A new house and wastewater system are planned for the subject lot. The test hole showed
excellent sandy gravel to 16.5 ', and a low groundwater level. The design calls for a new trench,
new septic tank & private sewer lines. Private water wells serve the area lots and are shown in
drawings. An existing Class C well is present on the lot. Lot is level terrain.
Please review the wastewater system design & water well location for the single family home. I
have included design plans & specs, design guidelines, & soil tests. If there is need for additional
information or clarification please give me a call.

SPECIFICATIONS & DESIGN GUIDELINES
Wastewater System Sizing: This is a new 4-bedroom, single family home. This is an
established subdivision and most of the neighboring lots are developed. These lots are
large and are served by private water wells & Class C wells. No adverse impacts are
expected from development. No conflicts to the other lots will take place by this septic
system and water well construction. The easements are located on the drawing and are not
encroached upon. Soil tests revealed silty sandy gravel soil. An application rate of 1.2
GPD/FT2 with 0.5 reduction factor for utilizing a 5' wide trench. Trench Length = 600
FT2/5'x .5 reduction factor -- 50'; 1 line ~ 50'. No bedrock was encountered.
Monitoring revealed groundwater ~ 16' in TH 1.
Specification Requirements: All components and work must comply with the
Municipality of Anchorage Specifications (AMC) & State of Alaska Drinking Water
Regulations and Wastewater Regulations.
· Two compartment, 1250 gallon septic tank. Watertight couplings on inlet & outlet.
· 5' minimum between the tank and bed. 10' to property lines.
· 3' of cover or insulation is required for trench; an equivalent of 1" insulation for
1' foot soil cover.
· Tank & solid pipe must be set on well compacted, stable soil.
· 4 inch diameter cleanouts with airtight caps are required 1' to 4' from foundation
wall, prior to any 90 degree bend in 4 inch line, in each tank compartment, and two
adjacent opposing cleanouts between the tank and the absorption field, not more than
10' from the tank positioned to provide cleanout access towards the tank and towards
the absorption field.
· All cleanouts must extend to at least ground level.
· In solid pipe runs, ASTM D-3034 may be used in lieu of cast iron.
· Trench to be placed level, minimum of 4' to groundwater, 6' to bedrock from drain-
rock.
· Drain rock to be ½ inch to 2 ½ inch screened. Drain rock to be distributed uniformly
throughout the trench.
· Perforated pipe to be installed level with perforations down.
· Silt barrier (filter fabric) to be installed above the drain rock.
· Smeared trench sides must be raked or scarified before drain rock placement.
· The finish grade must be mounded to promote drainage over the trench.
· Insulation must be placed over any pipe installed under driveways or parking areas.
· Approved pipe materials include cast iron, PVC ASTM D3034, PVC ASTM F789,
ABS ASTM D2661,
· Sewer Service Line is minimum 2% slope.
· Septic Tank to be pumped every two years or when required.
· Insulation board to be extruded direct burial polystyrene (Dow Styrofoam HI/equal)

SITE NARRATIVE
Project: Eagle Park Subdivision, Lot 3
This project consists of a single lot (150' x 287') of 43,000 square feet. The
proposed septic system is for a three bedroom, single family residence. Existing
septic and residential wells service the lots to the south. A 100 right-of-way
easement boarders the property to the north. The lot the east and west is owned
by the developer and is under construction for a three bedroom single family house
(septic system to be designed)·
Well:
Lot 3 is proposed to be serviced by a Class C well to be drilled on lot 3. Design
and application forms have been completed and submitted to the Alaska
Department of Environmental Conservation. ADEC Has issued a permit approving
construction of the system. The proposed well location will not have an adverse
affect on adjacent properties.
Septic System:
As stated above, lots to the south have existing septic systems. The lots to the
east and west are proposed to have a septic system for three bedrooms. The
proposed septic for lot 3 is a wide trench, 57 feet long which sets about 30' from
the south property line. There is adequate room for the proposed system and one
replacement system. The proposed septic system doesn't impact the ability of
adjacent lots to install or replace their septic system.
Drainage:
The subject lot has a gentle slope to the north (about 3%). There are no steep
grades or ravines on the site. Surface drainage from the lot is collected in the road
side ditch along Eagle River Road. Areas disturbed by this improvements are to
receive top soil and seeding. No other drainages or ponds exist within 100 feet of
the property.

The Municipality of Anchorage Development Services Department (DSD) issues Certificates of On-Site Systems
Approval (COSA) based only upon the representations given in paragraph 4 by an independent professional civil
engineer registered in the State of Alaska. Certificates of On-Site Systems Approval are required for the transfer of
title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or water
supply system. DSD also issues COSAs upon request to homeowners. Certificates of On-Site Systems Approval
are valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued
with new water sample results. (Certificates may be reissued for-a period of up to one year with valid water
samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water system.
The Municipality of Anchorage is not responsible for errors or omissions in the professional engineer's work.

Inspection Report/COSA
Representatives of Anderson Engineering met on site today along with City personnel
to inspect the absorption trench recently constructed on the subject lot. An excavator
owned and operated by Pomraning Excavation was utilized to expose the trench to
verify it was constructed in conformance with the approved plans and the Municipal
Ordinance governing septic systems.
The inspection verified the septic system was completed in accordance with the plans
and meets all requirements of Municipal Code. We recently certified the construction of
the septic system with the submittal of the inspection report and the Certificate of On
Site System Approval. We hereby request these documents be approved by the City
as submitted.

To Whom It May Concern:
The Municipality of Anchorage On-site Water & Wastewater Program (On-site)
regulates private drinking water wells and septic systems for single family
residences in accordance with Anchorage Municipal Code (AMC) Chapters 15.55
and 15.65. The Chapters include minimum separation distance requirements for
private drinking water wells and septic systems. The requirements represent a
conservative approach to protecting public health. Occasionally, the construction
or upgrade of a property's well or septic system cannot be accomplished without
reducing the code required separation distances. In these situations, a waiver to
the required separation distance may be approved if an Alaska licensed civil
engineer can successfully show that the public health will be maintained.
The code requires an absorption trench to be located a minimum of 10 feet from
any lot line. The subject property owner's engineer has formally requested a
waiver be granted to allow the absorption trench to be 7 feet from the west lot
line located on Lot 2, Block 1, Eagle Park Subdivision. On-site has reviewed the
engineer's request and supporting documents, and is satisfied that the public
health will be maintained with the reduced separation distance. A waiver
approving the requested separation distance will be issued in accordance with
the code.
AMC 15.65.140 requires all adjacent property owners be notified seven (7) days
prior to issuing a separation distance waiver. This letter and a copy of the have
been sent to you in accordance with this requirement.
I have read the above and have no objection to granting the waiver allowing
the absorption trench to be within 7' of my property line.
