ABSORPTION TRENCH/DRAINFIELV INSTALLATION:
1. Excavate the proposed trenches to the dimensions shown on the debign.
The bottom o6 the excavation shall be within 2 inches o4 level. 14 the
s.idewa z o6 the excavation become smeared, they must be raked or
scacatched (roughed -up) be6ore gravel (sewer %ock) placement.
2. Once the gravel .is .installed, the distribution pipe .is to be .installed
levet with the per6orat.ions 4aeed downward. Grave.. is then to be placed
over the distn ibution pipe to provide a minimum o4 2 inches 04 cover
oven the pipe.
3. A s.%Lt barn ieA must be instatted between the 6.inal gravel .Layer and the
native soil back6itt. Ensure the 6i.?t barrier covers the entire gravel
6ur4ace be4o4e placing back6.iU.
4. Monitor tubes shall be o6 6our (4) �-_'neh diameter and installed
approximately .in the locations shown on the design. The portion o4 the
moniton.ing tube extending through the gravel shall be per4orated 6rom
the bottom o4 the trench, to the .invert o6 the distribution pipe. This
.is equivalent to the e66eetive depth 06 the gravel as noted on the
design.
5. Back6iU aver the 6inaL gravel layer must not be less than twenty -hour
(24) .inches. Insutat.ion must be .insta.Pted when the back6iZe depth .is
less than thirty-six (36) inches. The 6.in.ish grade, over the trench mint

MINIMUM MATERIAL SPECIFICATIONS:
1. Any septic tank proposed 6or instattat.ion must be constructed by a
Municipally approved septic tank manu6actu4er.

Dear Mr. McPherson:
As per your request, a soils investigation was performed on the above
described lot on 4/7/81 and 4/8/81 for the purpose of determining the
suitability of the lot for on-site sewage disposal.
't'ne test hole was dug to 16 feet in the lower northeast corner of -the
lot in a gradually sloping area approximately 15' - 20' lower than the
proposed building area. (See attached location sketch). This change in
elevation will provide sufficient gravity flow to utilize any area within
the test hole profile for the absorption area.
Therefore, the perculation test was performed in the most logical and most
probable area of absorption between 4' and 8'. The perculation test

was performed in accordance with the Mn-ity of Anchorage's
recommended standard procedures and was determined to be: 16 Min./inch.
This perculation rate requires a design absorption area of 190 square feet
per bedroom.
I would, therefore, recommend that your system be installed between 4' and 8'
in the area tested and that 190 S.F./B.R. x 3 B.R. = 570 square feet of
absorption area be provided.

Approval (HAA) based only upon'the representations given in paragraph 5 by an independent professional civil
engineer registered In the State of Alaska.'Cerfiricates of Health Authority' Approval are required for the transfer of
title (except between spouses) for properties served by a single family on-site wastewater disposal and/or water
supply system. DSD also issues HAAs upon request to homeowners. Certificates of Health Authority Approval are

Mike Lewis of Alaska Department of Environmental Control and our
telephone conversation of November 1, 1985, sets out the catch --22
situation my clients, Bruce and Kerry MacPherson find themselves
i_n, and asks for your i.ni.:i.al.s i_o verify that: this letter accur-
ately reflects your znput. and perceptions.
Mr. and Mrs. MacPherson own ho L-. 1., Block K, Knzk Subd_vi--
s.1.on, fzontirrg on Ridgewood Circle. About a week ago, the
Anchorage Munici.paity's Public Works Department had a ditch and
culverts pt.it it) along the edge of Ridgewood Circe' s right-of-way
fronting My c1tent.'s home„ This ditch -.s appa.rc�ntly inLended to
carry away water run --off w1hi_ch crosses Lots 3 and 4, Knik Heights
Subdivis__or! from .Ba.i.nbridge Road and other higher ground. The
MacPherson property has tic) drainag_c_. problems whatsoever, and 1,9,

"creek". As uch, 1t. could trigger the Anchorage Mun.Lepa.lity's

briefly carry run-off during break --up in the spr3.ng. Thus, Mr.
and Mrs. MacPherson are caught between the State's bureaucratic
apparatus and the Muni.cipal_ity's.
After a week of many phone calls to State and Mun:i_ci.pal
officials and politicians, those who are in rauthori."ty and under-
stand the problem (the Macphersons need a health certificate for
their well and septic to sell their house next:. spring) are tell-
ing me "I -hat the MacPhersons need not worry, Mr. Lewis reassured
me that: Lot 1 would not: have pr.oblenrs c;et_t.i.ng a health certifi-
cate since it had no obvious problem with potentially contami.-
nated Surface water run o[ -F, and In ai?y Cas(:, tC)t 1'S septic
system was far ei"lough away and at an elevat:i.on "t.hat prevented any
real problem due to the n(aw ditch, Stave Morris of the Depar.t-
mont. of Health and IIurnan services, who physically investigated
the site with Mr. Lewis,.nd.i-Gated t flat. Mr. L(.wi.s had told him
the same thing you told me. Since the mun:icipali.t.y's enforcement
of State laws and regulations deponded in this case on D.E.C,'s
approval, he also felt that the MacPhersons would experience no
difficulties getting their:- well and septic system a health certi-
ficate. This assurance, of course, assumes that the MacPhersons'
septic system .is properly functioning and meets code requirements
in other respects.
This reassurance is what my clients need. So .Long as they
will not have problems selling their home in 1986, they are riot
at all inclined to be liti_gous. We will rely on the Municipal-
ity's representations to forebear ini.ti.ating an action through
the courts.
I would appreciate a signature and date from you, Mr. Lewis
and Ms. Oswald, .i.f_ the facts as I set them out above are accurate
as you know them at this time. Please return a copy of the
signed letter to me.
