filter pump basin is to be Orenco Model PBSF1561FI
with flow inducer and matching 15 inch diameter riser sections as needed
to extend 12 inches above finish grade maintaining a water tight seal
through the full length of conduit riser. PVC splice box to be
installed with a conduit seal kit.
g. Filter Secondary Pump - Orenco Model 20 OSI 05 HHF with appropriate
float assembly and high pressure discharge assembly.
h. Contractor shall be responsible for providing filter fabric. filter
fabric shall be Orenco Model LIFF or equivalent.
i. Contractor shall be responsible for providing insulation. Insulation
shall be +35 psi board rated for direct burial.
j. The 2 inch thick rigid insulation on the sidewalls of the filter box
shall extend the full 4 foot height of the plywood box and be inside the
plywood box.
k. Linear Air Difuser Line and Compressor - Available from Orenco Systems,
Inc. - no model number available. Feed line from house to filter is
HDPE Artic Insulated Pipe 3/4"-2" SDR -11 Maskell-Robbins or equivalent.

2. Construction of Sand Filter:
Sand filter construction is to follow procedures as outlined in the Orenco
Installation Manual as applicable to this design. Care is to be taken to
protect the integrity of the sand filter PVC liner material. This includes
careful placement of soil material into liner. Any perforation of the PVC liner
material will require patching in a method that exceeds original manufacturer's
strength.
Rock, pea gravel, and filter sand are to be hand leveled to proper depth
(tolerance within 0.01 feet) in filter, taking care not to allow mud or fine
soil material into the filter or rock layers. This would include any soil
material picked up by excavation machinery buckets while loading specified
material. Contractor should estimate filter materals volumes such that
allowance is made for wastage of material in contact with ground at site. Work
on the sand filter may be suspended at Engineer's discretion due to inclement
weather conditions such as rainfall. The sand filter and material stockpiles
will be completely covered by a tarp overnight during construction until
finished. Filter internal construction should be accomplished in one day's
time.
The Engineer will reject any sand, round rock or pea gravel that does not meet
specifications or is contaminated in transit or while handling. If such
material is placed in the filter, all soil material may be required to be
removed and replaced with new material.
1. General
The work in this section pertains to furnishing all materials and installation
of the septic leachfield.
2. Materials
All materials shall be as approved by the MOA - DHHS for leachfield
construction. Leachfield piping is to be fabricated to allow pressure
distribution. All holes in fabricated piping are to be deburred and flushed
clean.

3. Construction
Construction is to be as per MOA - DHHS Code and guidelines.
4. Drainfield
a. The drainfield is to be located in position shown on site plan.
b. The bottom of each drainfield excavation shall be level, plus or minus
1.5" or 0.131.
c. Leachfield trench is to be excavated to indicated depth.
d. The 1;" effluent pipe is to be level in leachfield.
e. The drainfield gravel is to be completely covered with typar fabric
material.
f. The area over the drainfield and sand filter is to be finish graded to
prevent ponding of surface water runoff over and between trenches.
