SUBJECT: Lot 8, Block 2, Eagle River Heights Subdivision
Septic System Construction Upgrade Permit
The groundwater level on the subject lot was recently found to be 16' beneath the surface.
We have therefore revised our design to reflect this rise in the groundwater. The total depth
of the new trench will be 10' which provides 6' of separation. The new trench, however,
will encroach to within 3' to 5' of the northern lot line requiring a lot line waiver. The
waiver request is attached for your review.
All portions of the original design package which have been affected by the new trench
configuration have been revised and are attached for your review. Please review the
attached information and issue the septic system upgrade permit based on the new revised
design.

Lot Line Waiver Request
Dear On Site Services Engineer:
The attachedSite Plan shows the location of the absorption trench to be constructed on the subject
lot. Due to the small size of the lot and the conflicting 100' radii from adjacent wells it is necessary
to encroach within 10' of the northern lot line. We are therefore requesting a lot line waiver be
issued allowing this encroachment.
Soils on the lot are conducive to an onsite system, but groundwater was found during the testhole
and design phase of the project so a deep trench system is not practical in this instance. The sewer
service line exits the house at a depth of 4.5'. The septic tank will be placed 45' from the house to
stay outside the 100' radius of the well on the lot making the elevation of the absorption trench
flow line nearly 6' below the surface. Total depth of the trench will be 10'. The total width of the
the lot is only 82' with nearly 40' taken up by the protective radius from the well to the south. No
easements exist along the northern property line and no development is within 20' of the line on the
lot to the north. Placing the absorption trench within 3' of the line will have no adverse impact on
systems currently in place or to be placed in the future.
We have analyzed various scenarios conceming the length and configuration of the absorption
trench for this lot and feel the 10' total depth will provide the maximum protection of the 4'
separation distance from groundwater. We therefore recommend a waiver be issued to allow
construction of the absorption trench to within 3' of the lot line. . _

Septic System Design
Impacts to Adjacent Properties
Dear On Site Services Engineer:
The existing septic tank on Lot 8, Block 2, Eagle River Heights Subdivision
has collapsed and must be replaced. The absorption crib is also in failure
and will be crushed and backfilied. We are therefore applying for a permit
to upgrade the septic system on the lot. The attached Site Plan shows the
area where the new septic tank and absorption trench are to be placed.
The lots in this subdivision are small and the wells on adjacent lots
restrict the area available for the upgrade.
The testhole placed in the area of the proposed absorption trench revealed
silty sand with some gravel with a percolation rate of 2.4 minutes per
inch. Groundwater was encountered at a depth of 18' and rose to 16' during
the monitoring period. We are therefore proposing placement of a 38' long
by 5' wide by 4' effective depth absorption trench for disposal of septic
effluent. The maximum depth of the trench will be 10' below the ground
surface providing a 6' separation distance from the current groundwater
level. A lot line waiver will be required to allow placement of the trench
outside the protective 100' well radii in the area.
The ground surface of the lot is mostly flat with only a minor drop from
west to east. The existing septic tank and absorption crib will be pumped,
crushed, abandoned in place and backfilled with clean material. ~'. The
existing service line will be intercepted at the foundation cleanout .and
realigned to the location of the new septic tank. ': * ....,.

on the wells in the area or those to be constructed in the future.

impact on reserved space, either surface or subsurface, on any lots
located in the area.

be maintained.

CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 8, BLOCK 2, EAGLE RIVER HTS. SUB.
GENERAL:
The scope of this project includes the procurement and
placement of a new 1,000 gallon septic tank and the
construction of a new 38' long by 5' wide by 4' effective
depth absorption trench. The project also includes the
pumping, crushing, backfilling and abandoning in place the
existing septic tank and absorption crib.
Construction shall be in accordance with the approved site
plan, design drawings, Municipal Permit with any special
provisions or conditions, and all applicable State and
Municipal Wastewater Disposal Regulations.
The Contractor shall be responsible for obtaining all
underground utility locates and for the layout of the septic
system and verification of the location of all lot lines.
Unless specifically agreed otherwise, the contractor shall
be responsible for final grading areas subsequently
depressed from soil settling. Property owner shall be
responsible for revegetation of affected areas unless
specifically agreed otherwise.
Contractors installing wastewater disposal systems must
be certified by the Municipal Department of Health and
Human Services for system installations. Owners installing
their own systems must receive prior approval from D.H.H.S.
before beginning system installation.

A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" clean.uts
for pumping access.
The septic tank shall be sufficiently bedded to prevent
settling or shifting of the tank.
All standpipes on the septic tank shall extend a minimum of
12 inches above final grade.
Tanks installed without 4' of cover shall have a minimum of
2" of direct burial insulation.
A foundation clean.ut shall be installed one to four feet
from the building foundation. Two clean.uts are required
between the tank and the drainfield.
Final grading over the tank shall be such that a positive
slope exists away from the septic tank.
DRAINFIELD CONSTRUCTION:
The drainfield shall be constructed to the dimensions shown
on the design. The bottom of the trench shall be within 2"
of level.
Distribution piping must be placed level with perforations
down atop a level bed of drainfield rock. Rock should then
be placed over the pipe to provide a minimum of 2" of cover.
3. A silt barrier or ge,textile fabric must be placed between
the drainfield rock and the natural soil backfill.
Monitor tubes must be 4' in diameter and installed at the
locations shown on the design. The portion below ground
must be perforated.

Contractor shall verify the septic tank and drainfield are a
minimum 100' away from any private water wells in the ·
area, 150' from a Class 'C" Well or 200' from any community
well.
Direct bury insulation must be placed over the distribution
system if less than 3' of backfill depth is available. Finish
grade over the trench must be mounded to prevent
settlement or depressions.
7. Grade area surrounding the absorption trenches to drain
away.

A minimum 2' of accepting soil is required below the
drainfield rock for a 5' wide trench. Contractor shall verify
this condition prior to placement of the rock. All pockets of
unacceptable materials must be removed and replaced.
MATERIAL SPECIFICATIONS:
1. Septic'tanks must be constructed by a Municipally approved
septic tank manufacturer.
2. The following pipe materials are approved for use in septic
system installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C.
(perforated and solid), ASTM F810 or H.D.P.E. (perforated,
but not solid) and ASTM D2662 or A.B.S. (perforated and
solid).
3. Insulation shall be at least 2" thick extruded direct burial
polystyrene (Dow Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted
watertight couplings (Caulder, Fernco, or equal).

INSPECTIONS:
A minimum of two inspections are required by Municipal
Ordinance. These inspections must be conducted under the
supervision of a professional engineer registered in the State
of Alaska. The first inspection must be conducted after the
excavation of trenches, beds or pits and before the installation
of any gravel. A septic tank may be set in place, but may not
be backfilled.
The second inspection must be conducted after the placement
of the geotextile fabric, gravel, distribution piping,
standpipes, cleanouts and insulation. No backfill should be in
place at the time of inspection.
Contractor shall provide a copy of all field survey layout and
construction notes for use in preparing the certified as-built
of the completed system.

The septic tank for this property is 28 years old. The average life of an asphalt
coated steel septic tank is 20 years. Typical replacement costs are $15,000 or more,
not including engineering, surveying, MOA permitting fees or site restoration.
Steel septic tanks utilizing "Coal Tar Pitch" coatings are subject to corrosion as the
steel reacts to water and rusts. These tanks have a finite lifespan buried in the
ground. These tanks can become structurally compromised and pose a health risk.
They could collapse and/or leak untreated wastewater directly into groundwater.
In the interest of protecting public health and the environment, the Municipality of
Anchorage Development Services Department has issued Policy W.05 Standard of
Care Regarding the Inspection of Steel Septic Tanks when Performing COSA
Inspection. Please request a copy of this policy from the Department if interested.

Systems Approval.
