Snbject: Reactex System at Paradise Valley, Lot 17, Bk 7. Relocation of Trickling Filter
To whom it may concern:
The subject Reactex system was installed on October 5-7, 1999. Shortly after the installation the
trickling filter box floated out of the ground during a period of heavy ra'mfall. Attached is a letter
that was sent to the property owners in response to this problem. During the recent "Chinook"
weather, the tank again began to rise out of the ground. In order to correct this problem we are
proposing to relocate the trickling filter box (see attached drawing on which I marked the
drainage pattern). The intent is to place it over the abandoned dra'mfield, which is at a higher
elevation and out of the swale. A+ Home Services (Mike Blakeslee) is platming to do ttfis work
on 12/27/99. We will amend the as-built drawings to reflect the new location of the trickling
filter.

Subject: REACTEX SEPTIC SYSTEM AT LOT 17, BK 7, PARADISE VALLEY.
Dear IVlr. & Mrs. Wilson:
As we discussed during our phone conversations, the new septic system on the subject lot was
installed in the general vicimty as shown on the design drawings. The area in the vicinity of the
new trickling filter box (4' X 8' with green fiberglass lid) was very saturated when the installation
took place. This .saturation was probably due to the fact that the wastewater from the old
drainfield was migrating into the vicinity and the fact that there was a tremendous mount of
rainfall. This condition imposed a buoyancy three on the trickling filter box that caused it to float
out of the ground.
Based upon our test hole data there is/was no reason to Ix~licve that groundwater is within 3 feet
of the surface, which would be necessary in order to induce the buoyancy forces which caused the
event to occur. The following conditions should help to prevent similar conditions from
happening again:
The old bed is no longer in use, so the soils in the vicinity should be significantly dryer.
The soil around the tank and filter have settled, which should prevent surface mn off ~om
migrating downward rapidly, saturating the soils, and inducing a buoyancy force. Once the
area is revegetated the amount of surface infiltration should be even less.
In the llnljkely event that these changes in the site conditions do not correct the problem (In short,
if the tank still wants to float!) it may be necessary to move the trickling filter to a different
location. If the "box" was placed on top of the old bed (out of the drainage pattern) it is certain
that floatation would not occur. In talking with Mike Blakeslee (A+ Home Service, Inc.) he
indicated that this would cost about $800.00, but $1000.00 would be conservative.
It is my recommendation that, during spring break-up, just as the remnants of the snow is melting,
we should remove the sand bags (one at a time!) off of the trickling filter box and

confirm that the box does not come out of the ground, If it appears that the box is starting to lift,
the sand bags should be immediately placed on top of it, otherwise the tank a~ir line will be sheared
off and the blower damaged. If the tank remains in place, it will be confirmed that the problem
has solfcorracted. If the tank starts to float, it will need to be relocated.
In closing, it appears that the "fix", it' necessary, is limited to around $800.00 Hopefully this will
ease your concerns regarding this issue. If you have any questions, please contact me at

Ref: Sewer Upgrade for Paradise Valley Subdivision, Lot 17, Block 7
To whom it may concern:
The existing 3 bedroom house is served by a private septic system and a private well. The
existing drainfield was found to be surcharged and encroaching groundwater. Due the fact that
there is not 2 feet of unsaturated insitu soil below the bed, DHHS rejected the idea of rebuilding
the bed. It is our opinion that, due to the limited space available for an upgrade, that an
innovative Reactex system is the best option for the new septic system. One test hole was
excavated on the property and the soils are summarized as follows:
1, SOILS: The test hole was excavated to a depth of 9.5 feet and a light weep was encountered
at 7' below grade. One week later the groundwater monitoring tube was dry. There was
approximately 2.0 to 2.5 feet of organics at the top of the test hole excavation. The soil below
the organic layer was an GW-GM material to a depth of 4.5 to 5.0 feet. From 5 feet to the
bottom of the test hole was a GM and ML material. Two perk tests were performed at depths of
2.5 feet and 5 feet. The upper bench perked at a rate of 7.7 min./inch and the lower bench perked
at 15.5 min./inch.
2. TRENCH DESIGN:
a. Percolation Rate: 7.7, 15.5 minutes/inch
b. Allowable Application Rate: 4 gallons/day/ft2
c. Number of Bedrooms: 3
d. Design Flow: 450 gallons per day
e. Minimum Absorption Area: 112.5 ft2
f. Total depth: 2.5 feet
g. Effective Depth: 0.5 feet
h. Reduction Factor = N/A
i. Width: 14 feet
j. Length: 14 feet
k. Effective absorption area = 196 ft2 (112.5 ft2+)
3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed
upgrade.
4. TOPOGRAPHY: The area where the proposed septic system is to go slopes gradually from
east to west (see attached topography drawing). In short, there ale no slope concerns.
5. CURTAIN DRAIN: What is believed to be a curtain drain was encountered during
groundwater monitoring excavation near the east property line. A solid pipe, believed to be the
curtain drain discharge line, was encountered during the excavation of the test hole near the
proposed bed, and the outfall was found in the northwest corner of the property. The actual
location of the curtain drain is unknown, but it is believed to be near the driveway area and the
east property line. The curtain drain is believed to be greater than 50 feet from the proposed
drainfield and the outfall is over 110 feet away from the proposed drainfield.
6. LOT LINE WAIVER: A 3' lot line waiver is requested so that the proposed Reactex bed
will fit within the limited space available. The adjacent lot is vacant, so there is no adverse
impact associated with the encroachment.
I am unaware of any adverse impacts this installation would have on adjacent wells or septic

The on-site wastewater disposal system you are purchasing/installing is an "alternative" wastewater
disposal system. This system, known as a "Recirculating/Upflow Filter Septic System", is undergoing
testing within the Municipality of Anchorage under the Alternative System section of the Wastewater
Disposal Regulations (AMC 15.65). There are certain risks involved with the ownership of one of these
systems:
1. The technology used in this system has been shown to be effective in other areas. The system is
currently undergoing a two year testing period in Anchorage under the guidance of the Department of
Health and Human Services (DHHS) and the State of Alaska Department of Environmental Conservation
(ADEC) to determine its effectiveness in a subarctic environment.
2. The system for this property received a vertical separation distance waiver from both State of
Alaska and Anchorage Municipal Codes to ground water. This waiver was granted due to the system's
expected performance within the site conditions on this property.

U_pqrade Permit
An adequacy test performed on the septic system currently
serving the referenced property proved the absorption
capacity of the system to be inadequate for Health Authority
Approval purposes. System encroaches groundwater and is
located within 100 feet of surface water.
A test hole was excavated and a percolation test was
performed in the area of the proposed septic upgrade. The
approximate location of the test hole is as shown on the
attached site plan. At the time of excavation water was
encountered at 8 feet and after seven day groundwater
monitoring water was found at 6 feet. Attached is the
proposed upgrade design.
We do not anticipate any adverse effects on neighboring
properties by installation of the proposed septic system.
Conditional Health Authority Approval
Due to the excessive cost of installing a septic system in
winter months, we request you grant a Health Authority
Approval on the condition a system upgrade is performed Lot

after the ground thaws. The existing system shows no sign
of surfacing effluent and continued use for 4 months will
not create any additional health hazard.
Property Line Waiver
Due to limited upgrade area on the referenced property a
waiver of the horizontal separation distance between the
proposed leachfield and north property line down to 2 ft is
required. This waiver will not prevent development or have
adverse effects on the adjacent vacant lot.
Well to Septic Tank Waiver
The well on the referenced property is 95 ft from the septic
tank located on the adjacent Lot 16, Block 7, Paradise
Valley S/D.
A waiver of the horizontal separation distance down to 95
feet should be granted for the following reasons:
The ground between the well and septic tank
slopes slightly downward (2-3%) from the well
toward the septic tank. This slope will direct
effluent migration away from the well in the
event of effluent overflow from the tank.
The well has been in place for approximately 12
years and shows a nitrate level of 6.31 mg/1 in a
sample taken on 1/26/94. This level is within
Municipal standards and is not unusual for a
property in Paradise Valley S/D. No coliform or
other bacteria were present in the sample.
The well log indicates the aquifer serving the
referenced property is confined by 115 feet of
relatively impermeable "bedrock" and "sedimentary
rock" from 59 to 174 ft below the ground surface.
Such strata inhibit septic effluent migration
into the aquifer.
The well log indicates a good yield of water was
encountered at 174 to 182 feet during drilling.
The yield at the time of drilling was determined
to be 7 to 8 gallons per minute with a static
water level 20 feet below the ground surface.
The current static water level is at 25 feet
below the top of the well casing (see attached

flow test). This further verifies the existence
of confining soil strata above the aquifer.
The septic tank serving Lot 16, Block 7, Paradise
Valley S/D is a 1000 gallon steel Greer tank
installed in August, 1982. We suspect the tank
to be of sound integrity since tank manufacturers
improved construction techniques and rust-
proofing in the early 1980's.
A soils test on file for Lot 16, Block 7,
Paradise Valley S/D shows the septic system
receiving soils to be rated at 306 sq. ft. per
bedroom and extending to 16 ft below the ground
surface. This type of soil is generally very
effective in filtering harmful effluent
contaminants as the effluent travels through the
soil.

The scope of this project includes the installation of a 500 gallon
septic tank effluent pumping (S.T.E.P.) system and a pressurized
absorption bed to serve the three bedroom residence located on the
referenced property and excavation of the existing 1250 gallon septic
tank to verify its integrity. If the integrity of the existing septic
tank is poor the existing septic tank is to be excavated, pumped,
crushed, and abandoned in place and a new 1250 gallon septic tank
installed. Also the existing leachfield is to be abandoned in place.
Construction shall be in accordance with the approved site plan and
design drawings, Municipal permit with any special provisions or
conditions, and all applicable State and Municipal Wastewater Disposal
Regulations.
3. The contractor shall be responsible for obtaining any necessary
underground utility locates.
Unless specifically agreed otherwise, the property owner shall be
responsible for final grading areas subsequently depressed from soil
settling. On all leachfield mound systems, the property owner shall be
responsible for ensuring a satisfactory vegetation growth over the
mounded area.
Contractors installing wastewater disposal systems must be certified by
the Municipal Health Department for system installations. Owners
installing their own systems must also receive prior approval from the
Municipal Health Department.
SEPTIC TANK INSTALLATION:
1. A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" cleanouts for pumping
access.
2. The septic tank shall be sufficiently bedded to prevent settling or
shifting of the tank.
3. All standpipes on the septic tank shall extend a minimum of 12 inches
above final grade.

Septic tanks installed with less than 4' of cover shall be insulated.
A foundation cleanout shall be installed one to four feet from the
building foundation. In the line between the tank and the leachfield
there shall be two adjacent cleanouts (unless an effluent pumping system
exists within the septic tank). These cleanouts shall be located on
undisturbed soil not more than 10' from the tank. The first cleanout,
in line, shall be to clean toward the leachfield. The second cleanout
shall be to clean toward the septic tank.
Final grading over the septic tank shall be such that a positive slope
exists away from the septic tank.
PRES~L~IZEDMOUND SYST~ INSTALLATION:
1. Any peat or organic matter must be removed from the elevated mound site.
2. The bottom of the basal bed area as well as the top of the sand filter
is to be within two inches of level.
3. The distribution piping is to be of PVC (ASTM D3034 or equal). All
joints are to be solvent cemented.
4. The side slopes of the top layer of the mound system must not be steeper
than 33% (3:1).
5. The top of the mound shall be covered with a minimum of 6 inches of
topsoil and vegetated sufficiently to prevent erosion.
6. The distribution pipes are to be embedded in sewer rock. Care should be
taken to backfill in such a way as to prevent damage to the piping
system.

Silt barrier material must be installed between the final gravel layer
and the native soil backfill. Ensure the silt barrier covers the entire
gravel surface before placing backfill.
Backfill over the final gravel layer must not be less than twenty-four
(24) inches. Insulation must be installed when the backfill depth is
less than thirtyusix (36) inches.
MINIMUM MATERIAL SPECIFICATIONS:
1. Any septic tank proposed for installation must be constructed by a
Municipally approved septic tank manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:

Use of a type of pipe other than listed above must be approved by the
inspecting engineer.
Insulation shall be at least 2" thick extruded direct burial polystyrene
(Dow Chemical Company Styrofoam HI or equal).
Septic tank inlets and outlets shall be fitted with watertight couplings

The second inspection must be conducted after the placement of the silt

insulation, but before the placement of any other backfill.
3. The final inspection is to occur upon final grading of the property.

installation of multiple trenches, sand filters, pressurized distribution
systems, etCo Thus, the inspecting engineer is to be contacted at least 24
hours prior to the start of construction. If necessary, a pre-construction
meeting will take place on-site. The inspecting engineer will not coordinate,
direct or control in any way the contractor's activities.

The owner shall contract with the contractor to perform the work outlined in
these specifications and plans and in accordance with the attached M.O.A.
permit. There will be no contractual arrangement existing between the
contractor and S & S Engineering. S & S Engineering shall be the owner's
representative and will inspect the work as stated above to document the
contractor's activities. Final acceptance of the contractor's work rests with
the o%~er and the M.O.A.
S & S Engineering shall have no liability to the owner or to others for acts or
omissions of the contractor or any other persons performing work on this project
or the failure of the contractor to carry out the work in accordance with these
construction documents. S & S Engineering's inspecting engineer will not be
responsible for the construction means, methods, techniques, sequence,
procedures or the safety precautions incident to this project.

The Municipality of Anchorage Development Services Department (DSD) Issues Certificates of Health Authority
Approval (HAA) based only upon the representations given in paragraph 5 by an independent professional civil
engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer
of title (except between spouses) for properties served by a single family on-site wastewater disposal and/or
water supply system. DSD also issues HAAs upon request to homeowners. Certificates of Health Authority
Approval are valid for 90 days from the date of issue for properties served by a private or Class C well and may
be reissued with new water sample results less than 30 days old. (Certificates may be reissued for a period of
up to one year with valid water samples.) Certificates are valid for one year for properties served by Class A or B
wells or a public water system. The Municipality of Anchorage is not responsible for errors or omissions in the
professional engineer's work.
Note: PJaska Water and Wastawater Consultants, Inc. shall be paid $800.00 at, or prior
to closing for the engineering services provided.

In conducting this evaluation, AWWC, /nc. atiemptsd to provide a thorough,
conscientieus engineering anaiysis of the system in accordance with ADEC and MOA
DSD Guidelines & Regulations. The reported rasuits described the poffcrmance of the
system under the cenditions encountered at the ~ime of the test, and separation
distances measured to readily identifiable features. The operational life of all wells and
septic systems depend on the local coils condition, groundwater levels that may
fluctuate during the year, and the water usage of the family being served by the system.
These conditions are outside the control of the evaluator of the system. Satisfacfory test
results do not guarantee futura performance of the system, nor do they guarantee that
there are no hidden defects or encroachments. AWWC, Inc. can therefore not provide
any warranty or futura estimate of how long the system will continue to meef the
operational requirements of the ADEC or MOA DSD. The content of this report is for
