ANCHORAGE, ALASKA 99516 By means of this letter I am requesting a continuance of Waiver # WR000078 (issued on October 12, 2000) to allow the installation of a replacement septic tank for the collapsing fiberglass septic tank current serving the 4 -bedroom residence on Lot 2B, Block 3, Mann S/D. A site plan is enclosed depicting the relevant locations and distances. The present homeowner, Mr. Kip Glassman, had only occupied the residence for approximately 3 weeks when a blockage developed in the waste line between the house and the septic tank. When he dug down to repair the blockage it transpired that the upstream end of the existing fiberglass septic tank had split, possible due to the presence of a large rock in the backfill material that was pushing against the tank. When we applied for a HAA certificate for this property approximately one year ago it was necessary to request a waiver since the existing tank was only 94 feet from the well and 70 feet from surface water in the roadside ditch flowing along the east edge of Goldenview Drive. The waiver also approved the location of the existing seepage pit being as close as 47 feet from the same surface water. As illustrated on the site plan, the proposed replacement septic tank will achieve the required 100 - foot separation from the private well on the lot, but by doing so will necessarily be a little closer to the surface water in the roadside ditch. There is no feasible site on the lot to install the septic tank that is 100 feet from both the well and the surface water. Per my yesterday's telephone conversation with Mr. Cross, I am requesting a continuation of the existing waiver at no additional waiver fee to allow the installation of the replacement septic tank as proposed at a location as close as 63 feet from the surface water. In support of this continuance it should be noted that this separation from the watertight septic tank is significantly further from surface water than the allowed 47 feet from the non -watertight seepage pit to surface water. The basic rationale for waiver approval submitted i6 September 2000 still applies. Please give me a call if you have any questions with regard to this emergency permit and waiver continuance request. As you will recall, this waiver revised Waiver # WR000078 to allow installation of the replacement septic tank at a location as close as 47 feet from surface water. The revised waiver did not specifically address the separation from the private well on this property; however the original waiver had approved the location of the original septic tank at 94 feet from the well. The rationale for requesting and approving the waiver was that there is no location on the property on which a replacement septic tank could be installed that was 100 feet from both the well and surface water. During installation of the septic tank we did make an effort to achieve a 100 -foot separation distance between the tank and the well and were successful in achieving a 67 -foot separation from surface water. Unfortunately, the configuration of the new septic tank relative to the house made it difficult to precisely measure the distance between the tank and the well. Based on my field inspection it appeared to me at the time that the contractor had just barely achieved a separation distance of 100 feet from the well, and I noted this distance on my inspection report. I understand that a recent field measurement conducted by DSD personnel using high -precision surveying equipment and subsequent calculations has concluded that the actual separation distance is closer to 99 feet. Without debating the specific measurement and calculation methodology I am willing to accept this distance as correct. ANCHORAGE, ALASKA 99516 By means of this letter we are requesting issuance of a waiver allowing the existing seepage pit to be as close as 47 feet from surface water in the roadside ditch along the east side of Goldenview Drive, and also for the existing septic tank to be as close as 70 feet from the same surface water and as close as 94 feet from the private well on the same lot. To assist you in your review and evaluation, a site plan, HAA application, water sample test results, wastewater disposal system as -built inspection report, soils log and driller's logs for 2 nearby wells are enclosed. According to the as -built inspection report, the wastewater disposal system was installed in October of 1974 and consists of a 1250 -gallon fiberglass septic tank which discharges effluent into a 10 - foot deep log crib seepage pit. The well was not in at the time the wastewater system was installed and no driller's log has been found. The Borough inspector did not record the presence of any water in the roadside ditch along the east side of Goldenview Drive. In anticipation of the sale of this property, on September 22 — 26, 2000 I conducted adequacy tests of the water supply and wastewater disposal systems serving the existing 4 -bedroom residence on the lot. At the start of the well test the static water level stood at 15' — 4" below the top of the casing. Steady pumping at the maximum pump output of 7.3 gpm soon caused the water level inside the casing to be drawn down to the level of the pump intake at 77 feet below the top of the casing. I then measured the recovery rate of the water level inside the well over two drawdown and recovery intervals. Based on these measurements I concluded that the long-term sustainable production of the well is 1.0 gpm. Water samples collected on September 22 were satisfactory, showing 0 coliform or other bacteria per 100 ml., and less than 0.5 mg/l of nitrate -N. Despite its age and the fact that the residence was occupied at the time, the seepage pit was dry at the start of the test. The relatively low well production made it impossible to significantly fill the seepage pit, so I arranged for A+ to deliver 1500 gallons of water which filled the pit to a maximum depth of 29.5 inches. After allowing this presoak water to recede 19 inches in a little over 2 hours I then added another 139 gallons of water to the seepage pit, causing a rise of 2.625 inches. Based on the fact that this additional water was completely absorbed within 45 minutes I concluded that the seepage pit is still able to absorb water at an adequate rate for a 4 -bedroom residence. In the course of conducting the adequacy test I noted that the seepage pit standpipe is only 56 feet away from surface water flowing in the roadside ditch on the east side of Goldenview Drive. The septic tank standpipe is 75 feet from the same ditch and 99 feet from the private well serving this lot. The smaller separation distances referred to in the first paragraph of this waiver request are to allow for underground projections of these wastewater system components closer to the features in question. In preparing the site plan I used a 1980 as -built survey of the property as a base map from which to plot the locations of the well and roadside ditch. Using this as the base map causes the roadside ditch (and even Goldenview Drive itself) to appear to encroach upon the lot; for this reason I believe the as - built survey may be in error. However, in the absence of a better base map, I have used this, as it still allows the relevant separation distances addressed in this waiver request to be depicted correctly. DEC's 1985 "Separation Distance Waiver Guidelines for SCRO" do not provide a procedure for assigning points to evaluate waivers to surface water. The required 100 -foot separation distance was adopted by DEC in 1973, approximately one year prior to the installation of the septic system on this lot. While it is possible that the Municipal inspector overlooked water in the roadside ditch at the time of installation, it is equally possible that there was no ditch and/or on water at that time. In fact, a review of the waiver application prepared in 1991 for a similar situation on Lot 3A, immediately to the south of the subject lot, indicates circumstantial evidence that the present water in the ditch is probably the result of modifications to Goldenview Drive made after 1974. That waiver application also cited the fact that a test hole excavated to a depth of 17 feet on Lot 3A showed no evidence of groundwater or bedrock. This evidence also supports granting the requested waiver since the seepage pit on the subject lot is only 10 feet deep. The fact that the seepage pit was still dry after almost 26 years of use indicates that there is little likelihood of effluent daylighting out through the top. Since surface water separation distance concerns relate to overflowing effluent from a failing system flowing on the surface towards the roadside ditch, this concern has little immediacy here. Perhaps the strongest argument in support of granting the waiver is the fact that the ground surface at the seepage pit standpipe is approximately 4 inches higher than the elevation of a floor drain inside the residence. Thus, before effluent could overflow from a failing seepage pit it would back up onto the floor inside the residence, prompting the homeowners to take corrective action. The same argument applies more strongly to the septic tank where the ground surface elevation is another 15 inches higher. Finally, as can be seen from the site plan, there is no alternative location on the lot for a replacement soil absorption system that would be 100 feet from both the roadside ditch and the well. With regard to evaluating a waiver for the separation distance between the septic tank and the well it is possible to apply the DEC guidelines. From the soils log it appears that the predominant soil type between the bottom of the septic tank and bedrock is GM, a sandy silty gravel. From the well log and test results we assume that the bedrock level is similar to the static water level of 15 feet. The following is a breakdown of how DEC's waiver analysis points could be allocated for the tank waiver. Category Points Distance to water table (approx 8') 1.0 Soil sorption (closest to sand with small amounts of clay) 2.5 Permeability (closest to fine sand or silt) 1.5 Water table gradient (+5%) 4.5 Horizontal separation (94 feet) 2.8 Total 12.3 Based on this point assignment, DEC's guidelines conclude that no bacteriological contamination is possible and chemical pollution is unlikely. The fact that the component is a septic tank instead of the seepage pit means that it will not provide a continuous source of pollution, and thus should be able to be waived. There are actually several mitigating factors that also support the granting of the requested waiver. (1) Since the tank is fiberglass it is not subject to gradual corrosion leading to leaks, as is the case with steel septic tanks. (2) The fact that no bacteria of any sort were found in the water sample and that the nitrate level was below the lab's detection limits is a good indication that this septic tank is not a source of contamination to this well. (3) The fact that the ground surface slopes downward towards the west from the septic tank means that any daylighting effluent would tend to flow directly away from the well. Of course as noted above, before effluent could daylight in the vicinity of the tank it would pond on the floor inside the residence, thereby impelling homeowner corrective action.
