Septic System Permit Upgrade Request
Conditional COSA Request
Ladies and Gentlemen:
I am writing to request a permit to construct an upgraded septic system be issued for this property as well as
the issuance of a conditional COSA for an upcoming sale. The proposed systems will serve an existing
three-bedroom house. Currently the lot is developed. The lot is served by a private water supply. The
existing septic system shall be abandoned in place per code. The surrounding developed lots are served by
private water systems and community water system. The private wells are located over 100 feet from the
proposed soil absorption system. The community well is located over 200 feet from the proposed upgrade.
1. COSA. The Owner is in the process of selling this property. The existing system was located and
inspected. The system was tested for operation and was found that it could not accept the required 150
gallons per bedroom per day (450 gpd). The system is able to absorb approximately 10 gallons per day. The
intent is to install an upgraded septic system in the spring of 2008. The septic tank and drain field will be
pumped approximately every two weeks to keep the sewage from day -lighting on the ground. Funds for the
pumping and installation of the new tank and field will be escrowed at the time of the sale.
2. Soils. A single test hole was excavated by Eagle River Engineering Service in June of 2000. See the
soil log on file with your Department. A complete design was submitted and approved at that time. Ground
water was monitored for seven days. No ground water was monitored to a depth of 20 feet below ground
level after the monitoring period. Bedrock was not encountered in the test hole. It is my opinion, based on
the results of the percolation tests and overall soils appearance; an application rate of 0.6 gallons/day/square
feet should be used, using a conventional treatment system.

4. Surface Water: There is no surface water within 100 feet of the proposed septic tank and the
existing drain field. The proposed drain field upgrade will maintain at least 100 feet from all surface water
and drainage ditches.
5. Topography: The average topography in the area of the proposed septic system is approximately 8
percent based on the survey information. The proposed upgrade is located on top of a knoll on the lot. The
proposed installation will be greater than 30 feet from the shoulder of the steep slopes. There is a 20% slope
at the approximate property line. The slope is only eight feet tall. The system is buried six feet below ground
level. Extending the effluent discharging from the proposed system the 30 feet away will not day -light at the
toe of the slope.
6. Lot Line Waiver: I am requesting a lot -line waiver along the north property line to zero feet.
Granting this waiver will not adversely affect the neighboring lot to the north's future development as it is at
the intersections of two well radiuses.
7. Drawing Markings: The Drawings are marked "For MoA Review Only". When written notification
that the review is complete and that there are no further comments is received from MoA On -Site
Department, the note will be removed and "Issued for Construction" drawings will be issued.
The proposed installation will not affect the future development of the surrounding or existing lots. There
are no wells or septic systems within 100 feet of the proposed septic location.

Narrative & Permit Application
Dear Mr. Cross:
The proposed septic upgrade/well and septic system will have very limited impact on adjacent properties
for the following reasons:
The surrounding lots are small but have wells and septic systems located so as to allow
sufficient room for septic sites. This is an established subdivision and there is no other
place on this lot for a septic upgrade.
2. Immediate neighboring septic systems are all +30' distance.
3. Reserve space is adequate, due to absorption capacity and lack of water table. This is the
second system for this lot and a diversion valve will be installed to retain the existing
system.
4. Drainage will not be affected and is not a major consideration in our design. Distance to the
road embankment of 35' is not considered a problem as the slope is fully vegetated, the
proposed design is very deep and the exist;ug system is located adjacent to the slopewith ne
detrimental effects.
The duplex well on the lot to the north of our lot (lot 4 Blk I Williamson) is located within 100 feet of the
existing septic system on this lot and will be 100' from our proposed upgrade. This is a class C well and
has received a waiver of separation distance to several septic systems surrounding it including the septic
system on its own lot. I have included the pertinent ADEC paperwork. We are requesting a waiver of the
standard lot line setback of 10' to 3' separation on the North Lot line, we do not see any detrimental
effects to granting of this separation waiver. If you have any questions please call our office at 694-5195.

SPECIFICATIONS FOR ON-SITE SEPTIC SYSTEM
LEGAL: Lot 4A, Blk 2, Williamson Subdv.

A. GENERAL
1. The well and septic plan are for a single family residence only.
2. The drawing and or site plan shall be a part of this specification.
3. All materials and workmanship shall meet the Anchorage Department of health and State
Department of Environmental Conservation requirements.
4. All soil tests are advisory to the design and are to be verified or modified in the field by the engineer.
5. All excavations and depths are advisory and are to be verified in the field by the contractor to meet
Municipality of Anchorage, Department of Environmental Conservation requirements.
6. It is the responsibility of the owner to obtain all necessary permits or easements and to locate any
adjacent multi -family wells.
7. The excavation is to be exactly in the area shown on the site plan, any deviation requires engineer
approval.
8. It is always recommended that a surveyor locate the nearest lot line position and the location of any
easements.
B. SEPTIC TANK/LIFT STATION
1. Septic tank shall be 1000 gallon tank of MOA approved construction.
2. Existing tank is to be abandoned by pumping, crushing and filling with compacted clean earth
material.
C. TRENCH
I. The existing sewerline from the house foundation cleanout to the new tank is to be replaced with
PVC piping at a minimum grade of 1 %.
2. The trench bottom elevation is to be adjusted to meet gravel depth specifications. The bottom of the
trench shall be level, plus or minus 1.5".
3. The total depth of the trench excavation is not to exceed 16' at any point.
4. The effluent line is to tie into the line that leads to the ekisting trench using a Bull Run type'diverter
valve. The effluent line within the new trench shall be laid level within 0.03'.
5. The trench gravel is to be covered with rypar fabric material.
6. Soil or combination of soil and extruded board insulation to a depth of 3' or equivalent is to be placed
over the leachfield.
7. The area over the trench is to be finish graded to prevent ponding of surface water runoff.
8. The septic tank and leachfield must not be closer than 100' to any existing private well, 150' to the
Class "C" well on lot 4, Blk I, or 200 feet to any community well.
RECOMMENDED LEACHFIELD DIMENSIONS:

The original water and wastewater systems on the applicant's lot were installed in 1972. At that time
the well was approved as a semi -private well to serve a duplex, it was again approved in 1982 as a
community well ( see Appendix B). The original wastewater system consisted of a septic tank and
seepage pit. The septic tank separation was approved at "80 feet +" from the well and the seepage
system was approved at 128 feet from the well. The absorption trench was added at a later date (See
Appendix B) for which there is not documentation. It is approximately 120 feet from the well. The
nearest three neighboring wastewater systems are between 100 and 150 feet from the well. Lot 3 Block
I was built in 1971 but its first recorded approval was in 1973 The Lot 4 Block 2 system was installed
1975 and the Lot 5 Block 1 system was installed in 1983 (See Appendix H)
JUSTIFICATIONS FOR WAIVER
The on-site septic system, as approved in 1972 and 1982 has failed Because of the size and geometry
of the lot there is no other location to construct a new on-site system
The applicants lot is typical of many small hillside lots, where placement of systems is severely limited
by the lots' own small size, neighboring systems in close proximity, steep terrain, variable glacial tills,
and lack of availability of public sewer systems Inspite of these constraints, the applicants "Class C"
well has operated for 26 years with no record of water quality problems The lot does have the
advantage of a deep water table that generally slopes down from the well to the absorption area
Though we are proposing to change the original wastewater system, the work we do will improve the
system efficiency and decrease the potential impact on the property's "Class C" well. The design we
propose is in the same vicinity as the old system, and will be over 100 feet from the well.
The proposed system consists of two deep trenches 17 feet apart on center with a 7 feet effective depth.
This design is based on the assumption that the receiving soils will be in the 1-5 minute / inch perc
range, requiring 750 square feet of absorption area There is sufficient room to extend the trenches if
conditions warrent.
Alternatives to the pair of deep trenches were considered, but were refected. Shallow beds or trenches
would have required more space than was available in the area bordered by the northwest and southwest
lot lines, the 100 foot well setback and the existing seepage pit. A single deep trench along the back
lot line would have come very close to the old seepage pit. The trench also would have been only 15
feet from the neighbors' seepage trench and close to the mtermitent surface runoff Swale that runs along
the northeast lot line.

Gentlemen:
We are submitting herewith the test boring results and our co~nents
regarding soil conditions encountered at the subject slte. This
investigation was performed in accordance with your request of April 21,
1975, and those procedures outlined in a letter dated December 19, 1974,
by Mr. Rolf Strickland of the Greater Anchorage Area Borough Department
of Environmental Quality.
A single test hole was put down within Lots 4 and 29 for the purpose of
defining general subsurface soil conditions for the proposed sanitary
system. Excavation was accomplished with an auger type drilling rig and
the test holes were extended to a total depth of 20 and 19 feet below
ground surface. One sample was recovered from each of the test holes and
retained for grain size analysis. The results of these samples are
enclosed. The final log prepared for the test hole has been included
in Drawing A-ol.
Ground water was not encountered in the test holes.

A water sample revealed a nitrate concentration of 5.44 milligrams per liter (mg/L).
The Environmental Protection Agency (EPA) has established a maximum
contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While
private wells are not subject to this regulation, EPA standards are based on existing
health information and can therefore be used to gauge the relative quality of water
from private wells. Please see the attached "Nitrate Fact Sheet" for important
information regarding nitrate.
This advisory must be attached to all copies of the subject Certificate of On -Site
Systems Approval.

Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate
is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells.
SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of
ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the
oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners,
food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil.
TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years but is
associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of
young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood
stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry
oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the
concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered
from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization.
TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home
water treatment systems such as softening, or iron filtration does not readily remove nitrate. The best
method for limiting nitrate in well water is source control. This can include avoiding overdosing of
fertilizer near the well and maintaining good separation distances between septic tank leach fields and
the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged
ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate.
TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a
spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect
the activity of nitrate in water. This laboratory uses several different wet chemical methods approved
under the public water supply laboratory certification program. They also have test kits available, which
the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can
monitor the change in nitrate levels from their well. They recommend comparing the test kit results
against a certified analysis from the lab occasionally to verify the accuracy of the kit. We recommend
using a specially prepared bottle that has been rinsed in hydrochloric acid for collecting samples.

Dear Mr Henderson:
The Health Authority submitted to us on November 10, 1986, will
not be approved for a three bedroom house. Until it can be
demonstrated beyond any reasonable doubt that the soils in
which the trench is looated are rated less than 150 square
feet/bedroom and the trench is adequately sized for a three
bedroom house, this will be the D.H.H.S. position.
The Waiver of distance from well to seepage pit does not have
to be approved again unless an upgrade of the existing septic
system occurs. ·

Sewer Absorption System Adequacy Test

Dear Mrs. Overvold:
At your request I have performed an adequacy test of the sewer absorption
system on the above referenced property and offer this report of my
findings.
The test was performed by first pumping the 1000 gallon septic tank and
then adding water directly to the absorption field at a rate of 4-6 gpm
until 450 gallons (the 3 bedroom daily load) had been added while
monitoring both the septic tank and 0rainfield levels. This was repeated
for 2 consecutive days. The results of the test are tabulated below:

A review of the test results indicate that the absorption system is
functioning adequately for a 3 bedroom home even though the size of the
system originally installed was based upon 2 bedrooms only. This indicates
that the original soils test performed may not have been an accurate
indication of the absorption capabilities of the soils surrounding your
system as installed.
The well was flow tested at the same time and found to deliver a steady 4
gpm for 2 hours on two consecutive days providing an adequate daily supply
for a 3 bedroom home. The water analysis for coilform was found to be
satisfactory. As you know your well is 94' from the seepage pit on Lot 5
Block 2 Williamson which requires a waiver.
In conclusion, the test results indicate that the well is satisfactory and
the absorption system is also functioning adequately for a 3 bedroom home
even though it is sized for a 2 bedroom home only.

requirements have been granted for the subject lot.
The separation distance between the seepage pit and well on the
subject lot has been waived to 90 feet. The separation distance
between the well on Lot 4 and the seepage pit on the subject lot
has been waived to 94 feet.
These waivers are valid for the existing septic system only. Any
upgrade or enlargement of the septic system on this lot is not
covered under this waiver.

On March 24, 1983 our company collected a water sample from the house
located on Lot 4, Block 2 Williamson Subdivision. The property owner is
Henry Newton. The water analysis was satisfactory.
The well has a seal and the casing stands approximately three foot above
the ground. The electrial wires are completely enclosed in metal
conduit. All the standpipes are capped.
The well is located 100+ feet from the septic tank. The results of the
bacterial test for the water is attached.
