SPECIFICATIONS & DESIGN GUIDELINES
Wastewater System Sizing: This is an existing 4-bedroom, single family home. This is a
developed subdivision. A new trench is planned + new 1500 gallon septic tank. The
existing seepage pit to be connected via diverter valve. No adverse impacts are expected
from trench/tank upgrade. No conflicts to the other lots will take place by this septic
system construction upgrade. A previous soil test reveals ML material. An application
rate of 0.6 GPD/FT2. Trench Length = 1000 FTZ/(7.5'x 2) = 67' trench, 7.5' effective. A
new 1500 gallon septic tank will be installed; Decommission old tank per UPC.
Easements depicted in the area, public water serves these lots. Lot line waiver to
1 ' requested due to limited area. 11 ' trench depth requested due to no bedrock,
evidenced by soil test.
Specification Requirements: All components and work must comply with the
Municipality of Anchorage Specifications (AMC) & State of Alaska Drinking Water
Regulations and Wastewater Regulations.
• Two compartment, New 1500 gallon septic tank. Install Double Cleanouts & DV.
Decommission old tank per UPC. MOA-Spec Material Under Tank.
• 10' minimum between the tank trench, tank to house. 1 ' waiver to property line from
trench requested.
• 3' of cover or insulation is required for trench; 2" Minimum thickness for insulation
can substitute for 1 ' cover.
• Tank & solid pipe must be set on well compacted, stable soil.
• 4 inch diameter cleanouts with airtight caps are required 1 ' to 4' from foundation
wall, prior to any 90 degree bend in 4 inch line, in each tank compartment, and two
adjacent opposing cleanouts between the tank and the absorption field, not more than
10' from the tank positioned to provide cleanout access towards the tank and towards
the absorption field.
• All cleanouts must extend to at least ground level.
• In solid pipe runs, ASTM D-3034 may be used in lieu of cast iron.
• Trench to be placed level, minimum of 4' to groundwater, 6' to bedrock from drain -
rock.
• Drain rock to be to 2" screened, distributed uniformly throughout the trench.
• Perforated pipe to be installed level with perforations down.
• Silt barrier (filter fabric) to be installed above the drain rock.
• Smeared trench sides must be raked or scarified before drain rock placement.
• The finish grade must be mounded to promote drainage away from trench.
• Insulation must be placed over any pipe installed under driveways or parking areas.
• Approved pipe materials include cast iron, PVC ASTM D3034, PVC ASTM F789,
ABS ASTM D2661,
• Sewer Service Line is minimum 2% slope.
• Septic Tank to be pumped every two years or when required.

When applying for a new permit, the fees are: $320.00 for a wastewater permit and $120.00 for a well
permit.

Ref: Septic Upgrade Design for Heritage Hills Subdivision; Lot 1, Block 5
To whom it may concern:
The existing four bedroom house is currently served by a community well and on -site septic
system. The septic system is grossly surcharged and is currently surfacing effluent. Two test
holes were excavated south/southeast of the existing septic system. The proposed septic system
will be designed within the 30 foot radius of test hole #1. Per the homeowner's request, the
upgrade is to be designed for a six bedroom residence. We are proposing that a Biocycle unit
and a deep trench type drainfield be installed. We request that you expedite the issuance of this
permit due to the current health hazard. Comments regarding the proposed design are
summarized as follows:
1. SOILS: Attached are logs which shows the soil classifications, groundwater monitoring, and
the percolation test results. The soils below the organic layers are a ML material to a depth of 17
feet in TH#1 and to a depth of 17 feet in TH#2 (bottom of test holes). No groundwater was
encountered during the excavation of the test holes. Two percolation tests were performed in
TH# 1. The upper bench was performed between the depths of 2.5 feet to 3.0 feet which had a
percolation rate of 13.3 minute/inch. The lower bench was performed between the depths of 7.5
feet to 8.0 feet which had a percolation rate of 16 minute/inch. Two percolation tests were
performed in TH#2. The upper bench was performed between the depths of 3.0 feet to 3.5 feet
which had a percolation rate of 24 minute/inch. The lower bench was performed between the
depths of 7.5 feet to 8.0 feet which had a percolation rate of 240 minute/inch. It is our opinion
that due to the overall appearance of the soils, and the use of a Biocycle treatment unit, an
application rate of 0.9 gallon/day/ft2 should be used (50% drainfield reduction and 60 min/inch
soils)..
2. TRENCH DESIGN:
a. Percolation Rate: 13.3 & 16 minutes/inch
b. Allowable Application Rate: 0.9 gallons/day/ft2

3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed
upgrade.
4. TOPOGRAPHY: The average topography in the area of the proposed drainfield upgrade is
generally flat. The natural topography has been altered from what is seen on the topographical
drawing. The west end of the property has a slope greater than 15%. Because of this, the
proposed drainfield location is on the southeast end of the lot.
5. LOT LINE WAIVER: We would like to request that your department issue a property line
waiver on the subject property for separation between the drainfield and the south property line at
one (1) foot. There are no wells, septics, or water lines that have been encroached upon. We do
not anticipate any adverse effects by this waiver.
I am unaware of any adverse impacts this installation would have on adjacent wells or septic

I am writing in response to a complaint registered with our Community Council regarding
the health hazards and occupancy of a home occupied by Mr. Vladimir Kalichevskiy on
the NW corner of Tracy and Huffman. The legal description for this property is Heritage
Hills Subdivision, Block 5, Lot 1. 1 was unable to contact the homeowner, as their
phone number appears to be unlisted.
Apparently this has been a longstanding problem and poses serious life and health
safety concerns to the immediate neighbors and community. The property is a single
family dwelling in an R-6 zone yet is reportedly being utilized inconsistent with the zoning
for multi family housing. The property was to be pumped weekly, so there should be
some record of this activity, in any case it is not acceptable to have raw sewage
contaminatina the area. Per the following 1 would appreciate y our thounhts on ho.ti, best
to immediately remedy this situation.
"NUISANCE, HOUSING AND NOISE ORDINANCES - Among public nuisances
prohibited by Title 15 are abandoned and unoccupied buildings which are open to entry,
attractive nuisances such as dangerous excavations, improper disposal of garbage,
overflowing dumpsters, litter and trash on private and public property, sewage
discharges, and unsightly premises. A code enforcement officer conducts on -site
investigations and enforces public nuisance ordinances."
