Dear Ms. Johnson
Before construction begins on the upgrade for the sewer system
on the subject lot, a permit must be issued by this department.
The upgrade will include the following:
(.l) A trench must be dug twenty --five (25) feet long and
two to four (2 - 4) feet wide.
(2.) The trench will. need to be added on to the existing seepage
pit with the drainline starting at the top of the trench.
(3) One-half (,) inch to two and one --half (21-,) inch screened
rock is used to fill the trench with the drain pipe on
top of the screened rock. The drainline is then covered
with four (4) inch of screened rock, which is then covered
with visqueen. The original soil can then be used to fill
in the remaining trench.

Subject: Lot 26 Block b Sunset Hills Subdivision
The main reason for sewer system failures in the Anchorage area
is due to soil conditions.
A recent study in the Anchorage area shows that, there is a 40%
failure .rate on sewer systems after. three (3) years useage.
This is due to glacial till which has poor characteristics
for sewer life.
Other reasons would include, poor maintenance of the septic
tank. A septic tank should be pumped every one (1) to two (2)
years. Over use of water and garbage disposals, mineral
contents in the water will also effect the performance of the
sewer system.

Nitrate Advisory
Certificate of On -Site Systems Approval # 131401
A Certificate of On -Site Systems Approval inspection and test of potable
water was recently conducted on the well water supply on Block B, Lot 26
of Sunset Hills subdivision. This inspection revealed a nitrate concentration
of 5.03 milligrams per liter (mg/L) was reported for the property's well
water sample. The Environmental Protection Agency (EPA) has established
a maximum contaminant level (MCL) of 10.0 mg/L for public drinking
water systems. While private wells are not subject to this regulation, EPA
standards are based on existing health information and can therefore be used
to gauge the relative quality of water from private wells. Please see the
attached "Nitrate Fact Sheet" for important information regarding nitrate.
This advisory must be attached to all copies of the subject Certificate of On -
Site Systems Approval.

Re: Adequacy test performed on septic and well located at 14121 Sunview Drive, Anchorage,
Alaska.
Legal: Lot 26, Block B, Sunset Hills Subdivision.
Owner: Mr. Kim Moeller
The above referenced system consisted of two 750 gallon cement septic tanks that were installed in
1964. A 16'x15' crib that was installed in 1973 after the original crib failed and a 43' long by 6' deep
trench add-on ,that was installed in 1977. On June 28, 1997, at the beginning of the test, approximately
56 gallons of water was introduced into the tank clean-out to verify that water was entering the drain
line to the leach field. An additional 577 gallons was then added into the after tank clean-out, at which
time the water backed up into the septic tank. During this time no water was observed in the clean -outs
in the trench or the crib. The test on the septic system was discontinued but the water flow on the well
continued with another 287 gallons. The well flow exceeded 4 gpm. The depth of the well was 92'
(from well log) with static water level at 88.6 and a draw down of 2.1'.
An excavator was contracted to look for and repair the clogged line between the tank and the leach field.
It was found that the line from the tank to the crib was corroded and separated. A new double clean-
out, and new line directly to the trench with a Zobel flow separator was installed.
On July 18, 1997 Denali Pumping precharged both the crib and trench with 1,000 gallons of water.
Water measurements immediately after were as follows: the crib had 11 ", and the trench had 17".
On July 25, 1997 the septic system was tested again for an absorption rate that satisfied the requirements
for a four bed room residence and passed. See attached sketch for further details of the work performed.
No guarantees can be assumed as to the continued life of the system due to the nature of changes that
can occur in water shed formations as a result of earthquakes and flooding.

26, BLOCK B, SUNSET HILLS SUBDIVISION
Dear Mr. Bowles:
We are hereby requesting a waiver for the sewer system on Lot
26, Block B, Sunset Hills Subdivision to have a portion of the
sewer system over the lot line between Lot 26 and Lot 25, Block
B, Sunset Hills Subdivision. We believe there are valid
reasons for granting the waiver as discussed below.
The portion of the sewer system in question has to do with the
old seepage pit installed in 1973 when one owner held both lots
25 and 26. The cleanout for the seepage pit was installed in
its center and now sits approximately 2 ft. into Lot 26. The
seepage pit was 15 ft. wide x 16 ft. long. This means that the
edge of the seepage pit extends 8 ft. +/- onto Lot 25. We have
prepared a drawing and an easement document for both owners to
sign and this will be recorded soon after we get signatures. A
copy of this information is attached.
We believe the waiver should be granted for the following
reasons:
1. The old seepage pit failed and was upgraded to a trench
in 1977 leaving the seepage pit to accept only about half
of the daily wastewater flow.
2. There are no negative environmental effects of granting
the waiver as the sewage system on Lot 25 is unaffected
by the system on Lot 26.
3. There is still adequate reserve area on Lot 25 for an
upgrade if it were necessary.
4. The encroachment also existed when Lot 25 was sold.

In re our telephone conversation of 0ovember 20, 1173.
On July 25, 1973, an 'Inspection wvq made of the sewer :and :later
facilities on the subject lot. At that time, the system sesped
to be functioning properly. Tho c€rnstruction of the well was
satisfactory and a water sample: was drawn for bacterial analysis.
The paperwork for the approval of the sewer and water Facilities
was put on hold until the wator sample results were received
from the State Lab.
On July 201, 1973, the results of the water sample were returned
to this office marked unsatisfactory. Therefore, the paperwork
was held.
On July 31, 1973, another sample was taken and this was also
unsatisfactory. Both samples wire shown to have Pseudomonas.
On September 7, 1973, tir. War Jenkins rQquested server and water
approval on the subject lot. At that time, he informed me he had
recently moved into the hoka and the sewer had hacked up into his
garage and the system was not functioning properly. He informed
me that the septic tank had not been pumped since the system had
been installed and that he had it pumped three times since he
moved in.
I informed for. Jenkins that the reason the system was not func-
tioning properly was probably because the system had not been
pumped in that length of time. I then told hime to have the tank
pumped and that I would hold the paperwork for a short time to
make sure the system was functioning properly. The water sample
taken on September 7, 1973 was satisfactory.
During the middle of September through mid-October, I was on
vacation and was not aware of any upgrade to the system. As of
this date, as far as this office is concerned, the sewer and
water facilities for the sub'ect lot are approved.
