ARM Septic Services LLC has checked the monitoring tubes in the drainfield in June of 2022 and found them to be dry In order to simplify the operation and maintenance of the system, we are proposing that this unit be permanently configured as a CAT II system. Our justifications are as follows: The receiving soil has a percolation rate of 1.66 minutes per inch. A 4.0 gpd/sq.ft. application rate is required for a Cat II system. The residence on this property has a total of 4 -bedrooms, so 150 sq./ft. of absorption area is required for CAT II effluent (600 gpd / 4.0). The existing 2009 drainfield has 150 sq./ft. of absorption area. In short, the drainfield meets the sizing requirements for 4 -bedrooms. The Inspection Report shows a 4.0 gpd/sq.ft., so it does not need to be amended. Clarification Regarding Lot Line Waiver& Request for Variance to Seasonal High Groundwater, To whom it may concern: A clarification is needed for the request to the amendment of the lot line waiver on the revised design.We are requesting that the proposed drainfield will need a 6-foot lot line waiver from the east property line to the proposed drainfield. Still, with the change in separation, there is no septic system on the adjacent lot within 10 feet of the of the property line. We are also requesting a variance of 3' from the bottom of the drainfield to seasonal high groundwater. Justification for this reduced separation distance is summarized as follows: • The effluent being discharged to the drainfield is from a Quanics treatment system, which has CBOD and TSS levels that are expected to be less than 10 mg/L. Fecal coliform numbers are expected to be less than 5%of standard septic tank effluent. • It is reasonable to assume that by the time the effluent passes through 2 feet of imported sand and then 1 foot of the insitu 1.66 minute per inch soil that the,BOD,TSS,and fecal coliform numbers will be essentially zero(0). Prior to the installation of the system a confirmation test hole was required. Upon excavation it was determined that groundwater was at five feet below grade, and that the existing bed (that was proposed to be re-built) was encroaching on groundwater. Per the homeowners request we are installing an advanced treatment system so as to minimize the square footage of the drainfield and minimize impact on the driveway. We are proposing to install a 1500 gallon S.T.E.P. tank with Quanics controls/floats, a 650 Aerocell unit and a bed type drainfield. Two test holes were excavated on the property. The drainfield will be designed around the 30 foot radius of test hole#1. Comments regarding the design are summarized as follows: 1. SOILS: See the attached logs which show the soil classifications, groundwater monitoring, and the percolation test results. We are rebuilding over the existing drainfield site. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic system. 4. LOT LINE WAIVER: We request that your department issue a 1-foot lot line waiver from the east property line to the proposed drainfield. All appropriate forms have been corrected to represent the correct number of bedrooms (4). 2. We are requesting a waiver for the required 10' separation distance needed between a proposed and existing drainfield. Per our design we are proposing to rebuild all of the existing bed, thus it will have a zero foot separation distance to the old bed. All of the contaminated soil will be removed and replaced with MOA filter sand. In short, once the contaminated material is removed it will be the equivalent of constructing a system on insitu soil. We have successfully rebuilt numerous drainfields over the last 18 years. We are requesting that you grant a 0' separation from the existing and proposed drainfields. 3. A percolation test and 7 day water monitoring will be conducted prior to the construction. Please state this as a condition of construction on the permit. 4. B. Certificate of On-Site Systems Approval. The scheduled and as needed replacement of existing parts, components and pieces of an AWWTS that were included in the original design which would allow the AWWTS to continue to perform as designed. F. Permit(Construction) An On-Site Wastewater Disposal System Construction Permit as defined by AMC 15.65. F. Permit(Operating) An Advanced Wastewater"Treatment System Operating Permit. An annual permit. issued by the Municipality,that allows the Owner to operate an AWWTS, upon meeting all the requirements of this agreement, the conditions of Grating Permit, the requirements of the On-Site Wastewater System Construction Permit and all relevant provisions of AMC 15.65 3. Fee. Owner shall pay to Municipality an annual fee of C) ($ 0 .00), payable on or before the issuance of the operating permit and annually thereafter. The annual fee is due on or before the anniversary date of the approval by the Municipality of installed system. 4. .1 erm. No.6737 P . 5 The term begins on the date of approval by the Municipality of the installed system and shall continue while the AWWTS system is in use or operational or until the property is sold or title is transferred by owner and a new certificate of On-Site approval is issued to the new owner or transferee of the property. 5. Alterations,Installation and Removal of Additional . Owner agrees not to make any alterations, removal of parts or additions to the AWWTS without a Construction Permit from the Municipality. 6. Maintenance and Repairs. A. Throughout the term of this Memorandum of Understanding,the Owner shall maintain AW'WTS in good repair. In addition, it shall be the responsibility of the Owner during the term of this Memorandum of Understanding,and any extensions or renewals thereof,at the owner's sole expense, to pay I1 r any and all: (1)repair(s), (2) maintenance,(3) adjustment(s), (4)replacement costs, and (5) inspection costs. Further, Owner agrees to comply will all applicable ordinance, laws, regulations, rules and orders for the AWWTS. B. Owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system pursuant to the terms and conditions contained in the Owner's AWWTS Operating Permit. This schedule shall be submitted to the Municipality annually upon the renewal of the permit. Owner agrees that any sale or transfer er cif title o f the property will not occur without a new Certificate of On-Site Systems Approval. G. Owner agrees that the relevant provisions of the standard specification guidebook for AWWTS is the governing professional guidelines for the construction, maintenance and repair of the Owner's AWWTS. 7. Nonwaiver. The failure of either party at any time to enforce a provision of this Memorandum of Understanding shall in no way constitute a waiver cif the provisions, nor in any way effect the validity of the Memorandum of Understanding or any part hereof, or the right of such party thereafter to enforce each and every provision hereof. 8.Amendment. A. There is no water flowing in the ditch at the present time, as is confirmed by the fact that the builder has temporarily filled the ditch to gain winter access to his construction site, and there has been no water backed up. Visual observation of the exposed portion of the ditch side at the time of my soils test on January 10 indicated a clean gravelly material without silt and debris which would typically accumulate from major seasonal flows. While the ditch is 2 to 3 feet deep and 4 to 5 feet wide at this location, it does not extend beyond the immediate block as a major ditch. Thus it was, and is, my opinion that this ditch carries at most only relatively minor intermittent flows. The soils test revealed poorly graded gravel to a depth greater than 13 feet, and a stable water table at this time of year at 12.7 feet below ground level. From this information it would appear that any water flowing in the ditch would tend to percolate into the underlying ground. The absorption bed is located approximately 30 feet south of the ditch, with the absorption pipes laid approximately 2 feet lower than the bottom of the ditch. The surface topography slopes gently to the south away from the ditch. It is difficult for me to conceive of a situation in which effluent in these pipes could make it's way into that ditch. Box 6-650 Anchorage, AK 99502 Attn: Steve Morris RE: Health Authority Approval — Lot 5, Block 7, Elmore S/D Dear Mr. Morris: I understand that some concern has been expressed regarding the proximity of the septic system serving Lot 7, Block 5, Elmore S/D to a drainage ditch located 40 feet to the north on the south side of Riverton Ave. I believe that that concern is unwarrented for the following reasons. All indications are that this ditch is dry during the majority of the year. Certainly this was the case at the time of construction last January, at which time I discussed this same topic with both you and John Kennedy. To better understand the hydrology of what is happening in this area please refer to the map preceding page 25 of the Hillside Wastewater Management Plan (copy attached). To the east of the subject lot is a large "known prolem area" characterized by poorly drained soils with a high water table. Some of this area is drained by a ditch which originates in the vicinity of Buffalo and 145th Avenue and then flows north along Buffalo to Riverton and thence west to the subject property. In the vicinity of Teton Avenue the subsurface soils become markedly better with a significant strata of poorly graded gravel (see soil log) trending, I believe, northwest towards Rabbit Creek. Once this area is reached, the surface flow in the drainage ditch rapidly dwindles as the water percolates downwards. At the time of my most recent observation on May 22, 1986, all surface flow in this ditch ceased before reaching the boundary of the next lot to the west. Thus, the ditch is losing rather than gaining water in this area. In siting the soil absorption system for this lot, I felt it was best to utilize the excellent percolation characteristics of the gravel soil near the north edge of the lot rather than to put the system in the lower less desirable soils with a higher water table found further to the south. These conditions can be observed by a physical inspection of the lot. t'1 n As you will note from the as—built inspection report, the perforated pipe is located 4.5 feet below original grade which places the bed approximately 2 feet lower than the ditch bottom. Should the system somehow fail and cause effluent to flow out onto the surface of the ground, the southward sloping topography would carry effluent away from the ditch rather than towards it. It is my professional opinion that the combination of these factors precludes any possibility of contamination of surface water in that ditch from this septic system. At the time of construction, it was not my interpretation of state regulations that the ditch fronting this lot was one that would invoke mandatory separation distances, however, if you feel otherwise, please consider the foregoing as a formal request and support for the required waiver.
