Because the horizontal line leaving the house foundation is relatively deep a grinder pump has been used to lift the septic effluent to the septic tank. The engineer is proposing to continue using the grinder pump for the new advantex system. Dan Roth On-site Program manager determined the grinder pump not to be a continuous source of contamination, therefore will not need to be waived. The permitted septic upgrade will be an advantex nitrate reducing system. The designing engineering justifies the advantex nitrate reducing system. The new install of the advantex and septic field will encroach 3 wells; lot 2, lot11, & lot 11 (west 20' of lot 11, east 40' lot 12). For this new septic system there will be no encroachment waivers granted with in 100 feet to well on lot 1 due to detected elevated nitrates. The well on lot 2 is 75 feet from proposed lot 2 advantex and is approximately 130 feet deep. The well on lot 11 is 70 feet from proposed lot 2 advantex and is approximately 75 feet deep and then was deepened 1 year later to a total depth of 193 feet deep. And the well on lot 11 (west 20' of lot 11, east 40' of lot 12) has no found info. The well logs for both lot 2 and lot 11 show relatively same soil strata. For purposes of calculating points via waiver guidelines the worst case well scenario was used. The horizontal and separation from well to septic used for calculating is 70 feet. The depth of the well used for calculating is 70 feet total depth. The engineer sampled all there of these wells wells and found no nitrates detectable. Currently the subject lot is served by an unapproved septic system installed under permit number SW020115 during the summer of 2002. The new septic system will require the installation of an Advantex system. A preliminary design has been included for your review. Water Samples taken on March 22, 2006 indicate that the wells serving Lots 1,2,3,11 & 12 are satisfactory for bacteria, but lots 1 & 12 are high in Nitrates. - Lot 1, Block 2: 12.0 mg/1 - Lot 2, Block 2: ND - Lot 3, Block 2: ND - Lot 11, Block 2: 0.172 mg/1 - Lot 12, Block 2: 8.58 mg/1 Ground slopes between the existing wells on Lots 1 and 2 Block 2 Flat Top View #1 and the proposed septic system are level. The wells on Lot 11 & 12 are down gradient of the proposed septic system, but if the system were to overflow it would be in a high visible area and would be immediately addressed. Further protection would be provided by the Advantex Vericom Monitoring system, which notifies Anchorage Tank & Wielding of any high water condition or operational problems. The proposed Advantex system with an AX -20 pod was sampled during the MOA testing period, and the average TN level from the 20 samples was 23.74 mg/l. The Advantex can be plumbed into what Orenco Systems calls Mode III operation, in which a portion of the effluent is discharged back to the Advantex Tank inlet, where it is mixed with the incoming wastewater that provides the carbon source necessary for denitrification. A plastic tank will ensure that no leakage occurs from the tank and contaminates the ground water. Soil and well logs from the surrounding properties indicate layers of hard pan, silty clay, and clay and sand to a depth of approximately 50 feet which should inhibit the migration of septic tank effluent into the ground water aquifer. Based on the geological profile, it is likely that the source for the high nitrates contaminating the aquifer is up gradient of Flat Top View S/D where there is a less confining soil profile. Water quality results for the surrounding lots, the well log and a soil log for Lot 2, Block 2, and several of the neighboring well logs have been included for your review. Waivers have been granted for the existing septic tank and the septic systems on the neighboring lots. To Whom it may concern: This is a request for a new permit to replace the exiting steel tank and expand the exiting concrete seepage pit system at the above referenced location. The tanks is old (installed in 1982) and the owner said rust has been pumped out of the tank during the annual pumping cycle, therefore he wants it replaced before it is too late. The old tank is gravity flow and I recommended replacing the tank with a lift station, this would allow 6 feet of additional crib to be added to the system. From the plan it can be seen that no room exists for replacing the seepage pit due to the well radius' on this lots as well as the neighbors which all have waivers in place. The new tank will not be moved any where else, the old tank will be removed and a new steel will be added in its place. If necessary for better containment a concrete or plastic tank could be added. The existing seepage pit starts at 9 feet below grade, a new 6 foot concrete extension will be added to the existing concrete pit for extended life of the system. The current seepage pit was measured and had 36 "of free board left before reaching the level of the invert. to the seepage pit All the ground slopes away from the seepage pit area as the plan shows and the well is deep, 130 plus, with waivers in-place for the well and seepage pit. The well is also located behind the house thus protecting it from any accidental spills. This upgraded system will not affect the future development of the neighboring properties due to the location of the wells and septic systems. Currently three neighboring wells encroach the leach pit or septic tank area by the following distances: Lot 1 Block 2 Well encroaches 5 feet into the septic tanks area Lot 3 Block 2 Well encroaches 10 feet into the leach field area Lot 11 Block 2 Well encroaches 23 feet into the leach field area and 17 feet into the septic tank area Some of the mitigating factors for justification of the waiver for the individual lot is as follows: 1. Low nitrate levels and zero coliform levels in the area, this was verified by Alaska Water & Wastewater on East 80 feet of lot 11 Block 2. See waiver issued December 12, 2002. 2. These numerous encroachments has persisted for more than 9.5 year without any wells being contaminated. 3. Fences, sheds and buildings stand between any overflow to protect for possible over flow of septic tanks or leach pits. 4. The extension of public sewer and water should be available in the next 10 years and thus eliminate contamination concerns. 5. Lot 2 block 2 currently has a waiver in-place for 76 feet. 6. The existing well log on the above lot reveals that layers of hard pan, impermeable layers, inhibit effluent migration into the aquifer. 7. The monitoring tube installed, see plan, revealed clean sand starting at 12 feet to the bottom of the hole at 20 feet which provides excellent filtration material. This was also verified by the original pere which shows sand starting at 13 feet typical. From the above data it can be seen that the risk is minimal for contamination of the wells in this area and the granting of this waiver, 76 feet, from the well to septic system is requested for all the encroaching neighborhood wells. A waiver was requested by Arctic Engineers in a letter dated July 26, 1985 and granted by the Municipality of Anchorage in a letter dated August 21, 1985. The 1985 waiver addresses the 90 ft separation distance form the "septic system" on the referenced property to the well on the referenced property and to the wells on adjacent properties. The waiver, however, does not address the 76 ft distance between the well and septic tank on the referenced property. A waiver of the separation distance down to 76 feet should be granted for the following reasons: 1. A house and garage lie between the well and septic tank on the property. The ground on the septic tank side of the house has a slight downward slope (2%) away from the house. These factors will direct effluent migration away from the well in the event of effluent overflow from the tank. 2. The well has been in place for over 19 years and shows only trace levels of nitrates (0.10 mg/1) and no coliform bacteria. The well log indicates the aquifer serving the referenced property is confined by 61 feet of relatively impermeable "hardpan" and "claypan" from 39 to 100 ft below the ground surface. Such strata inhibit septic effluent migration into the aquifer. 4. The well log indicates water was encountered at 40 feet during drilling. The current static water level is at 50 feet (see attached flow test). This further verifies the existence of confining soil strata above the aquifer. 5. Inadequate and conflicting records in the Municipal files suggest the tank serving the referenced property is either a 1000 or 1250 gallon Greer tank. Field measurements between cleanouts and the volume pumped from the tank on January 20, 1994 suggest the tank holds 1250 gallons. We assume the tank is a steel 1250 gallon Greer tank installed in 1982. Liquid level measurements taken before and after pumping over a four day period lead us to believe the tank is of sound integrity. 6. A soils test on file for the referenced property shows the septic system receiving soils to be rated at 190 sq. ft. per bedroom. This type of soil is generally very effective in filtering harmful effluent contaminants as the effluent travels through the soil. The existing se ration distances between the septic system on the referenced lot and neighboring wells, which includes the well located on the lot, are approximately 90 feet. The system was upgraded in 7/82. The new system was designed, inspected and approved by the Municipality of Anchorage. Photos of construction and installation of the seepage pit system are included with this report. The location of the system was limited because of the existing neighboring wells. As you may notice from the photos, the system is very large and installed with the bottom of the pit sixteen feet below ground surface according to the 7/82 inspection report. The soils log shows that no water was encountered at 20 feet and the well log indicates that water _was encountered at 125 feet. Copies of the inspection report, the well log, the soils log, the on-site sewer upgrade permit and the on-site sewer permit with the approval of the seperation distances are also attached. From the well log, it can be noted that there are two layers of presumably low permeability soils underlying the absorption area and overlying the aquifer from which well water is withdrawn. These are listed as a gray claypan from 39' to 501, and hardpan from 50' to 1001. Conditions such as this would make direct flow of seepage from the septic system into the aquifer difficult.
