Box 196650 Anchorage, Alaska 99519 Subject: Elmore #2, Block 9, Lot 1A Septic System Permit Upgrade Request Ladies and Gentlemen: I am writing to request a permit to construct an upgraded septic system be issued for this property. The proposed systems will serve an existing four-bedroom house. Currently the lot is developed. The lot is served by a private well. The existing drain field is in failure and will be decommissioned per code. The existing septic tank shall be decommissioned per code and a new 1500 gallon S.T.E.P. tank with one AX20 Pod and an auxiliary pump vault will be installed. A new drain field will be installed south of the existing house and will be sized to handle a four-bedroom waste stream. The surrounding developed lots are served by private water systems. The private wells are located over 100 feet from the proposed soil absorption system. 1. Soils. Two test holes were excavated by Pannone Engineering Service in December of 2011. See the soil logs are attached. Ground water was monitored for seven days. Ground water was monitored to a depth of four feet (4') below ground level after the monitoring period in both test holes. Bedrock was not encountered in the test holes. It is my opinion, based on the results of the percolation tests and overall soils appearance; an application rate of 6 gallons/day/square feet should be used, using a mounded advanced wastewater treatment system with a 2.5' sand filter to create the required separation distance from ground water. 2. Soil Absorption System Design. a. See Sheet 2 of the design package 3. Surface Water: There is no surface water within 100 feet of the proposed septic tank and the existing drain field. The proposed drain field upgrade will maintain at least 100 feet from all surface water and drainage ditches. 4. Topography: The average topography in the area of the proposed septic system is approximately 1-3 percent based on the survey information in the area of the septic system. There are no steep slopes within the vicinity of the proposed drain field. 5. Drawing Markings: The Drawings are marked "For MoA Review Only". When written notification that the review is complete and that there are no further comments is received from MoA On -Site Department, the note will be removed and "Issued for Construction" drawings will be issued. Waiver Request for use of Engineered Receiving Soil (ERS). I am requesting a waiver to the 1992 Code to use the proposed Code Update Section of Engineered Receiving Soils (ERS). Below I will detail my request justifying the use of ERS: a. Two test holes were excavated). The soils logs are attached. Ground water was monitored in both test holes. b. This design proposes to use two types of ERS. The base soils that will act as an interface between the existing soils and the soil absorption system (SAS) will be MoA Type II or Type IIA, which has a specified gradation per MASS. This interface will be approximately one and a half feet in depth and will be compacted to approximately 80 percent to allow free flow of the effluent through it into the native soil using MoA Waste Water Code application rates. The infiltration area of the interface between the ERS and the in-situ soil was based on the 4.8 minute per inch percolation rate of the in- situ receiving soil. A two foot thick filter sand layer will be placed over the MoA Type II material to act as an interface between the SAS and ERS. c. The SAS is sized assuming a percolation rate of the ERS soil, assumed 1-5 MPI, which gives an application rate of 6 GPDSF. d. The system will protrude above the ground surface. The cover of the system will produce a mound, which will have at a minimum, three to one side slopes and six inches of organically rich soil to promote the growth of vegetation. The proposed installation will not affect the future development of the surrounding or existing lots. There are no wells or septic systems within 100 feet of the proposed septic location. In consideration of the mutual covenants contained herein, the parties to this Memorandum of Understanding agree as follows: 1. ADVANCED WASTEWATER TREATMENT SYSTEMS. Municipality grants permission to Owner to utilize and operate an Advanced Wastewater Treatment System (AWWTS), described as Advantex at 4500 E 145th 2. Definitions. located Anchorage, Alaska. A. Alteration. Any change to the design or function of an AWWTS that Includes the installation or removal of any parts, components or pieces not included in the original construction permit and design. Prior to performing any alterations to an AWWTS the owner must obtain a Wastewater Disposal System Construction Permit from the Municipality pursuant to Anchorage Municipal Code (hereinafter, "AMC") 15.65. B. Certificate of On -Site Systems Approval. An approval by the Municipality of existing water and wastewater disposal systems given at the time of property sale and title transfer in accordance with AMC 15.65. These approvals certify that the systems are adequate for the homes that they support and meet the codes that were in place at the time of system construction. C. Damage. Any man-made or natural change in a system that would inhibit the system from performing as designed. D. Maintenance and Repair. The scheduled and as needed replacement of existing parts, components and pieces of an AW WTS that were included in the original design which would allow the AW WTS to continue to perform as designed. E. Permit (Construction) An On -Site Wastewater Disposal System Construction Permit as defined by AMC 15.65. F. Permit (Operating) An Advanced Wastewater Treatment System Operating Permit. An annual permit, issued by the Municipality, that allows the Owner to operate an AW WTS, upon meeting all the requirements of this agreement, the conditions of Operating Permit, the requirements of the On -Site Wastewater System Construction Permit and all relevant provisions of AMC 15.65 3. Fee. Owner shall pay to Municipality an annual fee of ZrL,� �w ($ O .00), payable on or before the issuance of the operating permit and annually thereafter. The annual fee is due on or before the anniversary date of the approval by the Municipality of installed system. 4. Term. The term of this Memorandum of Understanding shall be for the life of the AW WTS. The term begins on the date of approval by the Municipality of the installed system and shall continue while the AWWTS system is in use or operational or until the property is sold or title is transferred by owner and a new certificate of On -Site approval is issued to the new owner or transferee of the property. 5. Alterations, Installation and Removal of Additional Equipment. Owner agrees not to make any alterations, removal of parts or additions to the AWWTS without a Construction Permit from the Municipality. 6. Maintenance and Repairs. A. Throughout the term of this Memorandum of Understanding, the Owner shall maintain AWWTS in good repair. In addition, it shall be the responsibility of the Owner during the term of this Memorandum of Understanding, and any extensions or renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. Further, Owner agrees to comply will all applicable ordinance, laws, regulations, rules and orders for the AWWTS. B. Owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system pursuant to the terms and conditions contained in the Owner's AWWTS Operating Permit. This schedule shall be submitted to the Municipality annually upon the renewal of the permit. The schedule of maintenance and repair contained in the Owner's AWWTS Operating Permit is: C. Owner acknowledges that the fine schedule for failing to maintain and repair an AWWTS are codified in AMC 14.60. D. Owner agrees that only maintenance, repair personnel certified by the Municipality will inspect and make any necessary maintenance, repairs or permitted alterations to the system. E. Owner agrees to grant the Municipality reasonable access to test and inspect the AWWTS upon 24 hours written notice. F. Owner agrees that any sale or transfer of title of the property will not occur without a new Certificate of On -Site Systems Approval. G. Owner agrees that the relevant provisions of the standard specification guidebook for AWWTS is the governing professional guidelines for the construction, maintenance and repair of the Owner's AWWTS. 7. Nonwaiver. The failure of either party at any time to enforce a provision of this Memorandum of Understanding shall in no way constitute a waiver of the provisions, nor in any way effect the validity of the Memorandum of Understanding or any part hereof, or the right of such party thereafter to enforce each and every provision hereof. 8. Amendment. A. This Memorandum of Understanding shall only be amended, modified or changed by a writing, executed by authorized representatives of the parties, with the same formality of this Memorandum of Understanding was executed and such writing shall be attached to this Memorandum of Understanding as an amendment. B. Any attempt to amend, modify, or change this contract by either an unauthorized representative or unauthorized means shall be void. 9. Jurisdiction: Choice of Law. To whom it may concern: The subject lot has a 4 bedroom house on it which is served by a private well and septic system. The results of the field investigation and adequacy tests are summarized as follows: A. WELL: On the day of my inspection (1/18/97) the static level was 23 feet below the top of the casing. Water was pumped from the well at a rate of 8.68 gpm for 235 minutes (2040 gallons). Within the first 10 minutes of pumping the water level dropped to 34 feet and stabilized at that level throughout the rest ofthe test. At the end ofthe pumping period the recovery was monitored for 15 minutes, during which time it recovered completely. Based upon this data it was determined that the capacity of the well exceeds the Municipal requirements for a 4 bedroom house (600 gallons per day). B: SEPTIC TANK: The existing septic tank was installed in September of 1982 (14.5 years old). According to the M.O.A records, it is 1250 gallons, has two compartments and is made of steel. No warrantee is made regarding the future life of the tank. In the past, a spruce tree was planted next to the tank c/o. The trunk of the tree now encroaches upon the c/o pipe, making it difficult to get the c/o cap on/off. Ifthis tree is not cut down, eventually it may grow around the pipe and possibly damage it. It is my recommendation that the tree be cut down in the near future. C: DRAINFIELD SUMP PARTIALLY FILLED WITH ROCKS: Per the 1982 inspection report, the trench sump extends 12 inches below the drainpipe invert. Visual observation of the sump reveals that someone (probably inquisitive children) dropped some rocks (2" X 4" estimated) into the sump, limiting its depth to about 6 inches below the drainpipe iavext. D. SEPTIC SYSTEM ADEQUACY T~ST: The drainfield is a 5 foot wide trench, which is 67 feet long, and has an effective depth of 1 foot. It is my understanding that the home had been vacant for approximately 6 months, therefore, presoaking the drainfield was anticipated. Based upon the trench dimensions, and assuming a drainrock porosity of 33%, theoretically, it should have taken about 850 gallons to fill it to the drainpipe invert. Prior to starting the adequacy test the sump was dry. Water was added into the sump at a rate of 8.68 gpm for a total of 235 minutes (2040 gallons). At the end of the pumping period, no liquid could be seen in the sump (it should have taken approximately 425 gallons to raise the water level over the rocks in the sump). In short, during the 235 minutes it took to introduce 2040 gallons of water, at least 1600 gallons of it had been absorbed! Based upon this data, it was determined that a presoak would not be required, and that the absorption rate ofthe trench exceeds 600 gallons per day, as required for a 4 bedroom house.
