cannot be grandted because:the well is too close to the
sewer system... .
The sewer system could possibly.be moved to the front
part of the lot without infringing upon any neighboring
wells.
If the sewer can be located in the front part of the
lot, a soils test will need to be obtained so that a permit
may be issued by this department.

This letter is written to acknowledge certain facts and our awareness of
these facts concerning IAT ONE (1) , BLOCK UTO (2) , ABBOTT IADP IVM z SUBDIVISION,
ANCHORML: REOORDING DISTRICT, ALASKA..
I. We are the purchasers of the above property.
2. We acknowledge that Mr. and Mrs. Bernard Schecter have advised us of
the following facts concerning the above property:
a) The earliest possible date that public sa,7er could become
available to this property would be two years from the
present date, i.e., September 1977; although no representations
or guarantees have been made to us that there would be public
sewer available to the above property on that date.
b) The existing well on the subject property is too close to the
on-site sem-r system, and does not meet the requirements of the
State of Alaska or the Greater Anchorage Area Borough concerning
accepted distances.
c) It is possible that contamination between the two systems could
occur at a future date.
d) Because of neighboring wells and on-site smer systems, there is
no way to relocate either the well or on-site system to conform
to State of Alaska requirements and the Greater Anchorage Area
Borough requirements for such systems.

Dear Ms. Sloppy:
Thank you for the plans and specifications and engineer' s report in
request of well regulation waivers for the referenced project under
your letter of July 22, 1983. The construction of the reference project
will consist of furnishing and installing approximately 4,661 linear
feet of 8 inch, class 50 ductile iron sewer pipe, 13 manholes - type A,
4 manholes - special type B, a sanitary cleanout and other related
appurtenances in the Abbott Loop Manor Subdivision.
The plans and specifications are approved for matters of concern to this
Department. However, it should be noted that the reference project does
encounter some water and sewer crossings. Specifically, no joint of
the new sewer pipe will be laid closer than 9 feet horizontal to the
centerline of any existing water line. Also, sewer and water crossings
will be laid to provide a minimum vertical distance of 18 inches between
the outside of the water main and the outside of the sewer pipe.
In accordance with Title 18 of the Alaska Administrative Code Chapter
72 (18 AAC 72.021,a) , a Mr. Mark A. Newell , P.E. , submitted a report
for ADEC's review and consideration to waive established separation
distances to construct, maintain and operate portions of Abbott Loop
Manor LID No. 132 closer to drinking water sources. More particularly,
construction of the referenced project will require a waiver to encroach
upon the well radius of seven wells adjacent to this project. In
recognition of the report and the plans and specifications for the
proposed sewer line, the following separation distances are approved
instead of that required in Table A of 18 AAC 72.021.
1 . Separation distance of seventy (70) feet between a private well
on Lot 2, Block 3, Abbott Loop Manor Subdivision and proposed
sewer 11ne.

well on Lot 1, Blcok 1, Jovon Subdivision and proposed Manhole
No. 11 .
The Department finds that the special manholes detailed in the plans
and specifications as an acceptable solution to the separation distance
problem between manhole and well . Within the special manholes, the
sewer line' s flanged pipe is mechanically sealed and gasketed to prevent
leakage of any sewage into the manhole. With the above 1n mind and by
reviewing the pertinent characteristics of piping material to be used,
the pipe' s most feasible alignment and limited soil information, this
Department finds the above separation distances as adequate protection
of the private water sources.
Please forward copies of the bid tabulations, the signed construction
contract and notice-to-proceed related to construction when they are
available.
This letter serves as written confirmation of the verbal approval given

Wastewater Utility (AWWI/), to obtain approval to construct,
maintain tend operate a portion of Abbott Loop Manor L.I . D. 0132,
Sanitary Sewer Project, closer to drinking water sources than
established separation distances specified in State Wastewater
Disposal Regulations. in request of a regulation waiver and in
Accordance with Title 10 of the Alaska Administrative Code
Chapter 80 ( 18 AAC 72 . 021 . d), Polnrconsult submits the following
report for your review and consideration.
There are A total of seven (1) private wells In question, all of
which are 6- inch diameter and greater than 100 feet deep. Fach
well serves the residents on the lot on which the well Is
located.
Within the subject well radius 75-foot "waiver" area, the ,ewer
pipe will be 8 - inch Ductile iron Pipe, Class 50, with n wall
thickness of (1 . 27 inches (6 . 9 Dull). The subject pipe has a
working water pressure of 350 psi plus a surge allowance of 100
psi . The particular sanitary sewer trunk Is a gravity system
which will be 0 . 0 psi Wor l inn pressure, making it ideal for
construction within the required well radials .

Within the 100 -foot wells radius "waiver" for manholes, the
ductile iron pipe will be Joined and sealed using flanged water
tight fittings ns shown on the plans for Special Type "B"

ninety-five (95±) feet from Manhole No. 6.

On A gravity system, there Is more static pressure on the outside
of the pipe than on the inside, thus giving more concern to
infiltration than exfiltration.
Ductile Iron pipe has a i i fe expectancy greeter than other
conduit materials because of its structural strength, resistance
to abuse, abrasive elements and corrosion.
When Polarconsult Alaska, Inc . contacted the various agencies
involved to obtain a dr I 1 1 1 ng log of the above referenced W0115,
only U. S . Geological Survey could provide a log which Is attached
for your review. It is considered typical of the wells In the
area by the local residents. It Is one hundred fifteen ( 115 )
feet deep, and is cased all the way to the aquifer.
Please note the sanitary sower trunk wi l l be separated from
underlying aquifurs by numerous layers of hardpan and clay
gravels .

of the well and septic applies only to the conditions as of the day tested. The flow and absorption rates may change due to subsurface
conditions that may not be observed from the surface, changes inland use, local soil characteristics, groundwater levels that may fluctuate
during the year and the water usage of the family being served by the system. The operational life of all well and septic systems are
subject to these various and dynamic characteristics and are outside the control of the
