May 18, 2024 Municipalities of Anchorage On-Site Water & Wastewater Program 4700 Elmore Road Anchorage, AK 99507 RE: SEPTIC TANK UPGRADE PERMIT & AMENDED WAIVER LEGAL: EAGLE RIVER HEIGHTS BLOCK 2, LOT 15 The owner has requested that we obtain a septic permit to upgrade the existing aged steel septic tank on the above referenced lot. Due to the small lot, future flexibility & current functionality - we propose to install a 1000-gallon HDPE tank per the attached design to serve the existing 3 -bedroom residence. We would recommend a 1500-gallon septic tank be installed for current functionality and future flexibility. There is an existing waiver (WR#050078) of 86’ to the referenced well and the existing steel septic tank that was granted per the MOA record documents along with the apparent incorrect survey from Robert C Johnson in 1984. We subsequently had this lot resurveyed and found the existing tank to be a few feet closer. We are therefore requesting that this waiver be amended accordingly to 83’ from the existing well to the proposed HDPE septic tank. Granting the continuation of this waiver is warranted per the rationale of the initial issuance, the improved material of the HDPE tank compared to the existing steel tank, the well is on the opposite side of the house with no chance of surface effluent reaching the well. There have been no known issues or influence over the past few decades from the previous existing tank. The attached, recent nitrate levels are in the mid-range of the acceptable levels with the well on the opposite side of the house. No groundwater was noted in the MOA on-site file, but if groundwater is encountered during installation an epoxy coated steel septic tank may be required. The lot and area are served by a mix of private & public water and any encroaching wells, easements, … must be staked prior to construction. The Environmental Protection Agency (EPA) has established a maximum contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While private wells are not subject to this regulation, EPA standards are based on existing health information and can therefore be used to gauge the relative quality of water from private wells. Since nitrates are known to slowly increase, we recommend you monitor the water quality. Please see the attached "Nitrate Fact Sheet" for important information regarding nitrate. This advisory must be attached to all copies of the subject Certificate of On -Site Systems Approval. Nitrate Fact Sheet From Northern Testing Laboratories, Inc. Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells. SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners, food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil. TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years, but is associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization. TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home water treatment systems such as softening or iron filtration does not readily remove nitrate. The best method for limiting nitrate in well water is source control. This can include avoiding overdosing of fertilizer near the well and maintaining good separation distances between septic tank leach fields and the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate. TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect the activity of nitrate in water. This laboratory uses several different wet chemical methods approved under the public water supply laboratory certification program. They also have test kits available, which the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can monitor the change in nitrate levels from their well. ITA050448 Septic Tank Data The septic tank has been in existence since 1979. See S&S Engineerings letter dated September 21, 2005. The septic tank was pumped and approximately 1000 gallons of contents were removed. S&S Engineering does not believe the septic tank has been compromised in any way. For purposes of calculating points assumed the bottom of the tank to be at 10 feet below ground surface as indicated as depth of septic system. JAY -41I The well log for the property shows there to be a hard pan between 35 and 100 feet, which should act as an impermeable layer and then there is a soil strata combination of sand and gravel down to 122 feet which should provide as a filtration layer according to S&S Engineering. The water sample results showed 9.36 mg/l nitrates, which meet moa standards, however are relatively high. S&S Engineering took samples from 3 other weels in the area which shows those wells have elevated nitrates as well. This separation distance was noted on the permit and inspection report issued in 1979. Because of this ENGHEERNGSTLOIEs approval, it is our understanding that the owner will not have to bear the additional expense of "REPORTS the M.O.A. waiver fee. To assist you in your review of this waiver we have included well logs and water samples from 3 other properties in the area. WELL INSPECTION I The mitigating factors involved which support the issuance of this waiver are as follows: &PLOWTEsr 1. The topography of the referenced property slopes away from the well towards the septic tank and system. This would prevent any surfacing effluent from flowing SITE PIAM toward the well. 2.. Septic tanks are not generally considered a constant source of contamination and would not normally contribute contaminants to the surrounding soil. We have no ROAD DESIGN reason to believe this septic tank has been compromised in any way, as Sanitary Pumpers pumped the tank on August 8, 2005 and removed the full 1000 gallons. 3. The well log (attached) for the referenced property shows a hard pan layer between SIXTEST 2 and 35 feet, and sand gravel mixes from 35 to 100 feet. The hardpan layer would form an impermeable layer to any vertically migrating effluent, and the deeper sand layer would act as a filtration layer. The static water level for the subject well was T`EEST`TnON measured at 65 feet on September 1, 2005. 4. Water samples on the referenced property were taken in August of 2005 and came back satisfactory, showing 0 coliform or other bacteria and 9.36 nitrates. sTRUCRRiAL& .,SPEcn0NS 5. We understand the nitrate levels are high, however, water samples were taken from three other properties nearby (well logs included) and nitrate levels for these properties are also high at 4.34, 7.18, and 8.3 mg/L respectively (attached). Many of the surrounding properties are served by community or public sewer systems, further decreasing the chance of any contamination because of the shorter separation distance. Public sewer is not available to this property. 7. The system did receive initial approval by the M.O.A. on 6/15/1979. Well separations for septic tanks constructed in this time frame (1979) have been known to be installed at less than the required 100 feet of horizontal separation. The separation distance in this case is 86 feet. We therefore recommend a waiver for the separation distance between the existing private well and the existing septic tank to 86 feet.
