RE: SEPTIC TANK STEP UPGRADE PERMIT
LEGAL: CHANDELLE ACRES LOT 21
The owner has requested that we obtain a septic permit to upgrade the existing aged steel STEP
septic tank on the above referenced lot. We propose to install a 1500-gallon epoxy steel STEP
tank per the attached design to serve the existing 4-bedroom residence. If shallow groundwater
is encountered during installation the epoxy coated steel septic tank may be required to be
anchored. The lot and area are served by private water and any encroaching wells, easements, …
must be staked prior to construction. The design will not impact any of the neighboring

Reft Septic System Upgrade for Lot 21,Chandelle Acres Subdivision
(Bottomless Intermittent Sand Filter - ISF)
To whom it may concem:
The existing 4 bedroom house is served by a private well and septic system. The septic system
consists of a 1250 gallon septic tank and a bed type drainfield. The existing drainfield is
surcharged and must be upgraded for the sale of the house. We are proposing that the 1250
gallon septic tank be excavated and the integrity verified. If the septic tank is found to be ofgood
integrity, than a 500 gallon lift station is to be installed. If the septic tank is of poor integrity,
than a new 1500 gallon S.T.E.P. tank is to be installed and the existing septic tank is to be
completely abandoned. We are also proposing that an Innovative Bottomless Intermittent Sand
Filter (ISF) system be installed. Comments regarding the proposed upgrade are summarized as
follows:
1. GENERAL: As seen on the 1992 design done by S&S Engineering, two test boles were
excavated on the property. The septic system was designed around test hole #2 and an alternate
site reserve area was provided around test hole #1. During our site visit, the slopes were steeper
than what was shown on the 1992 design and given the steep slopes; a bed type system cannot be
installed. Given the steep slopes, the presences of shallow groundwater, the limited area around
the test hole and the slow percolation rate, it is our opinion that a Bottomless ISF system is the
most viable option.
2. SOILS: Attached are the two soils log done by S & S Engineering which shows the soil
classifications, groundwater monito.ring, and the percolation test results. It is our opinion that an
application rate of 2.0 gaIlons/day/ft' should be used for the bottomless ISF system.

1. Sand Material: In accordance with M.O.A. latest standards
m. Pea Gravel: 100% passing 3/8" sieve, less than 20% passing the 1/4" sieve, and
less than 1% passing the #8 sieve.
We are proposing to excavate down to a depth of 3.5 feet deep (maximum - on uphill side),
place a minimum of 6 inches of sand, install the air supply line, and cover it with 18 inches of
sand. On top of the sand, we will place 6 inches (minimum) of 3/8 inch pea gravel, with the
pressure laterals midway in the layer. We will use a conventional lift station (Anchorage Tank),
equipped with a programmable timer so that flow can be intermittently dosed to the ISF.
4. TOPOGRAPHY: As can be seen on the attached design drawing, the proposed drainfields
are to be installed at the base ora small cutbank. The slopes in the area of the proposed upgrade
range from 15 to 20 percent running from southwest to northeast. We do not anticipate any slope
concerns.
5. SURFACE WATER: As can be seen on the attached site plan, the MOA grid maps show
an unnamed creek approximately 150 feet north/northwest of the proposed drinafields. During
our site visit, no creek or the presence of surface water was found in the area shown on the plat;
in short, there are no surface water concerns within 100 feet of the proposed septic upgrade.
6. MATERIALS AND CONSTRUCTION PRACTICES: The materials used, and the
construction practices will comply with the M.O.A. "Intermittent Sand Filter Design,
Installation & Maintenance Manual". The contractor should read this document prior to
construction. Copies are available at the Municipal Onsite Services office (4700 South Bragaw
Street).

The property owners agree to the following:
Submit to the Municipality of Anchorage, on an annual basis, an inspection and operation
statement from a registered professioml engineer. This inspection and operation statement shall
verify that the engineer has inspected all effluent and air pumps, time~s, and alarms, and that any
deficiencies hav~at thc system is functioning as designed.

31, 1989.
Permits are issued on a calendar year basis by authority of the
Municipal Code of Regulations. A new permit must be obtained
from this office for an well and/or on-site wastewater system
not installed by the expiration date.
If you have drilled the well, a well log needs to be sent to
this office for documentation of the installation and to close
the permit.
If a private engineer inspected the installation of the on-site
wastewater system, the original as-built inspection report
(three-part form) must be sent to this office for review,
approval and documentation.
When applying for a new permit, the fees are': $90.00 for an
on-site wastewater permit; $50.00 for a well permit; $140.00 for
a combined on-site wastewater and well permit.

Comments: This investigation was completed in compliance with MOA guidelines, regulations,
and best industry practices / methods. The assessment of the condition of the well and septic
applies only to the conditions as of the day tested. The flow and absorption rates may change
due to subsurface conditions that may not be observed from the surface, changes in land use,
local soil characteristics, groundwater levels that may fluctuate during the year, quality of
construction (workmanship & materials), the water usage of the family being served by the

A water sample revealed a nitrate concentration of 9.76 milligrams per liter (mg/Q.
The Environmental Protection Agency (EPA) has established a maximum
contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While
private wells are not subject to this regulation, EPA standards are based on existing
health information and can therefore be used to gauge the relative quality of water
from private wells. Since nitrates are known to slowly increase, we recommend
you monitor the water quality. Please see the attached "Nitrate Fact Sheet" for
important information regarding nitrate.
This advisory must be attached to all copies of the subject Certificate of On -Site

Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate
is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells.
SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of
ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the
oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners,
food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil.
TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years, but is
associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of
young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood
stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry
oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the
concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered
from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization.
TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home
water treatment systems such as softening or iron filtration does not readily remove nitrate. The best
method for limiting nitrate in well water is source control. This can include avoiding overdosing of
fertilizer near the well and maintaining good separation distances between septic tank leach fields and
the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged
ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate.
TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a
spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect
the activity of nitrate in water. This laboratory uses several different wet chemical methods approved
under the public water supply laboratory certification program. They also have test kits available, which
the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can
monitor the change in nitrate levels from their well. They recommend comparing the test kit results
against a certified analysis from the lab occasionally to verify the accuracy of the kit. We recommend
using a specially prepared bottle that has been rinsed in hydrochloric acid for collecting samples.
