The property is currently served by a community well and private septic system consisting of 1,500-2,800-gaUon concrete septic tank and a seepage area consisting of 3-4 log cribs installed in approximately 1965 and 1970 and a leach field install in 1980. The septic system is failing and requires upgrades. The new septic system will consist of a new 1,500 -gallon septic tank and trench type drain field to service an existing 4 -bedroom duplex residence. Following is a summary of site characteristics and basis of design: 2. Soils: See the attached soils log for complete soil profile and classifications (primarily GM -SM), percolation test results (50 -minutes per inch), and ground water monitoring (no water encounteredattinneofexcavation,nognpundvvatermeasuredatl8.5-feetbe|ovvground surface onAugust 1l,2Ol8and January IS,ZOl9). 2. Surface Waters: No surface waters exist within lOO+ feet of the property and proposed septic area. 3. Topography: The site isflat with nogeneral slope. 4. Community Well: the property is serviced by a community well with a 200' separation. Due to site constraints, portions of the deep trench drain field will be within the 200 foot well separation. The design has changed and the previously granted waiver is \.7 -old. The latest design submittal documents are attached. The waiver requested included the following justification why the lesser separation does not threaten public health: 0 relatively deep well of 147 -ft to the bottom of casing for water collection-, 0 Two separate layers of clay, the first a 40 -ft thick layer, and the second a 30 -foot thick layer that should act as an aquitard; • It appears the groundwater gradient would generally carry contamination away from the well. Surface topography and conditions between the subject well and encroachments slope away from the well and are developed with lawn, trees, fencing, and a road way; • The drainage trenches will be located about 10' further away from the subject well than the existing drain field, the proposed septic tank replaces an existing concrete tank, and the new tank location is fully outside the 200 -foot radius; • From April 2009 to December 2018, source water sampling results for combined nitrate - nitrite or nitrate concentration rose from 1.65 mg/I to 2.14 mg/l. This suggests that the well is minimally influenced by septic system exfiltration, decomposition of organic matter in the soils, and/or erosion of natural deposits. Despite this, combined nitrate -nitrite and/or nitrate concentrations remain well below the 10 mg/I Maximum Contaminant Level; • From February 2010 to December 2018,Total Coliform Rule sampling for total coliform ('I'C) and e. coli (EC) found no TC nor EC positive events; The modified requested waiver for the proposed soil absorption system is a 38 -foot reduction from the required 200' down to 162'-0", changed from the previously approved 32 -foot reduction to 168'- Seth eth Andersen,, P.E. 2 January 31, 2019 0" (see letter dated 1/9/19, attached). The requested waiver for the existing soil absorption system of a 44- foot reduction to 156'-0" feet is null, as the latest design will disconnect and abandoned in place the existing soil absorption system. Reguest: The required separation distance from the Community Water System to wastewater disposal systems is 200 feet per 18 AAC 80.020 Table A. The requested waiver for the proposed soil absorption system is a 40 -foot reduction to 162'-0" and the requested waiver for the existing soil absorption system is a 44- foo1reduction to 156'-0" The existing system isfailing and inneed ofanupgrade. The property has limited area available for a new soil absorption area due 1othe well radius, existing paved and drive areas, nnininnunn separation to property lines, foundations, private water lines, and existing absorption field. The location requested and shown on the attached site plan is the only area that can accommodate a new absorption field on property. The existing absorption field for this property is entirely within the 200' well separation radius. We are requesting a waiver to maintain this existing absorption area as a reserve and back up. The proposed septic system for this waiver request is down gradient from the Community water source and at a lower elevation than the well head (approximately 10-15' lower) The well head is protected inside a well house. The well house is elevated in relation to the adjacent road by approximately 24" and the road is a 360 -degree round -about encircling the well house. Overflow from nearby septic systems are very unlikely tocontaminate the water source. Communitv Water Source: The DeArmoun Community Water System services 25 individual properties 5ofwhich are currently vacant land. At the time the well was installed it was approved with I20 -foot, 80 -foot and 40 -foot separations radii. per Records obtained from AKDEC the well was installed in either 1964 or 1971 and 167' or 190' deep. The well is cased to about 147' or 190' with the pump at the bottom of the cased hole. Well logs for this well and other nearby wells indicate water is encountered at depths ranging from 90' to 180' deep. Well logs indicate the soil profile alternates between layers of silty sand and gravel, sand and clay, clay and hard pan. A 30 to 40 -foot thick confining layer of clay is encountered between 45-feetto95-feetbelow grade. Proposed Improvements: The proposed system will consist of a 1,500 HDPE 2 -compartment septic tank and 2 parallel trenches which will be 40 -feet long by I2.5 -feet deep with 8.5 -feet of sewer rock below the distribution piping. A test pit and percolation test was performed onAugust 3 m ,2Ol8.The test pit was dug tol8.5-feetdeep. Soils encountered were silty sandy gravel with cobbles and boulders. Ground water was not encountered during excavation or observed in a monitoring tube. A percolation test was performed at 6 feet below grade. The percolation rate was 50-rninutes per inch. Due to the size of the property, location of the building, utility easements, number of water service lines crossing the property, location of existing and previous septic areas, and required separation distances; 10 -feet from property lines, 10 -feet from building foundations, and 10 -feet from underground water service lines, the proposed location is the only spot on the property that can accommodate the proposed septic tank and soil absorption area. An advanced wastewater treatment system (such as Adventex) was considered for this site in order to reduce the concentration of potential contamination and reduce the size of the absorption field. However, based on the site constraints discussed above, a waiver ofthe required separation distance would still be required for an advanced wastewater treatment system. Additionally, because natural protection of the well head by topography, the presence of impermeable soil layers protecting the drinking water source, and the potential contamination being down gradient from the drinking water source, an advanced wastewater treatment system is not justified for further protection. Potential Sources of Contamination: Seven properties have soil absorption areas entirely or partly within the 200' well separation distance and have been operating assuch for 4O+years. The Community Water Source istested annually for contamination from sewage and animal waste (coliform, e. coli, nitrates) and other naturally occurring minerals. No testing has detected contamination from sewage. Over the duration of collecting data, nitrates at this drinking water source are below 2.Oppm and have shown only very slight increases. The depth of the cased well, impermeable soil layers (hardpan and clay) above the well intake, and the gradient of ground water from east to west (mountains to Cook Inlet) protect the drinking water source from contamination from nearby septic absorption areas. Nitrates are showing very slight increases however, coliform and e. coli have not been detected and nitrate increase could be attributed to natural erosion and the mass of septic absorption systems up gradient from this well. We believe the requested waivers for a new and existing absorption system should be granted and the risk of contamination to the DeArmoun #2 Community Water System (PWSID 211936) is unlikely for the 1. TEST RESULT: This system is lacking easy access for pumping and monitoring. It is my—recommendation that the tank be pump__eddaagaain in the near uture so that most of the grease— can 6e removed. A stand nine should be in- stalled at the end of the drain field, and the location of the access manhole to the tank permanently marked.
