To Whom it may concern:
This is a request for a septic tank permit on the above referenced lot. The existing tank is too close to the
property line and the building foundation, therefore we are requesting a lot line waiver of zero feet which
would allow more space between the tank and the house foundation. The new tank will be outside the
foundation bearing area BUT it will encroach into the 10 foot property setback.
Justification for the granting of this waiver is the allowable space to install the new tank is very limited
therefore encroaching into the property line setback is the best option. The granting of this waiver and tank
permit will not impact any of the surrounding neighbors.

Dear Steve:
ttere is the report on the investigation of Dan Diehl's system on Lot 13, Block
1, Trails End Subdivision. Also, as requested, here is the as-built. On May
20, 1987 I requested a waiver to the lot line of 5 feet. There is one point at
the apex of the radius of the western neighbor's well where they had to move to
5 feet to the lot line. Ail other distance are further than 5 feet. I think the
problems with this system finally are corrected.
This waiver will not adversely affect the lot to the east as it is higher than
this lot. It will not create a health hazard.

In 1982 a 3 bedroom system was installed on this lot. There was a problem with
the excavator having a reverse grade on tl~e pipe. The tank was raised. He also
had to remove some of the rock because it was contaminated. The homeowner
reported that during the following spring the builder, in llen of building the
required retainig wall, had a large bulldozer over the system tearing down the
bank to build a slope. This was during breakup and the ground was quite wet.
The dozer running over the system could have compacted the trench walls thereby
causing the system only to be adequate for two bedrooms.
The buyer is now ready to upgrade the system to a three bedroom house. There is
sufficient room for the upgrade, but that is it. There is no more room on this
lot for a future system upgrade.
Also, we request a waiver of distance from the uphill lot ii. ne, lot 14, to 5
feet. The lot is undeveloped and is higher than this lot. The effect of this
waiver on the adjacent lot is nil.
During the excavation the soils will be rechecked, the reverse grade will be
corrected and the damage to the system by the dozer will be evaluated.

Dear Steve:
Recently I talked to the owner of lot 13 about the location of the well on lot
12. He told me that he had heard that the existing well is a poor producer. If
this is true and the new well is drilled on the lot would you please have it
sited further to the west. This would give lot 13 some reserve area for a
future upgrade of the sewer aystem. A 20 foot move would allow for one future
upgrade for this lot.

Dear Hr. Eckley:
We are submitting herewith the test boring results and our comments
regarding soil conditions encountered at the subject site. This.
investigation was performed in accordance with yOur request of
February 2, 1974, and those procedures outlined 'in a letter dated
September 13; 1971 by Mr.'Rolf Strickland of the Greater Anchorage
Area Borough Department of Environmental Quality.
A single test hole was put down within the Lots 4 and 5 area for the
purpose of defining general subsurface soil conditions, for the proposed
sanitary system. Excavation was accomplished with an auger type drilling
rig and the test hole was extended to a total depth of nine feet below
ground surface. The final log prepared for the test hole has been
included in .Drawing A-01.
Ground water was not encountered in the test hole.

In my letter to tthitney Jones, I expressed concern about the reverse
grade between the house and the system. I don't think it is a critical
problem but it should be investigated if the system is enlarged to a
3-bedroom house.
In summary, this problem is minor and it should not create any health
hazards.

Re: Lot 13, Block 1, Trails End Subdivision
On June 6, 1986 I inspected the correction on the location of the
standpipe at the end of the trench. It has been moved to 100.6 feet
from the well on Lot 12, Block 1, Trails End Subdivision. The gravel
path toward the other well was broken and the void filled with a
gravelly silt. The small portion of systems removed will not
significantly affect the system as it was not properly installed for the
6 feet removed.

Dear Steve:
This is a request for a waiver of distance between the sewer system
located on Lot 13 and the well located on Lot 12. Most of the entire
sewer system on Lot 13 is in excess of 100 feet from the well located on
Lot 12. However, approximately 5 to 6 feet of a trench which turns
parallel to Longhorn is within the 100 foot radius.
As the project had developed we were under the impression that the new
owner of the property was going to extend the system back toward the
tank and correct the sloping standpipe at the end of the trench.
However, there has been a change of plans and the house has been
converted to a two bedroom house. Sometime in the near future the
system may be converted to a three bedroom house. At that point the
trench would be enlarged and the standpipe removed to the required 100
feet from the well to the system.
Although the sewer system is located uphill from the neighbor's well
there is a driveway. The ground slopes down and then flattens short of
the driveway leading to Longhorn. The ditch along side the driveway
would drain any waters off into Longhorn. I do not feel the granting of
this waiver will create a health hazard.

48 INCHES WITHIN 5 DAYS AFTER THE INSTALLATION OF THE INTERCEPTOR
DRAIN. THE WATER DID NOT DROP ANY MORE FOR THE NEXT 30 DAYS.

THIS WELL MEETS THE REQUIREMENTS OF THE
i'MUNICIPALITY OF ANCHORAGE.
The Municipal requirement for well flow is
150 gallons of water per bedroom per 24
hours.This well surpasses this requirement.
The wellcasing stores approximately 150
gallons of water, which is replenished every
2 or 3 hours. The well yield of 1.5 gallons
at maximum drawdown .is not sufficient for
prolonged ' water usage like lawn watering opr
the like. It is sufficient for ordinary
indoor residential usage.
The assessment of the condition of this well
applie's only to the conditions as of this
date. The flow r~te of the well may change
due to subsurface conditions that may not be
observed from the surface, and changes in
land use and other factors that may impact
the conditions of the aquifer feeding the
well.

I have reviewed the file on the subject lot owned by Robert Sawyer and
concur with my former letter that there is sufficient room between the
tank and the existing system to upgrade the sewer system. As long as
the trench is not any deeper then the existing trench it should be
more than adequate to make up the difference between the two bedroom
system as determined by the adequacy test and the three bedroom
system. Also~ the standpipe at the end of the trench has been damaged
and possibly this should be dug up and repaired to get it back to the
100 foot distance from the neighbor's well. As long as the trench
does not get within 5 foot of the end of the existing septic tank
everthing should be proper.
In the development of this lot we had dug several testholes very near
.to the longitude of the trench. The soils were better then what we
had shown on our soils test. So I feel .that using the 265 square foot
per bedroomwould be more then adequate tom eet the needs of a 3
bedroom'house.

Dear Ms. Jones:
On February 4, 1986, we started the adequacy test on the Trails End lot.
The first day vas used mainly to get the trench filled and saturated With
water. On the second test day the system vas filled vlth water and the
absorption rate determined on the next 2 days. The system is capable .of
accepting 310 gallons per day. This is adequate for a 2 bedroom house.
There appears to be a reverse grade between the septic tank, the field
and the house. There is a slight to flat grade on the inside plumbing.
There is liquid in the house cleanout. There should be no liquid in the
pipe between the house and 'the tank. ~Thls indicatgs that there is a
.-~r~Le..~r~e~between the hous, ~ew.r~and~.he tank. i.e. the ~iges run
._uphill, This definitely needs to be corrected.
On February 18, 1986, I spoke'with Bob saWYer about the findings and. '-"
possible causes Of the PrOblem.'d One thing ye discussed vas the' ' .:~.'Lc
possibility that the ga's company ~ould'have caused' c'ompaction of the
trench bot,'om when the gag line was laid. :He told me that on several
occasions the builder had run a dozer over the trench. He particularly
remembers.that the builder vas to install a retaining wail up. slope, of :.:
the sewer, system. Instead,-he brought iu a bulldozer and cut the bank ' ' .'
away and regraded the ground over .the system. This is very likely the' '. '.'. v. ".'.,.
reason for the reduced ability of the system to accept water. The ground
would be vet from the distributed .sewage and when the tractor vas run '
over the trench the weight and vibration compacted the system rock into
tl~e sides and bottom of the distribution trench. It ~ould reduce the " ' '; .....
permeability of the soil.
There are several possible ways to upgrade the system:
The first ~ould .be to upgrade by extending the field into the 38 foot
solid pipe area between the ta~k and the trench. The percolation rate
was 265 sq. foot/bedroomvhich would be adjusted to 315 square '
foot/bedroom per Hunicipality of AnChorage regulations. If 55 inches ;of
rock vets under the pipe the length'of the trench would be 29 feet or it
could be fully expanded to 33 feet. This would still allow 'the required
5 feet area between the tank and the field.

The second possible solution vould be to remove the gravel from the
trench, then to scsrify the sides and bottom to remove compacted
materlal. Then refill the trench vith clean rock and rebuild the
'system.
The first .alternative would probably .be the least expensive.

An Analysis of the Problem Nlth the On-Site Sewer System Located on Lot 13,
Block 1, Trails End Subdivision
Background
On April 13, 1982, Dr. Leroy C. Reid Jr., did an exploratory teshole on the lot
to determine if it were feasible to develop this lot. It looked feasible but
additional testink to include percolation tests would be needed. See
Attachments.
April 22, 1982, Hr. Jim Green, a geotechnical engineer with AECS did a series of
soils test on this lot using a backhoe. The percolation tests run in conJuction
with the visual part of the test indicated that the south half of the lot was
acceptable, for an on-site sewer system. See Attachments.
On July 16 - August 20, 1982, a se~tes of inspections of the on-site system was
done by Dan HacFarlane, Soils Scientist, Dr. Reid, an Engineer, and Darcy
Bevens, Geologist. A series of problems were noted'. The excavator had filled
the first 20 feet of trench with contaminated rock. He was told to remove it
and install clean rock.
On january $1, 1985, Tobbin Spurkland called Dr. Reid to discuss some problems
he had durtng an adequacy test being performed for the owners. Hr. and Hrs.
Robert Sawyer. The Sa~Jers were selling to the Dtehl's. Dr. Reid told Tobbtn
what he knew about the system. It appeared that the water level in the septic
tank rose t~edtately upon adding water. Tobbtn then hired AECS to use their
drill rig to drill some testholes along the system. See Attachment 3. An
excerpt follows: "Water at 2'-about mid-trench, Just to the west. Appears
native organic soil Is holding water and keeping saturated." Darcy Bevens to
Investigate the site. Darcy leasured water levels and decided that'there
appeared to be a reverse grade and the problem was surface water getting Into
the system. A shallow curtain drain was indicated. It was Installed.
On January 8, 1986, Debbte Roth, a realtor, called Dr. Reid and explained that
· obbtn still could not get the system to pass an adequacy test for 3 bedrooms.
On February 4, 1986 Hr. Steve Cords, Civil Engineer and Alan Mien, Engineering
Technician of AECS again ~hot ~ater levels tn the syste~. The water level in
the tank was now higher than in the end standpipe. This was normal. Also, In
the house cleanout there was water, but the level was higher than in the tank.
This indicated blockage between the house and the tank. The seepage system was
filled with water on February 4, 1986. An adequacy test was run on the system
on February 6 and ?th. The sytem wasadequate for a two bedroom house. There
was no explanation why the system would not pass a test for three bedrooms. Dr.
Reid talked to builder, Chris FeJes. He couldn't add any Information. Bob
'Sawyer, said that he saw the builder run a dozer over the trench during the tile
he was cutting do~n the bank uphill of the system. Be could feel the whole
house shake. It was thought possibly since the system was parttcally full of
water the vibration could have compacted the gravel Into the soil. This was
entirely possible. The house was sold as a two bedroom house. The end "
standpipe Was moved back to 100 feet from the neighbor's well. The health
authority was granted around June 15, 1986 and the closing was completed.
Several times.during early 1987 Dan Dish1 and Dr. Reid spoke about up'fading and
'repairing the system. On Nay 20, 1987 a request for waiver was sent to the
Nuntcpaltty o~knchorage. The letter also outlined remedial action to be taken
to .correct the.reverse grade and the potential soil compaction. On Nay 30 a
check was again made of the system. Dlehl had reported the system backing up
into the house. He would have the tank pumped. It would work for a time. There
was a tallow like obstruction in the cleanout pipe located between the house and
the tank. ..
On June 3, 1987 a testhole was drilled along side of the system to a depth of 18
feet below ground level. The test hole did not show water.
On June 16, 1987, the tank was exposed by Ntelson Brothers Excavating. There
was a lard - tallow like plug between the inlet pipe and baffle in the septic
tank. This effectively plugged the lines between the house and the septic tank.
This was the cause of the intermittent backups Into the house. It was was
removed.
There was a test hole dug along side the system in the general location of the
hole drilled by Dennis Roe in 1986. ~hen the trench was exposed it was found to
be full of peat and roots instead of sewer rock. 'There was none of the
reinforced plastic the excavator had used to cover the field present in this
area. The 4 inch plaster distribution line had a big sag in it. The bottom of
the line was within the one foOt of the trench bottom. It was evident that rock
had been removed from the center part of the system. Photo 1 - 4.
Photographs were taken to document the findings.The files were reviewed and the
note on the inspection form reported that the gas company had created a low area
.over the field was noted. A percolation test was performed on June 17. 1987 on
a bench dug beside the system at a relative elevation of mid system. The
percolation rate was 5 minutes per Inch or 158 square foot per bedroom. See soil
logs.
i testhole was then dug over the south end of the system to determine how far
the damage had occurred. At and below the gas line there was pit run gravel
around and under the per,orated pipe. The pipe appeared to have been replaced
ss it was a different type from the other pipe. is the excavator followed the
"gas and sewer distribution line toward the house the damage continued. Then
abruptly the gas line veered abruptly to the east and went outside of the sewer
trench. There was no Lore damage to the system beyond that point.
On June 20, 1987 the rebuilding of the system was restarted. The soil Indicated
that widening the trench to 5 feet Would remove the damaged soil. $.5 feet of
rock was placed under the pipe. The system was rebuilt at the 1982 adjusted
percolation r~ate of 2?5 square feet per bedroom instead of the 158 square foot
per bedroom obtained in the 1987 percolation test. The 1982 soils test shows a
percolation rate of 36 stnutes per Inch. This Is an error. The Lost
conservative percolation rate Is 28 ~inutes per Inch. The subsoils under the'
system (-8.5 feet BGL) had a percolation rate of 83 ~lnutes per inch so the
soils under the system are permeable.
Sugary ,
It was surprtsfng that the system functioned as well as it did. The soils in
which the system was built was aS good or better than the 1982 test. It appears
that the ~aJor reason the syste~ failed was either of the two following
scenarios: .
1.. The excavator in'his anger at having to remove the first 20 feet of rock
had instead removed the rock from the ~ldpart of the trench. It was then
backftlled with overburden containing peat and roots. This ts highly unlikely
as It would be less expensive to Just buy ne~ rock. Also. the discovery of the
action could lead to the loss of license and/or criminal prosecution.
2. The gas company or their contractor tn digging In the service line hit
the se~e~'rock. It being a clean graded gravel would keep running into hole
until ~os~ was bailed out. The removal would cause the line to sag and
overburden to 5o do~n into the trench. The photographs sho~ little ~atertal
under the pipes. Somewhere near the first quarter.of the system the problem
discovered and the pipe then relocated. The use of the pit run gravel near the
,end of the aytem Is suspect since already the presence of se~er rock was
documented during the construction inspection.
Conclusion:
The evidence points to the construction of the gas service line subsequent to
the construction of the on-site system as the cause of the damage to between a
third and a half of the on-site se~er system.

Today at 11:18 Darcy and I ·inspected the syste~ put in by Fred
Nastell for Chris l~e~es. Upon arrival and checking the levels
of the pipes ! foun~ that there 'vas still a reversed slope
betveen the septic t~nk and the field. One of the pipes in
the field had a reversed slope. -The line betveen the tank and
· field vas floating. ~Upon 'backfilling this veil csuse an
additional reverse slope. "The cap vas taken of£ the stand
pipe and a lock dropped down into it. Igater vas determined to
be in the fi.eld. Also, the stand pipe vas made of per, forated
pipe. This id not acceptable. These inspections vere made in
'the presence of Chris. Later Chris, Darcy, and I vent to the
Pollock Subdivision and talked to Fred. At that time ! told
him that the job vas red 'tagged. And until such time'as the
follovlng corrections ~have been made. l~e vould not approve
the system. :--
Deficiencies
l. The pipe from the septic tank to the field shall be
properly bedded and properly sloped.
The llne in 'the field shall be 'properly sloped.
3. ~he contalminated soil underneath the pipe for the first
20 feet of pipe shall be removed and clean rock put back
,&. The stan~plpe at the e~d of the line shall be replaced
vlth solid pipe according to the Nunicipal Code.
5. AEC$ viii drill the trench at several locations to
determine the quantity'~f sravel since the trench vas
partially backfilled before the second Inspection.
Upon completion 'of our inspection the land is to be graded so
the rater viii sot run into the field as it is presently
doing.
~e viii continue to monitor the system vithin the next several
reeks to see if the water in the stand pipes disipates. If it
'doesn't then additional action viii have to be taken to the
correct the situation. The system may have to be dug up and
rebuilt or an essment must be obtained on the lot to the east
for a curtain drain.

This Is a request for a waiver of.distance'between the sewer system
located'on Lot 13 and the well located on Lot 12. ~ost of the entire
sewer s~tem on Lot 13 Is in excess of 100 feet from the well located on
Lot 12. "However, approximately 5 to 6 feet of a trench which turns
~arallel to Longhorn ts within the i00 foot radius.
.As the prolect had developed we were Under the ImPression that the new
o~ner of the property was ~oln~ to extend the ayste~ back toward the
tank and correct the sloping standpipe at the end of the trench.
~owever, there has been a chan~e of plans and the house ~as been
.~onverted to a two bedroo~ house. Sometime tn the near future the
system ~a~ be converted to a three bedroom house. At that'point the
trench, would be enlarged and the standpipe removed to the required 100
feet from the well to the s~stem.
Although t~e sever syste~ Is lo~ated uphill'fro~ the neighbor's'well
there is a driveway. The ~round slopes down and then flattens short of
the driveway leading to Longhorn. The ditch along side the driveway
would drain any waters off Into Longhorn... ! do ~ot feel the ~ranting of
this waiver ~tll create a health hazard. ;

had to remove ,omc ¢f the rock because it u*z contaminated. ~e homeowner
reported that during the ~ollo~Jng ~pring the builder, in li~n of building the

The dozer running over tim ,yutem could haw compacted the trench ~alls thereby
causing the. *yutem only to be ~dequat~ for tuo bedrooms. ' ·
~he buyer i~ nou ready to upgrade the ~y~tem to ~ three bedroom house. There
sufficient room for the upgrade, but th,t is it. ~ere is no more room on
lot for . futur. ~y~tem upgrade.
Also, ye request a waiver of distance from the uphill lot line, lot 14, to 5
feet. The lot is undeveloped and is higher than this lot. The effect of this
waiver on the adjacent lot is nil.
During the excavation the soils will b~ rechecked, the reverse grade will be
corrected and the da:age to the system by the dozer will be evaluated.
