Impacts to Adjacent Properties Dear Onsite Services Engineer: The existing septic tank on Lot 2A, Block 1, Pennington Park' Subdivision has collapsed and must be replaced immediately to prevent damage to private property and a possible health hazard. We are therefore requesting a permit be issued to construct a new septic tank at the location shown. The attached Site Plan and backup documentation show the location and configuration of the new septic tank and 'its proximity to the existing lift station and absorption bed. -It also shows the 100' protective radius for the existing well on the lot. The septic tank will be moved out of the parking and driveway area and the existing tank will either be pumped, crushed and backfllled on site or removed from the lot. The existing service line will be insulated under the driveway/parking area. The septic system absorption bed was upgraded In .1991, but the tank was not replaced.. Records Indicate an as-built for the bed upgrade was not submitted to the Municipality. We will attempt to as-built the absorption bed at this time and submit the documentation along with the as-built for the septic tank. The owner intends to install a 1,250 gallon septic tank even though t,h,e house currently has only.three bedrooms. The additional capacity of the tank wdl'enhance the treatment capabilities of the upgraded septic system. The existing drainage on the lot will not be affected by the placement of the new septic, tank. Cleanouts .w. ill be placed as necessary to allow access to all portio.n.s of the septic system. The lot is of sufficient size that no conflicts will exist between e~ther the well or. septic system on the lot and all other systems in the area. :. It also includes the pumping, crushing and backfilling of the existing septic tank. T. he existing tank may a. ls.o be removed from the lot and the remaining cavity appropriately backfilled. New cleanouts must be placed to provide access to all components of the upgraded septic system. Construction shall be in accorda,n, ce with the approved s. it,e plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. Owners installing their own systems must receive pdor approval fram D.H.H.S. before beginning system installation. SEPTIC TANK INSTALLATION 1. The new 1,250 gallon septic tank must be procured from an approved source and installed at the location shown on the plans. 2. A septic tank is to be constructed by a certified septic tank manufacturer. Construction shall include two 4" cleanouts for pumping access. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. A foundation cleanout shall be installed one to four feet from the building foundation. Two cleanouts are required between the tank and the drainfield. · Lot 2A, Block 1, Pennington Park Subdivision May 15, 2000 Page 2 of 3 7. Final grading over the tank shall be such that a positive slope exists away from the septic tank. DRAINFIELD CONSTRUCTION: (NONE REQUIRED) 1. The drainfleld shall be constructed to the dimensions shown on the design. The bottom of the trench shall be within 2" of level. 2. Distribution piping must be placed level with perforations down atop a level bed of drainfield rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drainfield rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below ground must be perforated. Contractor shall vedfy the septic tank and drainfield are a minimum 100' away from any private water wells in the area, 150' from a Class "C" Well or 200' from any community well. Direct bury insulation must be placed Over the distribution system if less than 3' of backfill depth is available. Finish grade over the trench must be mounded to prevent settlement or depressions. 7. Grade area surrounding the absorption trenches to drain away. A minimum 2' of accepting soil is required below the drainfield rock for a 5' wide trench. Contractor shall verify this condition prior to placement of the rock. All pockets of unacceptable materials must be removed and replaced. MATERIAL SPECIFIC/~TIONS: Septic tanks must be constructed by a municipally approved septic tank manufacturer. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and solid), ASTM F810 or H.D.P,E. (perforated, but not solid) and ASTM D2662 or A.B.S. (perforated and solid). Insulation shall be at least 2" thick extruded direct burial polystyrene (DoW Chemical Co. Styrofoam HI or equal). Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Femco, or equal). · Lot 2A, Block 1, Pennington Park Subdivision May 15, 2000 Page 3 of 3 5. A permeable geotextile fabdc (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the #200 sieve. INSPECTIONS: Municipal Ordinance requires a minimum of two inspections. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled. The second inspection must be conducted after the placement of the geotextile fabdc, gravel, distribution piping, standpipes, cleanouts and insulation. No backfill should be in place at the time of inspection. The electrical installation for the lift station shall follow MOA code requirements for both installation and inspections. The contractor is responsible for obtaining all required electrical permits. The contractor is responsible for notifying the Engineer and the MOA at least four hours in advance of all inspection needs. Contractor will insure no additions or changes have been made to the location of wells and septic systems on the adjacent lots prior to the time of construction of this system. If any changes to those systems have occurred, the engineer should be immediately contacted for review and possible changes will be made as necessary. The installation of the system will have little or no effect on the surface drainage, ground water, or the adjacent systems in the area. The septic system should be properly maintained to include septic tank inspection and pumping as necessary on an annual basis and no use of a garbage disposal. The existing tank should be inspected for deterioration at the time of new sysem installation. If found to be deteriorated beyond normal levels, the tank should be replaced. If a garbage disposal is used the tank size should be increased to a minimum 1,250 gal tank and the tank pumped regularly on an annual basis. Pennington Park Subdivision Gentlemen: At your request, we have completed a percolation test on Lot 2A, Block 1~ Pennington Park Subdivision in the hillside area of Anchorage. The boring location is shown on Figure 1. It was drilled using a continuous flight solid stem auger, advanced by a Simco, drill rig mounted on the back of a truck. The rig is owned and is operated by Denali Drilling, Inc. Drilling was supervised, the test hole logged and percolation test performed by Mr. O. M. Hatch, Alaska Testlab geologist. The log of the test hole is included as .~_9~b_t_e_.A~of this report. In interpreting the log, it would be helpful to utilize the explana- tory information contained on Sheets 5, 6 and 7 of the report. When drilling was completed, a 3/4" slotted PVC pipe was inserted in the hole to ai_d in determining the free water level. For the percolation test, the test hole was filled with water and left overnight to saturate. On returning the next day, the hole was refilled with water and the water level carefully monitored for the next 60 minutes. This procedure is not a standardized percolation test, however, we understand the Municipality of Anchorage, Department of Health and Environmental P];o'tection,. accepts tests performed in thi. s manner to evaluate the sit. e for' proposed onsite sewerage system. Us'lng the above test, the observed minimum percolation rate for a ten minute peri.od was 10.0 minutes per inch. We suggest that the onsite wastewatcr system be desJ. gned for a minimum absorptien area of 165 square feet per bedroom. This recommendation i.s based on criteria in the "}!anua! of Septic Tank Practice" U.S. Department of Health E(]ucatien and Welfare, Public Health Service. The seepage trench will provide a much clearer picture of the subsurface conditions than the test. hole. If the soil conditions turn out to be more favorable than predicted, it may ]De possible to economize the system by reducing the length of the trench. Conversely, if' the soil appears less permeable than the test indi'cates, then it may be necessary to enlarge the system. The chief value of the drill hole is in establishing the feasibility of onsite systems, while examination of the trench will provide site specific information.
