Box 196650, Anchorage, Ak 99519-6650 (907) 343-7904 Ref: Proposed Septic System Upgrade for South Hills; Lot 13, Block 6, To whom it may concern: The existing 4 bedroom house is served by a private well and holding tank. We are proposing to install a Quanics Aerocell treatment system on this property which includes the installation of a 1500 gallon S.T.E.P. tank and 5-wide trench type drainfield. Attached are a site plan and a design drawing showing the proposed septic system. Two test holes were excavated on the property. The drainfield will be designed around the 30 foot radius of test hole #2. Comments regarding the design are summarized as follows: 1. SOILS: See the attached logs which show the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface water concerns. 4. TOPOGRAPHY: As can be seen on the attached site plan, the average topography below the drainfield is relatively flat. In short, there are no slope concerns. 5. LOT LINE WAIVER: Due to site constraints, we are requesting a 6'+ lot line waiver from the south lot line to the proposed drainfield. 6. WELL WAIVERS FOR SUBJECT PROPERTY: Due to site constraints, we are requesting a 85 foot waiver from the well on the subject property to the proposed drainfield and S.T.E.P. tank. Comments supporting the waiver requests are listed below: · The well and septic system are on opposite sides of the house. If effluent were to surface, it would be unable to travel back towards the well head. · Attached is the well log for the referenced property. The well depth is 247 feet. The soil appears to be a variation of gravel and clays to a depth of 140 feet and then transitions to bedrock. · We are only asking for a~l .1~_0 v_.ariance. ~'~' ' ed · Recent water samples results ~n[:hcat no bacteria present and nitrate levels to be non detectable. The system will be under a maintenance contract & inspected several times annually. 7. WELL WAIVERS FOR ADJACENT PROPERTY: Due to site constraints, we are requesting an 80'+ waiver from the well on the adjacent property (South Hills Block 6, Lot 14) to the proposed drainfield on the subject property. Comments supporting the waiver requests are listed below: · The well and septic system are on opposite sides of the house. If effluent were to surface, it would be unable to travel back towards the well head.. · Attached is the well log for the referenced property. The well depth is 175 feet. The soil appears to be a variation of gravel and clays to a depth of 140 feet and then transitions to bedrock. · The topography of the lot is laid out in such a way that if the proposed drainfield were to leach out, the effluent would travel down the slopes in the complete opposite direction of the well head. · Recent water samples results indicated no bacteria present and nitrate levels to be non detectable. In short, the water quality is within MOA, state, and EPA requirements. · We are installing a CAT III septic system which produces an effluent that is much higher quality than standard septic tank effluent. The system will be under a maintenance contract & inspected several times annually. 8. SLOPE WAIVER: We are requesting a 45' waiver be granted from the drainfield to the cutbank. As can be seen on the attached drawing, at a 25% slope (starting 2.5 feet above the drainfield) the potential point of daylighting is greater than 50' horizontally from the bed. The following are mitigating factors for the justification of these waivers: · We are proposing to use a MOA category III Nitrogen reducing Quanics Aerocell unit that will produce an effluent meeting State of Alaska DEC secondary standards in regards to BODS/TSS. Consequently, if effluent were to daylight, there is less potential for environmental impact. · The system is an advanced treatment system which requires regular maintenance inspections. The downhill slope will be inspected during each site visit. In short there is minimal risk associated with the grating of this waiver. See attached cross section drawing. In consideration of the mutual covenants contained herein, the parties to this Agreement agree as follows: 1. Advanced Wastewater Treatment Systems. The Municipality grants permission to the Owner to utilize and operate an Advanced Wastewater Treatment System (AWWTS), described as o\(\ A 6 ti p ,, located at (legal description) 2_ Maintenance, Repairs and Alterations. (Owner is required to read, understand and initial each section) ,� Throughout the term of this Agreement, the Owner shall enter into a service agreement f -\i3 with an AWWTS service and maintenance provider approved by the Municipality or the manufacturer's representative. The AWWTS shall be maintained in a satisfactory condition capable of performing as designed and producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. ' I It shall be the responsibility of the Owner during the term of this Agreement to pay for all repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. This includes an annual maintenance fee (typically $400 to $600). /-n Owner agrees that only maintenance and repair personnel approved by the Municipality or the manufacturer's representative will inspect and make any necessary maintenance, repairs or pennitted alterations to the system. Owner acknowledges that regular maintenance of an AWWTS reduces the potential failure of the system, which could include sewage backup and costly repairs or drainfield replacement. Owner agrees that any sale or transfer of title of the property will not occur without a new YIG Certificate of On -Site Systems Approval. Owner agrees that the AWWTS installation and maintenance requirements as provided by the AWWTS vendor/installer and approved by the Municipality are the governing guidelines for the constriction, maintenance and repair of the Owner's AWWTS. The term of this Agreement shall begin on the date of approval by the Municipality to operate the installed system; or upon transfer of title, and shall continue while the AWWTS is operational or until title is transferred, 4. Nonivaiver. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Agreement or any part hereof, or the right of the Municipality thereafter to enforce every provision hereof. 5. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. 6. Jurisdiction: Choice of Law. Any civil:action arising from this Agreement shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the parties under this Agreement. 7. Severability. Any provisions of this Agreement decreed invalid by a court of competent jurisdiction shall not invalidate the remaining provisions of the Agreement. The existing septic system consists of a 1000 gallon septic tank and a bed type drainfield. The drainfield is completely surcharged and needs to be upgraded. Because there is a steep cutbank running across the northern part of the lot there is not another area sufficiant for a septic system upgrade. We are proposing to rebuild the existing drainfield. A test hole was drilled to a depth of 20 feet to confirm the depth to groundwater and that no bedrock was present in the vicinity of the existing bed. 1. BED DESIGN: a. Original Percolation Rate: 10.4minutes/inch b. Allowable Application Rate: 0.5 gallonsdday/fl2 c. Number of Bedrooms: 3 d. Des!gn Flow: 450 gallons per day e. Mimmum Absorption Area: 900 fl2 f. Total Depth: I foot below bottom ofexisting bed, and then import 2 feet of sand. g. Effective Depth: 0.5 feet h. Width: 22 feet i. Reduction Factor: N/A j. Minimum Length.: 41 feet long k. Effective absorption area = 902 ft2 2. ELEVATIONS: Using the top ofthe existing foundation cleunout as a bench mark (equal to 100.00 feet) we determined the elevation of the bottom of the drilled test hole to be at 79.42 feet. The bottom of the existing bed was determined to be at an elevation of approximately 89.12. The bed has an effective depth of 0.5 feet. The bottom of the excavation should be at approximately 88.10 feet (remove approximately 1 foot of contaminated soils). We will then import 2.0 feet of sand filter and install an air line 18" below the top of the sand. SURFACE WATERS: There are no surface waters within 100 feet of the proposed upgrade. 4. TOPOGRAPHY: As can be seen on the attached topography site plan, the area of the septic system is on a bench that is relatively flat. There is a steep cutbank running from east to west aproximately 20 feet north of the existing bed. Due to the depth of the bed, the cuthank at the level of the drainfield is approximatly 40 feet away. The slope is naturally vegitated and it is unlikely that effluent could ever surface in this area. No surfacing was noted from the existing surcharged bed. We are requesting that this seperation distance be waived. 5. LOT LINE WAIVERS: The existing bed sits approximately 5' from the south lot line. We are requesting that waivers be granted for I foot seperation distance between the drainfield and the south and west lot lines. During excavation of the drainfield, it was noted that the insitu soils below it looked extremely tight. A percolation test was performed and determined to be 240 minutes per inch, which is deemed to be impermeable. According to the property owner, numerous test holes were excavated when the existing drainfield was constructed in 1985. The only suitable septic site identified was where the existing drainfield is now located. Rather than excavate the entire drainfield, with the hope of finding better soils, the property owner has opted to install a 4000 gallons holding tank. The tank will be placed in the same general vicinity as the existing 1000 gallon septic tank. We are unaware of any adverse impacts this installation would have on adjacent wells or septic systems. Street Anchorage, Ak. 99501 SERuICES, IFIC. Dear Steve: This is in regards to South Hills, Block 6, Lot 13. A septic system was recently installed on this lot. The absorption field is over 100 feet away from the well, but the tank is only 99 feet from the well. There was nowhere else to put the tank while maintaining the separation distance of 5 feet from the field. The well is 247 feet deep, and goes through several clay or clayey sand layers from 1! to 140 feet, and bedrock from 140 to 247 feet. The tight clay layers and impermeable bedrock should both prevent any possible septic effluent from contaminating the water. The well log is enclosed. Therefore we are asking that the horizontal separation distance between the septic tank and the well on South Hills, Block 6, Lot 13 be waived to 99 feet.
