Field to Property Line Waiver Request
Dear On-Site Services Engineer:
The space available on this lot for a septic system replacement was extremely limited. Originally,
the waiver was approved for 1’ separation from the tank to the property line, and 6’ separation
from the field to the property line. After record drawing measurements were taken, the tank was
found to be slightly further away from the property line (2.1’) while not encroaching on separation
distances to the foundation. However, the trench went slightly past its approved distance of 6’ to
5.6’, in an effort to keep separation from the foundation. This being said, the field still will not be
encroaching on any other properties. For this reason, we request a waiver revision for 5.3’
separation to property line for the field.

Septic system design
Dear On-Site Services Engineer:
The owner of the above lot is replacing the septic system for their 2-bedroom home, so we are
submitting this permit application for the construction of a new septic system. The attached site
plan identifies the location of the home as well as the community well radius and septic location.
The ground surface on the lot is fairly flat, but right past the lot line to the north the ground level
drops about 6-8’; it appears that this neighborhood is built on fill, and the parcel to the north is
original grade. While this steep slope is less than 20’ from the trench, the design follows the steep
slope requirements of 15.16.210.B.4.a, including depth of pipe invert and preservation of natural
vegetation. Contours are shown on the site plan showing the grade and direction of the slope.
Due to the tiny lot area, it is impossible to fit a new system without encroaching on some separation
distances. We have been able to place the septic tank and field to be minimum 10’ from the
building foundation, but that puts them both within 10’ of the property lines. The tank on the north
side of the house is located approximately 1’ from the north property line, but does not threaten
the large commercial parcel to the north. The trench is located 6’ from the east ROW line. It should
be able to be constructed without undermining the roadway or having a negative impact on the
ROW. We request waivers for 1’ separation to the property line for the septic tank and 6’ separation
to the property line for the field.
In our test hole, we found that the material became cleaner and less silty with depth. We determined
a division at approximately 8’ where we called the material SW instead of SM. However, for safety
we did not get in the hole to perk that lower soil. We are confident that it will perk similar if not
slightly better than the siltier material above, and we request that this be considered as similar soils
for the purposes of this permit. We do not anticipate any difficulties with the bottom of the trench
only 2’ above this very subtle transition.

Stormwater drainage will not impact this septic system. The new trench will be constructed parallel
to the slope as much as possible. Wells on this and adjacent lots are shown. No conflicts exist
between this proposed system and any other well or septic system, whether on this lot or adjacent
lots. The new system will be a minimum of 200’ from the community well and 100’ from surface
water, and more than 5’ away from the septic tank. Please refer to the attached test hole log, plan
and profile pages for the septic design. If this design is followed, there will be no adverse impacts
to adjacent properties.

According to the records on file in this office, the SNOWCREST
VIEW NORTH Water System is in compliance with the State of Alaska
Drinking dater Regulations.
Please note that departmental records indicate that the public
water system was installed prior to the 1978 implementation of
the Alaska Drinking Water Plan Review regulations. No as—built
plans have been reviewed or approved by the department, nor are
any necessary. Since the system has submitted acceptable water
samples on a regular basis and received a satisfactory sanitary
survey evaluation by the department, the system is acceptable
under the standards in effect at the time of installation. An
official "Certificate to Operate" may be issued upon receiving a
complete set of as—built plans. Any expansion of the water
system after 1978 will require plan review and the issuance of a
"Certificate of Operation" permit.
