The old septic tank was completely removed from the property and the new septic tank was located in the same location. The well and septic plan are for a single family residence only. 2. The drawing and or site plan shall be a part of this specification. All materials and workmanship shall meet the Anchorage Department of Health requirements. 4. All soil tests are advisory to the design and are to be verified or modified in the field by the engineer. 5. All excavations and depths are advisory and are to be verified in the field by the contractor to meet Municipality of Anchorage requirements. 6. It is the responsibility of the owner to obtain all necessary permits or easements and to locate any adjacent multi-family wells. 7. The excavation is to be exactly in the area shown on the site plan, any deviation requires engineer approval. 8. Environmental Services Manager Sanitarian Lot 10 Block 2 Eagle Park Subdivision Risk Management's Request for Additional Information On August 1, 1977, I went to Lot 10 Block 2 Eagle Park Subdivision to conduct a sewer system adequacy test. This test came about as the result of a request from Peoples Bank and Trust to this department for approval of the individual sewer and water facilities on Lot 10 Block 2 Eagle Park Subdivision. This test was being conducted under the same operating procedure, as are all on-site sewer adequacy tests are, when conducted by this department. The 'septic tank pumping company, owned by Mr. Gibbis of Eagle River, was present with 1,000 gallons of fresh water(not sewage water) 'to add to the seepage pit. We measured the water level, found it to be at 2'6" and started to add 400 gallons of water. This addition caused the water to backflow into the tank and then into the basement. We, then, stopped the test and started all over. I returned 24 hours later to check the water level and found the system not to be working adequately and an upgrade of the sewer system was required. SU~[~RY: In response to Mr. Paul T. Steuke's statement of fact, dated October 8, 1977, I would like to clarify items, which are not 'accurate. The adequacy test, conducted on his sewer system, was conducted on the seepage pit portion of his sewer system and not on his septic tank. The "ascertaining of depth and size of the' sewer tank", Mr. Steuke refers to, was actually measuring only the liquid effluent level of his seepage pit. At the time this test was being conducted, his septic tank was not measured. Water was being used in his residence, which was running into the tank. This did not allow me to determine that the water being added to the pit was eventually running into the tank and thus into Mr. Steuke's basement; until we were informed by Mr. Steuke. I, then, talked with Mrs. Steuke and explained the method of chlorinating the overflow and suggested that they contact our office for further advice. ~. Steuke then called our office and talked to Mr. Kennedy, an inspector, not "the person in charge of Public Health Department", as Mr. Steuke labeled Mr. Kennedy. Mr. Steuke informed me that he and his wife had cleaned up the overflow and rented rug cleaners as they had intended to clean the rugs anyway. I, also, informed him that his sewer system was not working adequately, so an upgrade of the existing system would be required before this departme~'s approval on his on-site sewer system could be given. I later was contacted by phone by the new owners of Lot 10 Block 2 Eagle Park Subdivision. They said they had an odor problem. Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells. SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners, food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil. TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years, but is associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization. TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home water treatment systems such as softening or iron filtration does not readily remove nitrate. The best method for limiting nitrate in well water is source control. This can include avoiding overdosing of fertilizer near the well and maintaining good separation distances between septic tank leach fields and the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate. TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect the activity of nitrate in water. This laboratory uses several different wet chemical methods approved under the public water supply laboratory certification program. They also have test kits available, which the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can monitor the change in nitrate levels from their well. They recommend comparing the test kit results against a certified analysis from the lab occasionally to verify the accuracy of the kit.
