Box 196650 Anchorage, Alaska 99519-6650 Ref: Septic System Upgrade for Lot 4, Block 1, Pennington Park Subdivision (Bottomless Intermittent Sand Filter - ISF) To whom it may concern: The existing 3 bedroom house is served by a private and septic system. The existing septic system consists of a 1000 gallon septic tank and a bed type drainfield. The existing drainfield is surcharged and must be upgraded for the sale of the house. We are proposing that a 1250 gallon S.T.E.P. tank and a innovative Bottomless Intermittent Sand Filter (ISF) system be installed. Comments regarding the proposed upgrade are summarized as follows: 1. GENERAL: A test hole was excavated north of the existing septic system in order to determine an area suitable for a septic system upgrade. Given the limited area around the test hole, due to various setbacks, it is our opinion that a Bottomless ISF system is the most viable option. 2. SOILS: Attached is a log which shows the soil classifications, groundwater monitoring, and the percolation test results. It is our opinion that due to the overall appearance of the soils, a application rate of 2.0 gallons/day/ft2 should be used for the bottomless ISF system. 3. DRAINFIELD DESIGN: Bottomless Intermittent Sand Filter (ISF) a. Percolation Rate: 8.57 minutes/inch b. Allowable Application Rate for ISF: 2.0 gallons/day/ft2 c. Number of Bedrooms: 3 d. Design Flow: 450 gallons per day e. Minimum Absorption Area: 225 ft2 f. Pea Gravel: 100% passing 3/8" sieve, less than 20% passing the 1/4" sieve, and less than 1% passing the #8 sieve. We are proposing to excavate down to a depth of 6 feet (maximum - below original grade), place a minimum of 6 inches of sand, install the air supply line, and cover it with 1.5 feet of sand. On top of the sand, we will place 6 inches (minimum) of 3/8 inch pea gravel, with the pressure laterals midway in the layer. We will use a conventional lift station (Anchorage Tank), equipped with a programmable timer so that flow can be intermittently dosed to the ISF. 4. SURFACE WATER AND WAIVER REQUEST: As can be seen on the attached drawings, there is a small stream that runs through the middle of the property. The existing septic system is approximately 55 feet from this stream. This encroachment has existed since 1983 and was noted on the inspection report. We are proposing that the Bottomless Intermittent Sand Filter system and S.T.E.P. tank be installed 90+ feet from this stream. We request that a 90 feet waiver be granted. The following are justifications for the waiver. • The existing encroachment has existed for 18+ years with no apparent adverse effects. Our proposed design is greatly improving the existing condition. • The average topography in the septic upgrade area is sloping from northeast to southwest, which is sloping away from the area of the encroachment. If deemed necessary, a burm will be installed between the proposed drainfield and the stream in order to prevent any possible surfacing effluent from traveling towards the stream. • Given the fact that the stream is generated on the Lot 5A, Block 1, northeast of the referenced property, culverting the stream on this lot would not obtain the required 100 foot setback. Short of installing a holding tank, it is our opinion that the proposed bottomless ISF is the only option. 5. TOPOGRAPHY: As can be seen on the design drawing, the drainfield is to be installed on a slope that ranges from 5 to 10 percent slope that runs approximately northeast to southwest, in short, we do not anticipate any slope concerns. 6. LOT LINE WAIVER REQUEST: We request a 0 foot lot line waiver from the proposed ISF drainfield to the north/northwest property line. We are unaware of any adverse effects on the neighboring property with the granting of this waiver. 7. MATERIALS AND CONSTRUCTION PRACTICES: The materials used, and the construction practices will comply with M.O.A. "Intermittent Sand Filter Design, Installation & Maintenance Manual".
