Dear Sirs:
The purpose of this letter is to provide the required design narrative in support of our application for a
permit to upgrade the wastewater disposal facilities on Lot 6, Block 10, Elmore S/D, located at 4900 East
145th Avenue. The existing soil absorption bed which was installed in 1989 was found to be operating
in a surcharged condition. Soils logs, perc test results, a site plan, design drawings and specifications are
enclosed for your review.
The proposed upgrade will involve rebuilding the bed in a new configuration partially overlying its
original location. It will be slightly larger and shaped differently to conform with current Health
Department guidelines. The proposed location is between test holes #1 and #3, which were dug and
perc'ed in 1989. The original monitor tube for test hole #2 is still in place, and using it we were able to
verify that the groundwater table was IF- 10" below ground surface on June 7, 1994. As can beseen
from the soil log for test holes #1 and #3, there is a silty sandy gravel stratum starting at 2.5 - 4' below
ground surface and extending to 6' below the original ground level. This stratum has a measured perc
rate of 8 minutes per inch. We propose to utilize this stratum as the receiving soil, but will overlay it with
2+ feet of filter sand having less than 4% passing the #100 sieve. Using the soil application rate of 0.5
gpd/sq. ft. specified in the wastewater ordinance for receiving soils with measured perc rates of 6 - 15
minutes per inch, a 3 bedroom residence currently requires a total absorption area of (3 x 150)/0.5 = 900
square feet. The proposed 15 foot wide by 60 foot long soil absorption bed has a total absorption area of
900 square feet.
The topography of the lot slopes gently towards the west at approximately 2%.
The proposed project will have no impact on present or future water supply and wastewater disposal
systems serving adjacent properties, nor will it have any significant impact on reserved space/surface and
subsurface, or on drainage.

Wastewater disposal system upgrade
Specifications
1.0 General:
1.1 The scope of the project consists of rebuilding a 15' wide by 60' long soil absorption bed in a
location partially overlying its original location.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and material specifications shall conform with Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any
buried utilities.
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after
the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction.
2.0 Septic Tank:
2.1 The existing 1000 gallon steel septic tank is to be retained in service.
3.0 Lift station:
3.1 The existing "Orenco" lift station in a separate 500 gallon steel tank is to be retained in service.
The contractor shall verify that the pump and float controls, including the high level alarm, continue to
function as designed, however no new electrical permit or inspection is needed.
3.2 The discharge line from the lift station to the existing soil absorption system is 1.25" dia. Sched
40 PVC. The contractor shall tie into the existing discharge line at an appropriate location for connection
to the rebuilt soil absorption bed.
4.0 Soil absorption system:
4.1 The soil absorption system shall be re -constructed as follows: (a) The septic tank, lift station and
existing soil absorption bed are to be thoroughly pumped to remove all possible effluent. (b) Next, the
contractor shall excavate a small pit in the northern portion of the existing soil absorption bed to allow
additional effluent to drain out of the bottom of the bed; this effluent shall also be pumped out as
necessary. (c) After the existing bed has thoroughly drained, the contractor shall dig a 15' wide by 60 foot
long excavation extending down to the native silty sandy gravel material at a depth of approximately 4 feet
below ground surface. In the area where this excavation encounters the original bed and imported sand
filter, this material shall also be removed to expose native soil. The sewer rock from the original bed and
visibly contaminated portions of the sand shall be buried on site in an area separate from the new
construction.
4.2 The bottom of the excavation need not be exactly level. Any compacted or smeared surfaces shall
be raked to allow proper infiltration. A minimum of 2 feet of approved filter sand shall be placed in the
excavation, to create a level surface approximately 2 inches higher than the level of the sand in the original
bed. The average filter sand thickness is expected to be less than 2.5 feet. Filter sand shall be from an
approved source, and the excavator shall provide the engineer with copies of the sand supplier's scale
tickets identifying the material supplied and a copy of a sieve analysis demonstrating that less than 4% of
the material passes the #100 sieve. "Lake Otis Gravel" is acceptable and encouraged, provided a current
sieve analysis demonstrates that it is sand with less than 4% passing the #100 sieve.
4.3 A total of 0.75 feet of washed sewer gravel shall be placed in the bottom of the excavation with
the perforated distribution pipes laid level such that the pipe inverts are no less than 0.5 feet above the
bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, as supplied by Anchorage
Sand and Gravel, with no visible silt particles clinging to individual rocks. To minimize the silt content of
the sewer gravel, the truck hauling it should be rinsed out prior to transporting the gravel.
4.4 The distribution pipes shall consist of 1.25" diameter Schedule 40 PVC with 5/32" diameter holes
drilled in the bottoms, two feet on center. The distribution pipe network shall be configured as shown on
the design drawings. Monitor tubes shall be of 4" diameter and installed in the locations shown on the
design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated.
4.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A minimum
of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover is less than 3 feet, two inches
of rigid, burial type insulation is to be placed over the entire top surface of the gravel, in addition to the
filter fabric.
4.6 The top surface of the cover material shall be raised a minimum of 12 inches higher than the
surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill
slopes shall be no steeper than 3:1.
4.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have the
site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and seed
to promote rapid revegetation of all areas disturbed by the construction.
5.0 Inspections:
5.1 A total of 5 engineering inspections will be required during the course of the project: (1) initial
stakeout with the contractor to establish the location of the system and to discuss the plans, specifications
and construction.procedures, (2) after the native material has been excavated to expose the infiltrative
surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3)
after the sand filter material has been placed, (4) after the sewer gravel is in place and the distribution pipes
have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and
(5) after rough backfill and grading is complete.
5.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in
advance to ensure the availability of the engineer.

Bill Lamauroux, the strict interpretation of a stream has been
modified such that the stream must run year round to qualify as
a designated stream. In this case, it is Mike's opinion that we
should NOT treat this water as a stream. This opinion is

The purpose of this letter Is to clarify the status of the status of the
roadside drainage ditch which periodically carries runoff water along the
south side of E 145th Ave, approximately 80 feet north of the recently
constructed soil absorption mound on Lot 6, Block 10, Elmore S/D #2, located
at 4900 E 145th Ave. The as -built drawing and HAA documents are
enclosed for your review and approval.
This ditch originates a few hundred feet east of the subject lot as a
manmade cut between two lots of Birch Tree Estates, and continues to the
west for several blocks as a roadside drainage ditch until it reaches Elmore
Street. There the ditch Is routed to the south and connects with a larger
natural drainage course which eventually flows into Rabbit Geek. This ditch
was dry during the soils testing and design phases of this septic upgrade
project early in the summer. Actual construction was delayed until the very
end of the summer during an extended period of unseasonably high rainfall
and subsequent snowfall. At this time a small, but steady flow was observed
in the ditch as accumulated rainwater gradually leached out of the shallow
soils on lots in Birch Tree Estates.
As you will note from the soil logs which were submitted along with
the design drawings, the construction site Is underlain by 2 to 3.5 feet of
sandy gravel and sand to a depth of 6 feet which overlies tighter silts and
silty gravels. Monitor tubes indicated a stabilized groundwater depth of
over 10 feet in the spring, and I reconfirmed this condition during the heavy
rainfall period immediately prior to the start of construction. The overall lot
is rather flat, with a very slight slope down towards the west, causing a
surface flow path from the mound to the ditch to be significantly longer than
100 feet. The bottom of the sandy/gravelly receiving stratum under the
soil absorption bed is lower than the bottom of the roadside ditch, ensuring
that there is no possibility of effluent being carried from an underlying
water table into the roadside ditch. During periods when the ditch does
carry runoff water, the volume of flow appears to decrease as one follows It
downstream, indicating that the ditch is gradually losing water as it
encounters more permeable soils.
It is my opinion, based on past observations of this roadside ditch,
that it should be classified as a seasonal runoff channel which carries water
only in conjunction with specific rainfall and snowmelt events. Thus. I feel it
should not be subjected to the same separation distance requirements from
wastewater disposal facilities as would be the case with a continuously
flowing stream or other surface waters. Certainty, numerous other pieces of
property in this subdivision are similarly impacted by this ditch.
Unfortunately, there is no easy way to draw an unequivocal
distinction between temporary runoff channels and true surface water. The
decision is necessarily influenced by the conditions encountered on the date
of inspection. I have sought guidance from DHHS on this Issue at several
locations during this past summer, and have received opinions that
comparable ditches and even larger drainages should not be classified as
surface waters.

Specifications and Design Notes
1. The design of the soil absorption bed is based on a measured perc rate of
8 minutes per inch, which yields 151 square feet per bedroom. Thus, for a three
bedroom system the required area is 051)x(3)%(1.5) - 680 square feet, which is
accomplished by a 20'1 34'bed.
2. All material specifications and construction practices shall be in
conformance with M.O.A. regulations.
3. The configuration of the system shall be as shown on the plans, except
that minor modifications may be allowed or required by the engineer doing the
inspections.
4. The contractor shall uncover the top of each end of the existing septic
"tank for the engineer's examination, shall arrange to have the tank thoroughly
pumped, and shall install a cleanout pipe on the first compartment of the tank. If
relocation or replacement of the tank is deemed necessary by the engineer, the cost
for the additional work shall be negotiated at that time.
5. The existing soil absorption trenches shall be abandoned in place and the
cleanout pipes removed.
6. �A new 500 gallon steel septic tank, equipped with an "Orenco" lift station .
assembly (or equal), shall be installed after the existing septic tank.
7. The raised soil absorption bed shall be created by excavating the surface
soils down to the top of a sandy gravel stratum located approximately 3-4 feet
below the ground surface. Approximately 2 feet of sand shall then be placed in
the bed excavation to achieve a level surface 1.5 feet below the original ground
elevation.
8. A total of 1 foot of approved sewer gravel shall then be placed on top of
the sand with the bottom of the manifold and the 4 runs of lateral pipes located 8
inches above the bottom of the gravel.
9. The manifold shail'be 2" dia schedule 40 PVC pipe, and the pressure
distribution laterals shall be 1.25" dia schedule 40 PVC pipe with 3/16" holes
drilled in the bottom on a 30 inch spacing. The hole spacing in adjacent rows shall
be staggered.
10. The line running from the lift station to the distribution manifold shall
be 1.25" dia schedule 40 PVC. The first 10 feet of this line shall be enclosed inside
a piece of 4" dia ABS pipe connected with a Calder coupling to a 5" OD s 4" long
piece of 12 ga, tubing welded to the end of the tank. Special care shall be taken to
thoroughly compact the soil under the pipes leading into and out of the lift station.
11. The ends of the laterals shall be capped, and all pipe connections in the
pressurized distribution system shall be glued.
12. Monitor tubes shall be installed as shown to the bottom of the sewer
gravel. Filter fabric shall be placed over the top of the sewer gravel. The
unclassified soil cover shall have a minimum depth of 3 feet over the filter fabric,
and the sides shall be sloped down at no steeper than 3:1.
13.,Four inspections will be required during construction: ,(1) Initial
stakeout, (2) After the excavation is complete, but before placement of sand, (3)
After the sand is placed, but before the gravel is placed, and (4) After the gravel is
placed, the pipes are laid, the lift station is installed, and all the piping is connected.
14. The contractor is responsible for arranging for the necessary utility
;locates and electrical permits and inspections. The on, off and alarm float settings
'shall be as specified by the lift station supplier.

Dear Sir:
On 9/3/82 and 9/7/82 I performed the required inspections for
the installation of an on—site sewer system for Elmore
Subdivision, block 10, lot 6.
The report was written up and sent to the D.H.E.P. On this
report I neglected to record the size of the septic tank.
On 1/20/83 I was informed of this. Upon checking my field
note I determined that the tank capacity is 1000 gallons.
