based upon erroneouse information regarding public sewer

Subjects Lot 4 Block 2 Abbott Loop Manor Subdivision
In 1973, this department, errommmsri)B assumed a public
sewer line would be installed to serve the subject
property.
Since the sewer line installation never materialized,
an acceptable alternitive would consist of installing
a sewage holding tank (2,000 gallon capacity).
Due to the configuration of neighboring vewers and wills,
the holding tank appears to be the only feasible
facility that could be approved.

Dear Mr. Geleszinski:
The Greater Anchorage Area Borough Department of Environmental Quality
Inspected the sewer and water system for the existing single family
dwelling on the subject property. A water sample was taken the the
well construction was inspected. Both of these itei,s were satisfactory.
The existing sewage disposal systeri consisted of a cess pool. In
surveying the surrounding property, it was found that to properly con-
struct an approved sewer system for the subject property, at least six
(6) other serer and water systems on ajoining lots would have to be re-
located. lie feel that this is a tremendous injustice to place on tills
subdivision due to the fact that the Borough Public Works Department
has indicated that sewer would be available wltain two (2) years. We
have discussed this situatiou with lir. Kyle Cherry, Alaska uepartmant
of Conservation, and have a letter on the subject from him. 1te feels
the sar:e way that we do and that is, this system has functioned properly
without contaminating any water systems in the area and the sewer system
has functioned satisfactorily without requiring unusual or aboonaal
amounts of maintenance. We approve the water and sewer systems with
the following conditions. We will require that you as owner of this p
property escrow $350.00 to insure that tills house is connected to public
sewer when it becomes available. This amount has been given to us by
the Borough Public Works Department and is the maximum amount necessary
to insure connection.
This Department must also have a copy of the escrow agreemLilt. by a
copy of this letter we are notifying the Veterans Administration of our
approval and would hope that they will pass the infon.iation on to the
neer owner.

SUBJECT: Abbott Loop Manor Subdivision
Most of the houses in the subject subdivision were built
prior to 1968 (before the GAAB On -Site Sewer Ordinance).
Upon request, the on-site sewer and water facilities for
Lot 4, Block 2 of the subject subdivision were surveyed.
TFi-e sewer system consisted of a cesspool 71 feet from
the well. Bacterial analysis of the water proved to be
satisfactory.
While trying to figure out a solution to the problem, it
was discovered that the neighbors had similar problems as
you can see from the enclosed map.
It appears that if sewer systems were moved to gain the
required distances from a well, they would be too close to
other wells. GAAB Public Works has received a petition
for sewer for this area. A main sewer line is proposed to
be built in the area this year. In fiscal year 1975-1976
(next year), the latterals are proposed to be built.
The only logical solution to the problem may
