Attn: Dan Roth Dear Mr. Roth: Per our discussion, on 12/18/96, further research regarding the size of the STEP tanks used for the subject septic system revealed the existing tanks are 1500 gallons, and not 2000 gallons as required. The original designer, Mark Pearson, P.E., is going to prepare a design package for the septic tank upgrade, and will submit it (with the permit fee of $320.00) to your department. We are requesting that a conditional Health Authority Approval be issued with the following work to be accomplished next spring: Install new 1000 gallon, single compartment, septic tank before the "north" STEP tank. The burial depth rating of the tank shall be compatible with the actual burial depth. In addition, install double clean-outs between the new septic tank and the existing 1500 gallon STEP tank. b. Repair cracked fitting on PVC pressure line in "south" lift station. The specific fitting is the elbow just before the PVC line exits the S.T.E.P tank. Replace the HDPE (ASTM FS10) stand pipes in both drainfields with ASTM D3034 PVC. Excavate 6 inches below grade, cut offHDPE pipe, provide coupling, and extend PVC pipe 12 inches above grade. d. We conducted the inspections and submitted the as-built some time in early 1992. Jeff Garness, of Alaska Water & Wastewater, is in the process of performing a Health Authority inspection, and was unable to find copies of the as-builts in the DHHS files. I provided Jeff with copies of the as-builts last week, and I am sending (attached) copies for the DHHS files. I have re-signed the PE stamp. I'm not sure if the paperwork has been found since Jeff was at DHHS, but I am providing these copies in case your office is unable to locate them. Date: May 30, 1991 Subject: David Gottstein Residence - Septic System Design Notes The following information details the design criteria for the Gottstein residence septic systems. The legal description for the property is Lot 2A, Block 2, Prospect Heights //4. Lot 2A is the new designation for the combination of former Lots 2 & 3. A total of 12 test holes were excavated on the property, using Mr. Ned Newton's backhoe. Of the 12 holes, 10 were logged and monitored for groundwater level. To summarize the conditions, the lot is underlain with bedrock throughout; this bedrock tends to be shallow (approx. 4') on the west section of the lot, and deeper (approx. 10') toward the center of the lot. The silty sand material above the bedrock was very consistent throughout the lot. Percolation testing was aerformed in four of the testholes, with average soils ratings of 4-12 rain/inch. The house has 5 bedrooms, a 120 gallon Jacuzzi, and a swimming lane that contains approximately 10,000 gallons. The proposed septic system will include 2 lift station/septic tanks; one dedicated to the house, and the other dedicated to the swimming pool. The two proposed absorption beds are of the same size, and the homeowner will be able to alternate the beds between each of the lift stations. Valving to control the flow from the lift stations will be located within a concrete manhole, and will include an assembly of four ball valves. All pipes and fittings from the lift station to the bed will be fused High Density Polyethylene Pipe, SDR 11, 2" diameter. To whom it may concern: The subject lot has a 5 bedroom house on it which is served by two private wells, and a private septic system (with dual STEP tanks and fields). A discussion of the systems, and the adequacy tests are summarized as follows: A. WELLS: The water system is setup so that pump operation is alternated between the two wells each time the pressure switch activates. For purposes of this HAA, I turned off the pump which serves the north well (see as-built drawings), and only pumped out of the south well which, per the drilling logs, has the greater capacity. The initial static level was 26 feet below the top of the casing. Water was pumped at 6.78 gpm for a total of 177 minutes (1200 gallons). The level in the casing dropped 279 feet, to a depth of 305 feet (approx.). The volume provided from the casing was approximately 446 gallons (1.6 gallons/foot X 279 foot drawdown). The actual yield was 753 gallons (1200 gallons - 446 gallons = 753 gallons) in 177 minutes, which corresponds to 4.25 gpm. Twenty-one hours later the water level in the casing had recovered completely to 25.5 feet. Based upon this data it was determined that the capacity of the "south" well exceeds the Municipal requirements for a 5 bedroom house (750 gallons per day). B: WATER QUALITY: Recent water sampling/analysis (12/4/96) found no bacteria, and nitrate levels of 2.32 mg/1. The water quality is within the allowable range for these parameters. C: S.T.E.P TANK SIZE: The home is equipped with two S.T.E.P tanks. One tank (north tank) accepts wastewater, and the other (south tank) accepts water from the pool. Since the pool is rarely ever emptied, the S.T.E.P tank associated with it is "idle" virtually all of the time. The "north" S.T.E.P tank was pumped on 12/12/96 by Old McDonald's Pumping. Per the 1992 inspection report, the S.T.E.P tanks are noted as "1500 GAL ST" and under the heading of '%irt Station" it is noted as 500 gallons. Per the attached letter from the designer, Mark Pearson, P.E., there are two 2000 gallon S.T.E.P tanks. Per my fieM measurements it appears that the S.T.E.P tanks ate approximately 12 feet long, which indicates a 1500 gallon S.T.E.P tank. According to M.O.A design standards the S.T.E.P tank must be at least 250 gallons greater than the required septic tank size. The required septic tank volume for a 5 bedroom house is 1500 gallons; therefore, the minimum size S.T.E.P tank for this home shouM be 1750 gallons. Perhaps the tanks (buried very deep) are a custom configuration, with the inlet c/o closer to the middle of the first compartment, or a different diameter? The HAA report data~ is based upon the initial inspection report~ and the attached letter fi-om:the original des_ign engineer' (Mark Pearson~ P:E~ On the "south" S.T.E.P tank, the PVC pressure line has a cracked fitting (the elbow where the line exits the tank), which leaks when the pump is activated. Even with this leak the lift station still cycles. Since tiffs S.T.E.P tank is rarely used, it is my recommendation that the repair be postponed until next summer. D. VALVE PIT: Downstream from both the S.T.E.P tanks is a manhole which houses the valves used for alternating flow between the two drainfields. During my site visit I noted that the mmzhole had approximately 17 inches of standing water in the bottom of it. The water appeared to be clear and did not smell like wastewater. Old McDonald's Pumping vacuumed the water out of the manhole on 12/12/96. Looking at the grading near the manhole, it is my guess that surface runoff enters through the lid (which has holes in it) and becomes trapped in the manhole. The best way to correct this would be to install a water tight lid on the manhole. Since this condition does not effect the operation of the septic system, correction of it should not be necessary to obtain a Health Certificate. I only noted it so that all parties would be aware that the condition exists. E. WEST DRAINFIELD: On 12/6/96 the liquid level in the monitoring tube was approximately 13.5 inches, indicating that the bed is surcharged. I switched the valvin~g so that flow would be diverted to the east drainfield. Based upon my conversations with the company that performed maintenance on the house (Denali Commercial Management, Inc,) it appears that the flow was never alternated between the drainfields; consequently, the east drainfield was essentially unused. F. EAST I)RAINFIELD: Flow was diverted to the drainfield from 12/6/96 until 12/11/96. On 12/10/96 I presoaked the bed with 1200 gallons of water. The monitoring tube remained completely dry through out the presoaking. Prior to starting the adequacy test (12/11/96) it was noted that the monitoring tube was completely dry. Water was added into the lift station at a rate of 7.14 gpm for a total of 105 minutes (750 gallons). At the end of the pumping period, the monitoring tube was still completely dry. Based upon this data it was concluded that the absorption rate of the bed exceeds 750 gallons per day, as required for a 5 bedroom house. G. CLEAN-OUT PIPES DO NOT MEET M.O.A. CODE: The pipe used for the monitoring tubes and the clean-outs on both drainfields is F810 HDPE pipe. M.O.A regulation does not allow F810 pipe to be used for clean-outs or standpipes. To correct this deficiency, it is my reconm~endation that the F810 pipe be cut 6 inches below grade, and replaced with PVC pipe (ASTM D3034). In addition, caps will have to be provided on all of the standpipes. H. ALTERNATING OF DRAINFIELDS: In order to enhance the life of the septic system, it is my recommendation that the new owners arrange for their maintenance staff to alternate flow between the drainfields every 6 to 12 months. They should start this after giving the "west" drainfield (currently failed) approximately one year to recover. I would be more than willing to instruct them how to do this. I. PUMPING OF SEPTIC TANK: The septic pumper noted that there was a considerable amount of solids in the septic tank. This was probably due to infrequent pumping, or no pumping at all. In the future, the homeowners should direct their maintenance crew to have the tank pumped at least every other year. Based upon my evaluation of the systems it is reconunended that a conditional Health Authority Approval be issued, with the aforementioned repairs to be performed next summer. The purpose of drilling tho test borings was to obtain information necessary to develop foundation recommendations for tho design cfa single-family mansion. The surface of the proposed building site slopes moderately to tho west. Most of tho area is covered by alder bushes and tundra vegetation. Agne-foot thick layer of frozen o.p..~k, at w. as encountered in both borings. Medium dense silty sand und.eriies the peat to a depth of two feet. In Test Boring No. 1 a very dense gravel extending to a depth of eight feet was encountered. Below the gravel is either weathered rock or very dense till to the extent of the boring (15.2 feet). Two feet of very dense silty gravel was encountered in Test Boring 2 below the silty sand followed by very dense silty sand to the extent of the boring (20.5 feet). Groundwater was encountered at 8 feet in Test Boring 1 during drilling. A perched water table was encountered at two feet in Test Boring 2 and the groundwater level was at 15 feet while drilling. A PVC standpipe was placed in both borings to measure changes in the static water table during the percolation test. The peat and organic soil encountered at this site will not provide adequate support for a building foundation or for driveways and parking areas. Therefore, all peat below the building footprint and paved areas should be removed. All Fill and backfill below the structure and traffic areas should be nonfrost susceptible structural ill/. Structural fill should be compacted to a minimum of 95% of the maximum density determined in accordance with ASTM D4253. Frequent in-place density tests should be taken in each lift of structural fiil. Support for conventional spread footing can be derived from undisturbed native mineral soils found below the peat or on well compacted structural fill. A maximum bearing capacity of 3000 psf. ma.y be used. The bearing capacity can be increased by 33 percent for wind and sezsrme loads. The minimum width of the continuous footing should be 16 inches and the minimum width of isolated footings should be 18 inches. Footings for a heated structure should be founded at least 42 inches below the adjacent exterior grade. Cold footings should be founded a minimum 60 inches below grade. The floor slab should not be insulated, so that heat from the building will keep the foundation soils thawed. However, exterior warm footings should be insulated with two inches off nonwater absorbing closed cell rigid insulation. If these recommendations are followed, total settlement of footings should be less than one inch and differential settlement should be less than one half inch. Based on the presence of perched groundwater in Test Boring 2 and the configuration of the planned construction, permanent dewatering will be necessary. This could be accomplished with a conventional footing drain system. Finish floor elevations should be established and site grades should be constructed and maintained to rapidly drain surface and roof runoff away from the building foundation and all pavement subgrade softs. The exterior grade at all at-grade entrances should be depressed at least 1 inch below the finished floor where allowed by code. The recovered soft samples axe classified visually again in the laboratory. The soft description on the boring log is based on an interpretation of the field and laboratory visual classifications, along with the results of laboratory panicle-size distribution analyses and Anerberg I Jmits tests which may have been performed. The soft classification is based on ASTM Designation D2487 "Standard Test Method for Classification of Softs for Engineering Purposes" and ASTM D2488 "Standard Praedce for Description and Identification of Soils (Visual - Manual Procedure)" and the soil frost classification is based on the system developed by the U.S. Army Corps of Engineers. Outlines of these classification procedures axe presented on the following pages. The soft color is the subjective interpretation of the individual logging the test boring. Sample Interval - The sample interval is shown graphically on the test boring log and generally is accurate to about 0.5 foot. Frost Denth and Soil Temperatures - If frozen ground is encountered during drilling, the interval of frozen soft is shown graphically on the test boring log. GeneraLly, the temperature of a few soft samples is measured and shown on the boring log. These sample temperatures only give a q, alltative indication of the in sim soft temperatures. The temperature of samples can be intluenced significantly by the ambient air temperatm'e and friction during drilling and sampling. Soil Moisture Content - Generally, laboratory soil moisture content tests are performed on all recovered samples. Only about 30 gr~rnn of the minus No. 4 material typically is used for the moisture content test. so results reported on the log may not reflect accurately the in sim moisture content of gravelly soils. Soil Density - The soil density shown on the test boring logs generally is determined by measuring the wet weight, moisture content, and physical dimensions of relatively undisturbed specimens. Ground Water - The depth to ground water observed during drilling general/}, is shown on the test boring log. The depth to ground water observed during drilling can differ xi~canfly from the depth to the actual groundwater table, particularly in fine-grained soils. When more accurate water level measurements a_re desired, we typically install perforated pvc pipe in a boring to monitor the groundwater level. Penetration Resistance, N - Standard penetration tests (SPT) are performed in accordance with ASTM Designation D1586 "Standard Method for Penetration Test and Split-Barrel Sampling of Soils." A modified penewation test using a 2.5-inch I.D. split spoon driven with a 340-pound hammer falling 30 inches is performed to obtain larges samples, pamcularly in gravelly softs. The boring log key describes the graphic symbols used to differentiate between sample types. Undisturbed Samples - Undisturbed Shelby tube samples are obtained in accordance with ASTM Designation D 1587, "Standard Practice for Thin-Walled Tube Sampling of Soils." Generally, 3-inch O.D. Shelby tubes are used. Relatively undisturbed liner samples are obtained in accordance with ASTM Designation D3550, "Standard Practice for Ring-Lined Barrel Sampling of Soils." except a thick-walled cutting shoe is used. Typically, the sampler is driven using a 340-pound weight falling 30 inches. The typical brass liner has an I.D. of 2.4 inches. Grab Samples - Grab samples are obtained from the auger flights. The samvle depth and interval indicated on the test boring log should be considered a rough approximation.
