Inspection Report/COSA
Representatives of Anderson Engineering met on site today along with City personnel
to inspect the absorption trench recently constructed on the subject lot. An excavator
owned and operated by Pomraning Excavation was utilized to expose the trench to
verify it was constructed in conformance with the approved plans and the Municipal
Ordinance governing septic systems.
The inspection verified the septic system was completed in accordance with the plans
and meets all requirements of Municipal Code. We recently certified the construction of
the septic system with the submittal of the inspection report and the Certificate of On
Site System Approval. We hereby request these documents be approved by the City
as submitted.

Septic System Inspection and Certification
Dear On Site Services Engineer:
We were recently engaged by Troy Davis Homes, Inc. to complete the inspection report
and Certificate of On Site System Approval for the new home constructed on Lot 4,
Block 1, Eagle Glen Subdivision. The septic system on the lot was originally permitted
by Steven Eng, P.E. of Northrim Engineering. Mr. Eng was also present during the
construction of the septic system.
Our work on the project included the field measurements to verify the septic system met
the requirements of the permit and was constructed in accordance with Municipal Code.
We completed a survey of the completed system, interviewed the system installer,
Pomraning Excavation, drafted and certified the final as built and completed the COSA
for the certification of the septic system and the Class C Well on the lot. Our work
revealed additional fill and final grading is still required before the septic system can be
finally approved. We are therefore requesting a conditional approval be issued to allow
the mortgage loan on the property to close.

Septic System Design
A new house and wastewater system are planned for the subject lot. The test hole showed
excellent sandy gravel to 16.5', and no groundwater. The design calls for a new trench, new
septic tank & private sewer lines. Private water wells serve the area lots and are shown in
drawings. An existing Class C well is present on lot 3, which will be utilized for water. Lot is
level terrain.
Please review the wastewater system design & water well location for the single family home. I
have included design plans & specs, design guidelines, & soil tests. If there is need for additional
information or clarification please give me a call.

SPECIFICATIONS & DESIGN GUIDELINES
Wastewater System Sizing: This is a new 3 -bedroom, single family home. This is an
established subdivision and most of the neighboring lots are developed. These lots are
large and are served by private water wells & Class C wells. No adverse impacts are
expected from development. No conflicts to the other lots will take place by this septic
system and water well construction. The easements are located on the drawing and are not
encroached upon. Soil tests revealed silty sandy gravel soil. An application rate of 1.2
GPD/FT2 with 0.5 reduction factor for utilizing a 5' wide trench. Trench Length = 500
FV/5'x .5 reduction factor = 37.5'; 1 line @ 38'. No bedrock was encountered.
Monitoring revealed no groundwater @ 16' in TH 1.
Specification Requirements: All components and work must comply with the
Municipality of Anchorage Specifications (AMC) & State of Alaska Drinking Water
Regulations and Wastewater Regulations.
• Two compartment, 1000 gallon septic tank. Watertight couplings on inlet & outlet.
• 5' minimum between the tank and bed. 10' to property lines.
• 3' of cover or insulation is required for trench; an equivalent of 1" insulation for
1 ' foot soil cover.
• Tank & solid pipe must be set on well compacted, stable soil.
• 4 inch diameter cleanouts with airtight caps are required F to 4' from foundation
wall, prior to any 90 degree bend in 4 inch line, in each tank compartment, and two
adjacent opposing cleanouts between the tank and the absorption field, not more than
10' from the tank positioned to provide cleanout access towards the tank and towards
the absorption field.
• All cleanouts must extend to at least ground level.
• In solid pipe runs, ASTM D-3034 may be used in lieu of cast iron.
• Trench to be placed level, minimum of 4' to groundwater, 6' to bedrock from drain -
rock.
• Drain rock to be 1/2 inch to 2 1/2 inch screened. Drain rock to be distributed uniformly
throughout the trench.
• Perforated pipe to be installed level with perforations down.
• Silt barrier (filter fabric) to be installed above the drain rock.
• Smeared trench sides must be raked or scarified before drain rock placement.
• The finish grade must be mounded to promote drainage over the trench.
• Insulation must be placed over any pipe installed under driveways or parking areas.
• Approved pipe materials include cast iron, PVC ASTM D3034, PVC ASTM F789,
ABS ASTM D2661,
• Sewer Service Line is minimum 2% slope.
• Septic Tank to be pumped every two years or when required.

Project: Eagle Park Subdivision, Lot 4
This project consists of a single lot (150' x 2871 of 43,000 square feet. The
proposed septic system is for a three bedroom, single family residence. Existing
septic and residential wells service the lots to the south. A 100 right-of-way
easement boarders the property to the north. The lot the east and west is owned
by the developer and is under construction for a three bedroom single family house
(septic system to be designed).
Well:
Lot 4 is proposed to be serviced by a Class C well to be drilled on lot 5. Design
and application forms have been completed and submitted to the Alaska
Department of Environmental Conservation. ADEC Has issued a permit approving
construction of the system. The proposed well location will not have an adverse
affect on adjacent properties.
Septic System:
As stated above, lots to the south have existing septic systems. The lots to the
east and west are proposed to have a septic system for three bedrooms. The
proposed septic for lot 4 is a wide trench, 57 feet long which sets about 40' from
the south property line. There is adequate room for the proposed system and one
replacement system. The proposed septic system doesn't impact the ability of
adjacent lots to install or replace their septic system.
Drainage:
The subject lot has a gentle slope to the north (about 3%). There are no steep
grades or ravines on the site. Surface drainage from the lot is collected in the road
side ditch along Eagle River Road. Areas disturbed by this improvements are to
receive top soil and seeding. No other drainages or ponds exist within 100 feet of
the property.

Although the septic test passed, the distribution line is in poor condition.All cleanouts show a clear indication of slime
that could potentially cause a discontinuity in the future. These cleanouts need to be jetted out so that the system can
continue to function properly. For this type of work we recommend Alaska Sewer&Drain (248-9557)or Roto Rooter
