Lang, R.L.S. 1731 George Bell Circle Anchorage, Alaska 99515-3957 Subject: Clairmont Subdivision: Separation Distance Waiver between Private Well on Lot 2, Clogia Subdivision and Sewer Collection Line for Clairmont Subdivision, ADEC Plan Review Number: 9821 -WV-212-010; Review This letter is in response to your September 12 and 23, 1997 subnfittals that included the following information: Well log for Lot 65, Section 4, T. 12 N., R. 3 W., S.M. A copy of your July 31, 1997 letter to Mr. Da sealed by a Professional Engineer Blueline drawing entitled Clairmont Subdivision Sewer Improvements Nadine Street, Clairmont Circle Information covering geologic and groundwater conditions, Clairmont Subdivision A completed Waiver of Separation Distances System Plan Review Check list Authorization from the property owner A letter addressing items on the check list and my September I0, 1997 letter I have reviewed all the information that you have provided for this waiver request, the requirements for a separation distance waiver, as found in 18 AAC 72.015 and 18 AAC 80.030, and information that the owner of the private source well has provided. In addition, I conducted an onsite inspection on September 22, 1997. In your July 31, 1997 letter to Mr. Lu, additional steps were proposed to further justify the granting of the lesser separation distance between the existing private source well and sewer collection line. My recent inspection of the project site revealed settlement that places the installation of the sewer in question. Mr~ Kenneth~G. Lang, R.L.S. 2 September 24, 1997 · . The/'~'foi'e, b~fore I can recommend that the requested waiver be granted, the following will need · to be submitted: I. Verification that the sewer line was properly installed and meets all construction standards and specifications of the Anchorage Water and Wastewater Utility (AWWU) Verification that the sewer line has been accepted by AWWU, prior to the sewer line being exposed so all joints within the protective radius of the private source well are secured with field lock fittings and manhole C-7 modified as noted. Mr. Stewart has notified this office that he is concerned that the development of the new subdivision, Claramont Subdivision, could affect the water quality from his source well. Based on the settling and storm water ranoffproblems noted during my site inspections, it appears that Mr. Stewart's concerns are valid. As a result, I recommend that you contact Mr. Stewart again to discuss his request on having the developer of the subdivision having some baseline testing completed. In regards to the storm water issue, it is clear that very little effort was taken during construction to minimize erosion and sediment movement.
