The results of our investigation are as follows. tU J Z WELL FLOW TEST: The static water level on August 6, 1998 was measured within the well at 25 feet below top of the casing (BTC). A flow meter was connected to the water system and the flow turned on full. Water was pumped from the well at a rate of 7.3 gpm for 310 minutes (2246 gallons), during which time the level in the casing dropped 9 foot. Based on this data it _ was determined that the production of the well exceeds the Municipal flow requirements for a 3 bedroom house (0.31 gallons per minute). 3 SEPTIC SYSTEM ADEQUACY TEST: Per Municipal records the leachfield is a 12.5 foot deep trench which is 45 feet long, and has an effective depth of 105 inches (the effective depth r corresponds to the allowable liquid operating depth). The liquid level within the leachfield prior vf� adding water to the leachfield was measured at 39 inches. After the addition of 636 gallons to the leachfield the liquid level within the leachfield rose to 65 inches. Approximately 24 hours later j(1431 minutes) the liquid level had dropped to 56 inches. Based on this data, the system only absorbed approximately 220 gallons in a 24 hour period. Municipal absorption requirements for a three bedroom house is 150 gallons per day per bedroom, or 450 gallons per day. The system will have to be retested in the upper portion of the leachfield since the lower portion does not meet the minimum absorption requirements. The septic tank will have to be pumpgd just prior to testing, or any water consumption from within the house may adversely effect the test results. In addition to another septic adequacy test, the following items must also be resolved. 1.) A Right -of -Way Encroachment Permit must be obtained from the Municipality of Anchorage, Department of Public Works. ( Per As -built survey dated August 10, 1983, the septic system encroaches 6 feet into the right-of-way). 2.) Obtain separation distance waivers from the Alaska Department of Conservation (ADEC) and from the Municipality of Anchorage regarding separation distance encroachments to neighboring well(s), septic system(s), and to the east lot line. In order to verify separation distances to the well and septic system on lot 5, Block 2, Flat Top View 41 S/D, the well and septic system must be located. 3.) A well log must be obtained for the well serving the referenced property, or a certified well driller must probe the well to determine its depth and the depth of the well casing. The Municipality requires a minimum casing depth of 40 feet. Also a sanitary seal must be installed on the well head. Request the waiver from 1983 be re -approved for 1998. Per your direction, we are applying for a waiver of the separation distance between the septic tank and well which serve the subject property. The separation distance is approximately 90 feet, which was noted on the approved 8/83 inspection report. The encroachment has existed for over 15 years. There is no well log or history of any kind on the well serving the referenced property, but according to Alpine Drilling (Dave Harper, 345-0202), the well is drilled and cased to 59 feet. The only well log available is for the adjacent property (Lot 8, Bk 2), which appears to be tapped into a deeper aquifer. The nitrate levels for Lot 8, Bk 2 were .156 mg/l (sampled 8/25/97). There are no previous water analysis records, for Lot 6, Bk 2, to use as a comparison with the current water samples submitted. Recent analysis of the water indicated no bacteria, and nitrate levels of 5.6 mg/I. A sample taken on 8/7/98 indicated a nitrate level of 6.07 mg/l. In short, the aquifer that the subject well is utilizing has elevated nitrate levels. In the future, if nitrate levels were to exceed 10 mg/I, it would be necessary to deepen/case the well into the deeper aquifer. It is my recommendation that the subject waiver be approved with the standard nitrate advisory. If nitrate levels increase then the well should be deepened. The septic system was installed in the summer of 1983. Per municipal records, the existing septic system consists of a 1000 gallon septic tank followed by a 12.5 foot deep, 45 foot long absorption trench. The inspection report for this system states that this system was installed 100 feet from the well located on lot 7, however, our field measurements determined the distance to be approximately 90 feet. It is reasonable to assume that the well is in fact an undocumented class C well which serves a private business "Surveyors Exchange" located on lots 7 and 8, and a single family residence located on lot 9, block 2 Flat Top View S/D #1. Unfortunately there is no documentation (well log) in the ADEC or MOA files for the well located on lot 7, however, a well log was obtained from the MOA files for the well located on the adjacent property lot 8, block 2, Flat Top View S/D # 1. The well log for this well indicates that the aquifer is confined by clay layers between the depths of 35 feet and 128 feet (see attached well log). We are requesting a separation distance wavier between the septic system serving the referenced property and the undocumented public well located on lot 7, block 2, Flat Top View S/D. We feel the waiver could be granted without causing any adverse effects to the referenced well based on the following: 1) The well reportedly has been in use for the last 40 years and to date has had no known influence to the aquifer from surrounding septic systems based upon the current water analysis (see attached water analysis by Cr & E Environmental Services). 2.) As can be seen from the well log for the well located on the adjacent lot, lot 8, block 2, Flat Top View S/D #1, the aquifer is confined by numerous clay layers which would prevent effluent from migrating into the aquifer (see attached well log). 3.) The septic system located on the referenced lot has recently passed an adequacy test (last tested on 8/19/98) and meets municipal absorption requirements for a three bedroom house.(see attached septic adequacy test data). 4.) The existing septic system serving the referenced property was installed in relatively tight soils. Per municipal files, the absorption trench was installed in a tight silty sandy gravel (GM) with a percolation rate between 19 and 24 minutes per inch. This poorly permeable type of soil would further impede the horizontal migration of effluent towards the well (see attached soil logs and septic inspection report for lot 6, block 2, Flat Top View #1). 5.) The sell of the house is contingent on obtaining a Health Authority Approval (HAA) from the Municipality of Anchorage which first requires a separation distance wavier from your department. Request that your department expedite this waiver request so we can proceed with obtaining approval form the MOA. DEPARTMENT OF HEALTH AND ENVIRONMENTAL PROTECTION Instructions for On-site Sewer System Test The Department of Health and Environmental Protection has been requested to evaluate and approve the sewer facilities serving your property. When your sewer system consists of an absorption pit and possible septic tank, standpipes are required to provide access to each component of the system. Older sewer systems which have septic tanks not documented by an installation inspection must have the manhole exposed. In order to evaluate the sewer system, an absorption rate test is required. The test is conducted by using one (1) of the following two (2) methods. Your inspector will note which one to use. A. The addition of fresh water to the seepage pit and measuring its rate of absorption over a twenty-four (24) hour period. The homeowner has the responsibility of ordering 1,000 gallons of fresh water by contacting a cesspool pumper and requesting the water delivered at a specified time, excluding Fridays. The delivery time MUST BE correlated with the department to insure an inspector is present during the test. The 1,000 gallons of water is discharged into the seepage pit, the septic tank pumped for maintenance purposes and to insure the pit test is not affected during the twenty-four (24) hour period. B. Seepage pits which are nearly full must have ONLY the SEPTIC TANK pumped twenty-four (24) hours prior to conducting the absorption rate test on the pit. The pit test will be conducted by the cesspool pumper bringing 1,000 gallons of fresh water to the site. Five -hundred gallons of sewage will be removed from the pit, measurements taken and the pit filled to the maximum crib height using the five -hundred gallons removed plus a portion of the 1,000 gallons as required by the inspection. Correlation of the cesspool pumper truck and the department to insure an inspector is present during the pit test is the responsibility of the homeowner. In instances where the sewer system consists of a septic tank and drainfield, this department must be immediately notified and the septic tank exposed for documentation.
