Box 19-6650 Anchorage, AK 99519 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our application for a permit to upgrade the wastewfiter disposal facilities on Lot 9, Block 2, Talus West S/D # 1, located at 4800 Talus Drive. The existing soil absorption bed is no longer able to accept the wastewater load generated within the residence. A soils log, pete test results, a site plan, design drawings, specifications, waiver request and well log data are enclosed for your review. In order to construct this upgrade we need to obtain waivers allowing the proposed "Biocycle" aerobic treatment unit and soil absorption bed to be installed within 2 feet &the mest property line common with Lot 8, and allowing the "BioCYcle' tank tO be installed as close as 80 feet from the well on the subject lot 'and 85 feet from the well on Lot 8.' Please refer to the attached waiver request. The proposed residual disposal bed will be constructed in the vicinity oftest hole # 1. As can be seen from the soil logs, the native material between 5.0 feet and 9.5 feet below ground level is slightly silty sand with a measured perc rate of 4 minutes per inch. Using a soil application rate of 4.0 gpd/sq, fi. as called for in currently accepted guidelines for. Category II Advanced Treatme~}t~Sffftems, this~ ti'- bedroom residence requires an effective absorptton area off~cx 150)/4.0 = l~t~squ~e feet. The proposed 20-foot long by 15-foot wide bed has a bottom area of 300 square feet which corresponds to a soil application rate ofl~llan~2 gpd/sq, ft. To promote the longevity of the residual bed, it will be underlain by 2 feet &coarse MOA filter sand and the backfill above the sewer gravel will be three feet &sand and topsoil (without rigid insulation) to enhance oxygen transfer through the soil. To further maximize the longevity of the wastewater disposal system, provision have been made to allow periodic switching &the "Biocycle" effluent back to the present bed alter it has had a chance to dry out and partially rejuvenate itself.. The natural topography of the lot in the area of proposed construction slopes gently down towards the north and west. Except as discussed in this waiver request, the proposed project will have no known significant impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any significant impact on reserved space-surface and subsurface, or on drainage. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Existing Septic Tank and Lift Station: 2.1 Since the original septic tank is made of concrete and is unlikely to collapse, it may be abandoned in place after pumping without crushing, so long as the contractor verifies that it still appears to be structurally sound. The 500-gallon steel lift station must be properly abandoned by thoroughly pumping and completely backfilling with sand. 3.0 "Biocycle" Aerobic Treatment Unit 3.1 The new 1500 gallon "Biocycle" aerobic treatment unit shall be manufactured, furnished and equipped by Pegasus Engineering in accordance with the Municipal and State approved design. 3.2 The contractor shall be prepare a suitable site for the "Biocycle" unit and install it as follows: The location of the unit shall be chosen to maintain a separation distance in excess orS0 feet from the well serving this lot and 85 feet from the neighboring private well on Lot 8. The depth of the excavation for the "Bioeycle' treatment unit shall be sufficient to allow connection to the 4" waste line leaving the house at a minimum slope of W' per foot, but no deeper than 10' - 2" below finish grade in the vicinity &the unit. A cleanout shall be installed within 5 feet of the building foundation. All pipe connections to the "Biocycle" shall be equipped with waterproofmechanical couplings. The bottom of the excavation for the"Bioeycle" treatment unit shall be carefully leveled and smoothed by the placement ora layer of clean sand. Two inches of rigid, burial type, insulation with a minimum compressive strength of 30 psi shall be placed on the sand prior to installation of the "Biocycle" treatment unit. The space between the sidewalls ofthe excavation and the "Bioeycle" unit shall be carefully backfilled with sand. The top of the manhole riser shall extend 4" above finish grade, and the final ground surface graded as necessary to provide surface drainage away from the "Biocycle unit. 3.3 The contractor shall be responsible to obtain the necessary electrical permit and inspections. 3.4 The control and alarm floats shall be set and their proper operation verified by the "Biocycle" supplier. The high level alarm shall be installed inside the residence at a location selected by the owner. 3.5 The discharge line from the "Biocycle" treatment unit to the soil absorption system shall be 1.25" dia. Sched 40 PVC. A second discharge line shall be installed from the "Biocycle" unit and connected into the existing soil absorption bed. Provision shall be made allowing future switching between discharge lines inside the "Biocycle" unit. All pipe connections in the distribution system shall be glued, and the ends of all pipes capped. 4.0 Soil absorption system: 4.1 The soil absorption system shall be constructed by creating a 20-fuot long byl 5-foot wide long excavation to expose a sand stratum at a depth of approximately 5.3 feet below existing ground level at test hole #1. 4.2 The bottom of the excavation shall be level. Any compacted or smeared surfaces shall be raked to allow proper infiltration. 4.3 A total of 2.0 feet ofcoarse, clean, Municipally approved filter sand shall be placed in the excavation and compacted to bring the top of sand elevation up to 3.3 feet below original ground surface. 4.4 A total of 0.?$ feet ofwashed sewer gravel shall be placed in the bottom ofthe excavation with the 1.25" diameter schedule 40 ?¥C perforated distribution pipes laid level such that the pipe inverts is no less than 0.5 feet above the bottom of the sewer gravel. 3/16" diameter holes shall be drilled in the bottom ofthe distribution pipe at IS-inch intervals. All ?VC pipe.joints shall be glued and the end of the distribution lateral shall be capped. Sewer gravel shall be 0.5" o 2.5" washed and screened gravel, with less than 3% passing the #200 sieve. 4.$ Monitor tubes shall be of 4" diameter and installed in the locations shown on the design drawings. The portion ofthe monitor tube extending through the sewer gravel shall be perforated. 4.6 Approved filter fabric shall be placed over the entire top surface ofthe sewer gravel. A minimum of 2.5 feet of pit-run sand and 0.$ feet of topsoil material is to be placed over the filter fabric without insulation. 4.? The top surface ofthe cover material shall be raised a minimum of 6 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1. 4.8 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have the site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and seed to promote rapid revegetation of all areas disturbed by the construction. 5.0 Inspections: 5.1 A minimum of 5 engineering inspections will be required during the course ofthe project: (1) initial stakeout with the contractor to establish the location ofthe system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the filter sand has been placed and compacted, (4) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (5) after rough backfill and grading is complete. The "Biocycle" unit requires one inspection after it is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any of the above inspections. 5.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability ofthe engineer. Based on soils test hole data the bed needs to be crowded towards the west lot line in order to take maximum advantage ora small area ofexcellent soils, not found elsewhere on the lot. Because an ISF has already been installed to utilize those same good soils in the southeast comer of LOt 8, granting the lot line waiver will not affect the ability to construct future wastewater disposal system upgrades on Lot 8. Since the ISF on Lot 8 is located 3 feet west of the common lot line, granting this 2-foot to lot line waiver will allow construction of the residual disposal bed on Lot 9 as close as 5 feet from the ISF. In my opinion there should not be any downside to constructing the two absorption systems this close to each other, as the treated effluent from each should be able to percolate downward through the soil column without forming a clogging mat and flowing laterally thereupon. The only suitable site for the "Biocycle" aerobic treatment unit is 85 feet from the well on Lot 8 and 80 feet from the well on the subject lot, necessitating a waiver down from the normally required 100 feet. The fact that the tank is fabricated out offiberglass instead ofsteel means that it will not corrode over time resulting in eventual leakage. The tank is equipped with a float operated high level alarm, so that in the event of pump failure within the tank an alarm will sound alerting the residents of the need to have the system repaired. Furthermore, the configuration of the system is such that wastewater would back up into the residence before it could surface out of the top of the "Biocycle" tank, necessitating that corrective action be taken before any surface wastewater flow could occur toward the well(s). I was able to locate a driller's log for only the well on the subject lot, however the well on Lot 8 is only 17 feet away, so its soil profile should be similar. On June 15, 2001 I physically measured both wells. The well on the subject lot has a total depth of 138 feet below the top of the casing and a static water level of 101 feet. The well on Lot 8, Block 2 has a total depth of 130 feet and a static water level of 100 feet. In preparing this waiver request I made an extensive search of MOA files on nearby properties and found that well logs are also unavailable for any ofthe adjacent properties. I did find reported well depths of 134 feet on Lot 7, Block 2; 143 feet on Lot 4, Block I; approx. 125 feet on Lot 6, Block 1, and in March of 1990 1 measured the depth of the well on Lot 10, Block 2 to be in excess of 140 feet with a static water level of 104 feet. The next closest well log I found was for Lot 7, Block 1, which shows a total depth of 137 feet. Although that well log reports the static water level to be at 20 feet, I measured the static water level in that well to be at 82 feet in February of 1994. I used the driller's log for the subject well in performing the following waiver analysis point assignment, done in accordance with ADEC's 1985 "Separation Distance Waiver Guidelines for SCRO". Further evidence supporting the granting of the requested waiver is the fact that the aquifer appears to be confined by the overlying silty hardpan material since the static water levels are siguificantly higher than the bottom of the casings. This confining layer should provide excellent protection to the aquifer from potential contaminants originating above. While the measured static water level of 100 feet was used in the above analysis, the confined aquifer being drawn upon by these wells is not encountered until a depth of ! 30 feet. Ail excavations and depths are advisory, and are to be verified or modified in the field by the Engineer or inspecting agency. It is the responsibility of the property owner or installer to adhere to approved design for the installation, to maintain the specified separation distances and to have the appropriate inspections. It is the responsibility of the property owner or installer to report to the engineer any observed conditions which would put the system in vioiation of state or Municipal regulations. 1.6 If the installation is not inspected by an AECS engineer, AECS will not be respousible for the installed system. An engineer at AECS should be consulted prior to construction, to determine the number of inspections that will be required and to explain what these inspections will involve. 2.0 SEPTIC TANK 2.1 If there is an existing septic tank it may be used if it meets the capacity requirement for the residence and the approval of DHHS. 2.2 The septic tank shall be a UPC-approved two-compartment tank, constructed of 12 gauge steel with bitumastic coating and set level on undisturbed soil. The septic tank and bed shall be a minimum of 100 feet from any private well or body of water, 150 feet from Class "C" wells, and 200 feet from Class "A" or "B" wells, unless otherwise specified. Less than the required separation distance must have prior approval to waiver by DHHS or Alaska Department of Environmental Conservation (ADEC). Piping shall be fitted with a mechanical watertight calder coupling on the outlet and inlet of the septic tank. Piping shall be 4 inch solid PVC ASTM D-$034 or cast iron, sloped a minimum of 1/4 inch per lineal foot. If the piping is buried at a depth of 4 feet or less, it must be insulated with an overlying layer of 2 inch burial type polystyrene rigid board insulation. Cleanouts shall be installed as designated and capped with air-tight rain caps (Jim Caps or equivalent), and extend a minimum of I foot above ground level. If a lift %ration is required, it shall be a combination lift station septic tank per Anchorage Tank and Welding, Inc. design. Specifications and design drawings are on file with the Muncipality and the engineer. S.0 SEEPAGE BED 3.1 The sand, if specified, shall have a size distribution which meets the requirements Code 15.65.077. of MOA 3.2 The gravel for the bed shall be 0,5 to 2.5 inch, screened rock with less than 3 percent passing the No. 200 sieve. All substitutes must have prior DHHS approval. The bottom of the excavation shall be level and raked with the backhoe blade to insure that the bottom has not been compacted during excavation. 8.4 The distribution pipe shall be perforated 4 inch rigid PVC with a minimum crush strength of 1500 pounds and shall meet the approval of DHHS for use as drainfield pipe. All pipes shall be laid 3.5 3.6 $.7 3.8 3.9 3.10 level, and spaced according to the drawings. Monitor standpipes shall be placed as shown in the drawings. They shall be 4 inch rigid PVC ASTM D-3034, or cast iron. The section shown with holes may be either drilled 0.5 inch holes on 6 inch centers on opposing sides of the pipe, or a section of regular perforated sewer pipe may be clamped to the solid section with a no-hub coupling or so]vent joint. The perforated section of the monitor tube shall be located in gravel only. the portion of pipe above the sewer rock shall be so]id. A rubber raincap (Jim Cap or equivalent) shall be placed over the top of the pipe. Filter fabric is required. Insulation is required, using burial type polystyrene rigid board insu]ation. There shall be 1 inch of insulation for every foot of soil less than the required 4 feet of cover, but there must be at least 24 inches of soil even though insulation is used. The solid pipe extending from the septic tank to the drainfield shall also have a minimum of 4 feet of cover or an equivalent layer of insulation combined with soil. The side walls of the sand and gravel shall be lined with visqueen. The side slope of the mound shall be sloped 1 foot vertical to 3 foot horizontal.
