Information to satisfy the requirements specified by AMC 15.65 and AMC 21.15
must be submitted for each lot of this proposed subdivision. This information
must include, but may not necessarily be limited to:
1. Areas designated for the original and replacement wastewater disposal system
sites must be identified and must meet all criteria specified in AMC 15.65
including slope and slope setback requirements.
2. Supporting documentation on water availability must be provided.

Information to satisfy the requirements specified by AMC 15.65 and AMC 21.15
must be submitted for each lot of this proposed subdivision. This information
must include, but may not necessarily be limited to:
1. Soils testing, percolation testing and ground water monitoring must be
~),/? conducted to confirm the suitability of each proposed lot for development
using on-site wastewater disposal systems. Ground water monitoring must be
conducted during high ground water season in either the fall (October) or
spring (April-May).

3. Topographical information must be submitted.

each proposed lot.

These reserve areas must meet slope requirements of AMC 15.65 ora
maximum of 25%.
3. Supporting documentation on water availability must be provided. If a
community well is to be used as the water source for the proposed
subdivision, ADEC approval of the proposed usage must be submitted.

SOILS
BACKGROUND
It appears

September 9. 1991
that this subdivision was set up sometime in
files indicate that an application for the water
made to the Alaska Department of Nealth and
Welfare. The report that we have been able to find calls
for a water system to serve 22 lots, Lots 11 throuEh 32.
It appears that a water line was Installed In Boulder Circle
souetine around that tine. There is no indication that this
water line has ever been used. A check with the-Alaska
Department of Environmental Conservation shows no records.
The records from the Greater Anchorage Area Borough Indicate
that the subdivision was proposed and approved for a
community water system and Individual sewage on-site
systems. This obviously had to be approved, aa the platt
has been properly flied with the Greater Anchorage BorouKh
Area (now the Municipality of Anchorage).
There is no evidence In any of the reports that soils tests
were ever done on this subdivision. It appears that the
soils would not be done until each Individual lot was
developed. Between then and 1990. there were homes built on
Lots 29. 30 and 31. A connunlty water well was drilled Just
off of Lot 30 in the road easement. Sometime in about 19BE
a well flow test was performed on the well, as well as an
adequacy test on the sewer~system. Both were Indicated
be adequate, 'Subsequent to the time these tests were
performed, the owner of the property secured and then
defaulted on a loan where the subdivision and his home on'
Lot 30 were used as collateral. The lots were placed in
receivership.
E&at of Boulder Springs Circle the slope of the ground
averages between 16 and 19 percent; There are a few trees,
but the land ia open end heavily zrassed. Drainage appears
to be more than adequate. There is a sprinE in the north
corner of Lot 21. Also there is a ~ow area between Lots 28
and 27 which hms a high water table. #hen the owner
excavated for. Boulder Circle a lot of the peat and surface
soils were thrown Into a berm on the west side of Lots 24
through 28. This has caused some water to be damned,
creating several so~E¥ areas. Upon proper reestabllsheent

The land west of Boulder Circle is relatively steep, with
slopes between 30 and 40 percent. However, the land was
apparently formed in a series of benches. There is a bench
that runs across the uphill part

Lots 1 through 10 are at the toe of the hill on front of
Vosikof Place. Some of these Iota to the south of the
subdivision are very nearly flat, while to the north the
lots may slope, to 15 percent ranKe.
Lots 11 throuKh 20 have some large timber, but are sostly.
covered with hlgh dense Kraas and alder bushes. The upper
parts of the slope appear to have been filled somewhat, as
the soil's tend to be.a Krey silt. The western end of the
subdivision is heavily treed with white spruce and alder
bushes. It is luxurious Krowth.
The previous owner had cut n ditch alonK Boulder Circle, and
then a draln between Lots 1S nnd 16. This drainage from the
r'0ad ditches runs to the northwest and enters u lurKe ditch
which he had constructed on the extreme west side of Lots 1!
throuKh 19. This ditch' flows from around Lot 13 to the
southwest onto Lots'10 and 9 before enterinK the road ditch.
Ail the water north of Lot 13 flows to a ditch cut alonK the
north side of Lot 17, and then crosses Vosikof Place. Those
lots to the north of Lot 17 also drain south through this
weatwnrd-flowinK ditch.
.SOILS
Soils tests were performed usinK a track-mounted backhoe.
Because of the road ditch alonK Bbulder Circle all test
holes were done on the east sides of the lots. Two test
holes were dug on each lot to determine if the soils were
adequate for the. original and the one replacement system.
The average soils log contained the following soils: from 0
to 2 feet was organic soil, and from 2 to around 8-12 feet
was a silty ~ravel with some occasional sand. ~ater was
found in the 8-10 foot level in many of the lots. Some lots
did not have water when the test holes were duE. However,'
several weeks later, water was found in the 8.5-9 foot
level. At the tine of .this 'report Lot 11 does not have a
good soils test, and neither do Lots 15, 19 and 20. Lot 11
has an area that appears to be acceptable for on-site
8ystels.. Test holes will be due on this in the very near
future, as well as for Lot 15. There Is an area midway down
Lot 15 that appears to be useable for an on-site sewer
8ystel. Lots 12 through 14, and 18.through 18 all have good
soils teats that were found on the benches. However, before
Lot 16 can be developed, the culvert will have to be
extended so there Is no surface water within 100 feet of the
site for the sewer system· Soils on the benches, which were
identified on the topographic map, were generally silty
sands to silty sands and gravels, becoming hard at the 9 to
12 foot depth. Percolation tests on these soils generally
Indicate percolation rates between 4 and 10 minutes per
inch. The water In this range was also was in the 6-9 foot
'depth range after monitoring. The location of the good
soils on these lots Is right near the east side of the lots.
There may be a problem In Installing homes. The homes may
have to bean farther down the hill, and lift stations may
have to be used to pump the sewsge to the approved areas.
Thls is particularly true on Lots 16 through 18. Ail other
lots can probably use gravity sewer systems. However, since
these lots have very few areas available, the fUture
honeowner must be restricted to such a point that he nust
keep the'sewer system area and the reserve ares free from
any structures.
Lots 1 throuKh l0 do not appear to be acceptable for ..........
conventional on-site sewer systems. A 'Class A' well has
been proposed on Lot 9. This will shadow Lots 7 throuKh l0
and restrict developnent. There is'a potential spot on Lots
4 and 5 where un lnnovsttve system, such as a recirculatinK
sand bed, or a combination sand/peat bed system could be
used.- The soils under Lots 1 throuKh l0 are kenerslly 1 to
4 feet of black peat. with blue clay underlayin~ the peat.
This is true for all lots except for Lots 4 and 5. In the
east side of Lots 4 and 5 there is an area where peat is
underlyin~ a silty sandy so~l.

RECOMMENDED SE~ER SYSTEMS
It is recommended at this time that Lots 1 through lO not be
developed until further studies indicate whether or not an
Innovative sewer system can be used on those lots. Lots 12
and 16 through 18 have areas which are acceptable
for developing now. Because of the soils present in these
lots. it is Indicated that most of the systems to be built
on these lots will have to be shallow beds or 5 foot wide
trenches. Lots 26 and 27 need a curtain drain to remove
subterranean water which flows from Lots I and 2, Block 4,
Kasllof Hills Subdivision. This curtain drain would
discharge in the vicinity of the culvert that crosses
Boulder Circle. An alternative would be to coublne Lots 25
and 26 into one sale and Lots 27 and 28..!~o another. The
curtain drain to dry these lots would cost about $15,000 to
build. The soils on Lots 1! through 20 are quite sporadic.
The problem with the stream and available area would
indicate that Lot 16 may be a problem. There say not be
sufficient reserve area when we consider a drive to the
house. Lots 16 and 17 should be conbined into one building
unit. Lot 15 also has the stream set back problea.
be more economically feasible to combine it and Lot 14 into
a single building unit. Lots 19 and 20 in their present
state cannot be developed. However,. further examination
will be done to determine whether or not a curtain drain can
be used to Improve the condition of these lots, or if these
lots could be connected to the possible coeaunity sewer
system on Lots 4 and 5. The type of systems for Lots 13
throuEh 15 would be conventional gravity systems using
shallow beds or 5 foot wide trenches. Lots 16 through 18
will require lift stations. Lots 21 through 25, and Lot 28,
will require lift stations to pump the effluent from the
septic tanks to the east. side of the lots where the soils
tests were located. If Lots 26 and 27 are to be sold
separated, they would need a curtain drain installed to
remove the water which drains from Kasilof Hills onto these
lots. The soils indicate that once the curtain drain is
installed and the berm is removed from the west part of
these lots that these lots will drain properly. Bede or
mounds are indicated.
SUXMARY ASD CONCLUSIONS.
The soils tests done so far would indicate that there are 12
of the 28 iota in this subdivision that are immediately open
for development, or they could be combined with others.
Four more lotg should be useable with some modification.
The remaining 12 lots are undevelopahle at this time. This
is not to state that they cannot be developed in the near
future, but it is zotng to take some additional studies to
determine whether or not these lots have soils that will
support on-site sewer systems.

This letter responds to your November 18, 2000, request for a wetland
delineation on Lots 1 through 28 of Bo~lder Springs Subdivision. This property
is located between Vosikof Place and Boulder Circle, in Section 24, Township
12 North, Range 3 West, Seward Meridian, in Anchorage, Alaska.
The Corps of Engineers (Corps) exerts regulatory jurisdiction over
wetlands and other waters pursuant to Section 404 of the Clean Water Act. For
regulatory purposes, the Corps defines wetlands as those areas that are
inundated or saturated by surface or groundwater at a frequency and duration
sufficient to support, and under normal circumstances do support, a prevalence
of vegetation typically adapted for life in saturated soil conditions.
As I informed you during our November 17, 2000, telephone conversation, I
conducted a delineation on the property earlier this year, at the request of
another interested party. Based on that September 15, 2000, field inspection,
we have determined that the property does contain wetlands and other waters
under Corps jurisdiction (see enclosure entitled "Basis for Jurisdictional
Determination"). These waters include a small westerly-flowing stream located
in the western third of the property (i.e., between Vosikof Place and the
ditch to the east). The stream, which I flagged with blue and white striped
tape, exits the property opposite the driveway of the home at 10900 Vosikof
Place. I placed a flag on an alder shrub at this location. There is a small
area of wetlands associated with the stream, located on either side of it,
extending uphill toward the aforementioned ditch. I flagged the outer
boundary of this wetland with bright pink tape labelled "Wetland Delineation."
You indicated in your letter that your planned development would likely
be able to avoid the creek and wetlands; however, you were curious as to the
permitting requirements if avoidance is not possible. The Clean Water Act
requires that anyone who proposes to place excavated or fill material into
wetlands or other waters must obtain a DA permit prior to conducting the work.
(Please note that jurisdictional activities include soil disturbances such as
land leveling, windrowing of vegetation and certain types of land clearing.)
Activities such as you described (i.e., the construcsion of culverted
driveways) would be subject to this permitting requirement if they involved
the placement of excavated or fill material into the delineated wetlands or
creek. The type of permit needed and the length of the process would depend
upon factors such as the extent of impacts proposed.
The Corps' Nationwide Permit {NWP) 914 authorizes transportation
crossings, such as driveways, so long as they comply with applicable terms and
conditions. I have enclosed a copy of the permit terms, as well as the
general and regional conditions. Should your project be eligible for NWP 14,
the process could be expected to take 30 to 60 days. If iq is not eligible,
an individual permit could take 60 to 120 days. The upland portions of the
project can be developed without Corps authorization, although there may be
other Federal, State or local statutes, ordinances or regulations that could
affect the work.
This delineation is valid for five years from the date of this letter,
unless we receive new information supporting a revision before that date. If
you wish to appeal the delineation, you may use the enclosed form entitled
~Notification of Administrative Appeals Options and process and Request for
Appeal."
Also enclosed is a copy of our Regut.atory Program Applicant Information
Pamphlet, including a permit application. This pamphlet is designed to assist
you in applying for a DA permit, should your plans require one, and provides
general information and guidance on how to complete the permit application.
Plans submitted with the permit application should depict the flagged upland/
wetland boundary, as well as the creek.

Dear Mr. Lang:
Please find attached our soils data covering subsurface soil conditions for the proposed cul-de-
sac and five-lot subdivision. The purpose of this work was to evaluate site soil conditions for
roadway construction. The data report includes a site plan generally locating test borings and
wells on the surrounding properties (Plate 1), boring logs (Plates 2 and 3), and Soil Particle Size
Distributions from samples taken from each boring (Plates 4 and 5). Plates 6 and 7 serve to
explain symbols and terminology used describe the soils encountered.
Two test borings were drilled on July 11, 2001 using a truck mounted CME 55 with an 8" hollow
stem auger. Representative soil samples were obtained from each boring and returned to our lab
for analyses. Mr. Allan Murfltt, P.E. of this firm logged the borings. Both borings were drilled
to a depth of 15 feet. Groundwater was not encountered in either boring at the time of drilling.
In order to monitor future ground water levels, 1" PVC monitoring tubes were installed in both
borings. When measured on July 13, 2001, water was at a depth of 11.6 feet in Boring 1 and at a
depth of 6.9 feet in Boring 2. By July 20, 2001, water had risen to depths of 11 feet and 5 feet in
Borings 1 and 2, respectively.
Soils at depth consisted primarily of finn to stiff Silt 0VIL) with sand to Sandy Silt with Gravel
(ML). Soil moisture contents were indicative of generally moist to wet soil conditions. Frost
classifications on the samples analyzed were determined to be F 4 and F 3 in Borings 1 and 2,
respectively. These data are shown on the boring logs opposite the corresponding depths of
drilling.

Numerous borings/test pits were done previously by Alaska Environmental Control Services,
Inc. in 1991 to evaluate on-site waste water disposal. This work was done by Dr. Leroy Reid, Jr.,
P.E. We have reviewed this work and site soils appear to be complex with only a portion of the
soils actually able to test satisfactorily for wastewater disposal. Your office has plotted the
acceptable soil conditions based on this work for on-site wastewater disposal and accordingly,
made the new subdivision layout to allow acceptable soils areas on each of the five new lots.
Based upon these AECSI soils logs and percolation tests, it is apparent that each lot has a site(s)
generally suitable for an on site septic systems, however, soil percolation rates are not ideal and
large absorption areas may be required. In general surrounding lots have been developed with
on-site septic systems and wells. We have researched these locations from the MOA, DHHS and
got this information on disk from their office. This is transmitted with this report. Final septic
system locations will require careful evaluations of existing wells on adjoining lots to maintain
the required separation distances.

GALLONS PER MINUTE WHILE THE DRAWDOWN WAS
MONITORED WITH AN ACOUSTIC PROBE. A TOTAL OF 350 GALLONS WERE
WITHDRAWN. AT THIS TIME TNE FLOW WAS CUT BACK TO 4 GALLONS PER
MINUTE. AN ADDITIONAL 100 GALLONS WAS DRAWN. THE STATIC WATER
LEVEL WAS FOUND AT 48 FEET. AFTER 350 GALLONS OF WATER WAS PUMPED
THE WATER LEVEL WAS 147. DURING TNE NEXT 100 GALLONS THE WATER
LEVEL DID NOT CHANGE. 20 MINUTES AFTER PUMP SHUT OFF THE WATER
LEVEL WAS UP TO 97 FEET. TOTAL WELL DEPTH IS 152 FEET,
TEST FOR COLIFORMS: WATER WAS TESTED FOR COLIFORM BACTERIA ON
JULY 19, 1986. TEST WAS NEGATIVE.
TEST RESULT: THIS WELL MEETS. THE REQUIREMENTS OF THE
MUNICIPALITY OF ANCHORAGE.
The Municipal requirement for well flew is 150 gallons of water
per bedroom per 24 hours.This well surpasses this requirement.
The assessment of the condition of this well applies only to the
conditions as of this date. The flow rate of the well may change
due tO subsurface conditions that may not be observed from the
surface, and changes in land use and other factors that may
impact the conditions of the aquifer feeding the well.
