Box 196650 Anchorage, Alaska 99519-6650 Subject: Upgrade Sewer Permit - Eagle Crest S/D, Tract B, Lot 28 Gentlemen: On April 15, 1998, we excavated a testhole for the subject property. The results of this test and water monitoring are attached. We propose to install a 5' wide shallow trench. The testhole indicated water at 10.5' during our excavation and at 10' after monitoring one week. Additional fill will be placed over the system to provide a minimum of 3' of cover when complete if required. There is sufficient area for the primary within the radius of the testhole for the four bedroom single family residence. The existing filed will be retained and a diverter installed for possible future usage. The existing tank will be abandoned in place. Due to well radii the trench was split with a variable flow splitter placed between them. Lots are served by either public water or individual well. The subject lot is served by public water. There are no public or private wells within 200' of our proposed system location. There is neither surface water within 100' nor any known curtain drains within 50'. The average life of an asphalt coated steel septic tank is 20 years. Typical replacement costs are $10,000 or more, not including engineering, surveying or MOA permitting fees. Box 196650 Anchorage, AK 99519-6650 Subject: Response to Concerns for COSA Approval — EAGLE CREST 91 TRACK B LOT 28 In the process of approving a COSA for the subject lot, you raised concerns in regards to separation distances of the on -site septic field to the property line based on clean out locations provided by the survey we provided dated March 15, 2024. Per your request, this letter is to respond to these concerns and provide additional context to the situation. The septic system was installed May 28, 1998, with the edge of the field installed 10' from the property line and outside the utility easement. The field was installed by Walker Construction who at the time, had the field staked prior to excavation. Since 1998 multiple changes to the property appear to have occurred based on record documents, the extent of which we are not fully aware. However, based on record documents they appear to include, additions to the house, moving the FCO, and a fence being installed over a portion of field and on top of CO (G). On March 6, 2024, we conducted an adequacy test and our results and observations were provided in the COSA dated March 8"' along with a copy of a survey of the property. Since that time, you have raised a number of concerns for which we have tried to respond to in an attempt to expedite the issuance of the COSA which as you are aware is time sensitive. In particular you noted correctly that the survey CO (G) and CO (H) as marked on the 1999 as -built septic drawing did not match the 2024 survey. We provided you additional information and photographs which showed that the CO pipes were both at an angle (approximately 24" and 4.1" respectively) from their original locations. Measurements and calculations of these angles indicate that the distribution line location is 29.97" and 23.03" from the easement. However, CO's locations, while they can be an approximation at times, do not provide a definitive location of the field. Based on the records, observations and calculations to date these CO pipe locations are within the variables that occur during septic field installation.
