Box 196650, Anchorage, AK 99519-6650 (907) 343-7904 Ref: Proposed Septic System for T12N,R4W,Section 10; Lot 28,North 1/2, To whom it may concern: Per Jason Wood (representative for the owner), the two existing structures, which are served by a private well and a septic system, are to be replaced with a new 7 bedroom duplex. Two testholes were excavated on the property. The septic system is designed within the 30' radius of GEG Testhole #1 (2014). Comments regarding the design are summarized as follows: 1. SOILS: See the attached soil log and sieve analysis which shows the soil classification, groundwater monitoring, and the percolation test results. Although the soil perked at a rate of less than 1 minute per inch, we believe the insitu soils (sand) will sufficiently protect the local aquifer from contamination and a sand filter is not necessary. A copy of the sieve analysis and soil classification is attached. 2. TRENCH DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic system. 4. TOPOGRAPHY: As can be seen on the attached topography site plan, the average slope in the area of the drainfield is flat. 5. WAIVER: We are requesting that your department allow for the use of a 1.2 application rate for soils that percolate faster than 1 min/inch and utilize a sand filter. The proposed code allows for the use of this application rating for sandy soils that perk faster than 1 min/inch. The proposed wastewater disposal system [a 1,250 gallon two compartment septic tank and a deep trench type soil absorption system with 560 square feet of useable area] will replace the failing existing wastewater disposal system. I have completed my review of the submitted information and the Department's files on other systems in this area. Based on this review, I have the following comments. Waivers Before the proposed wastewater disposal system can be approved, there are several waivers that needto be reviewed, and, if appropriate granted. The waivers that you requested the Department to review and grant are as follows: • The separation distance between the existing Class C public water system source well and the proposed community sewer line. • The separation distance between the existing Class C public water system source well and the three proposed community sewer line cleanouts that are located within the 150 foot protective radius of the source well. After reviewing the information submitted on August 9, 2001, discussing the waiver requests with you, and the information faxed to this office on August 9, 2001 covering installation of the community sewer line and cleanouts, it appears that the requested waivers are reasonable. Therefore, in accordance with State Wastewater Disposal Regulations [18 AAC 72], the following waivers are granted. • The separation distance between the existing Class C public water system source well and the proposed community sewer line, both located on Lot 28 North 'h, Section 10, T. 12N., R. 4W., has been waived from 100 feet to the minimum separation distance of 39 feet. • The separation distance between the existing Class C public water system source and the two proposed cleanouts to be placed in the proposed community sewer line, both located on Lot 28, North 'h, Section 10, T 12N, R 4W, has been waived from 150 feet to the minimum separation distance of 43 feet and 50 feet. These waivers are valid as long as the community sewer line and cleanouts installed within the 150 foot protective radius of the source well are made of Cast or ductile iron with tyton joints that are shrink wrapped. The community sewer line will need to be pressure tested following the most current testing procedures accepted by the Anchorage Water and Wastewater Utility. All test results verifying that the community sewer line passed pressure testing will need to be submitted to this office. The above noted distances are from the August submittal. It appears that these distances are from the nearest edge to community sewer line and cleanouts to the nearest edge of the existing Class C public water system source well. If any component of the wastewater disposal system fails or contamination of the existing and/or other source wells in the area can be traced back to the proposed system and sewer lines, the waivers will be invalid. Wastewater Disposal System It appear that the wastewater disposal system has been designed in accordance with State Wastewater Disposal Regulations and Guidance. Therefore, in accordance with State Wastewater Disposal Regulations (18 AAC 72.225), construction approval for the system is granted. The signed construction approval portion of the Cor~truction and Operation Certificate, constituting this approval, is enclosed. To obtain f'mal operational approval, the following items will need to be submitted for review and approval by this office for this system: - I. Provide verification that all community sewer line joints were shrink wrapped within 150 feet of the Class C public water well and the cleanouts were located per your proposed plan. 2. Record drawings will need to be submitted to this office under the stamp of a Professional Engineer. The Record drawings will need to verify that the construction was per the approved construction contract and changes were approved by this office. Please remember that the inspection of the project on which the record drawings are based upon is the responsibility of the Professional Engineer sealing the record drawings. 3. Verification of the existing soils and ground water separation distances will need to be included on the submitted record drawings. This approval does not imply the granting of additional authorizations nor obligate any state, federal or local regulatory body to grant required authorizations. If construction has not begun within two two years after issuance of plan approval, the approval is void, and plans must be submitted to the Department for review and approval. Public Water System It appears that the existing water system is a Class C public water system. My review of this offices files has failed to locate verification that the existing public water system has received operational approval from this Department. · Please either provide a copy of the existing approval letter or the enclosed Class C public registration form (completed with the required test results and fee) as soon as possible.
