Septic System Design
Dear On-Site Services Engineer:
The 1,250 Gallon S.T.E.P. on the subject lot has failed and must be replaced. We are submitting
this permit application for the construction of S.T.E.P. Tank to serve the three-bedroom home on
the lot. The attached site plan identifies the location of the home and the existing well and septic
system along with the proposed S.T.E.P. Tank. No conflicts exist between this proposed tank
location and any other well or septic system on this lot or adjacent lots.
Wells on this and adjacent lots are shown. The new tank location will be a minimum of 100’ from
all wells and surface water, and more than 10’ from the house foundation and 5’ from any stair or
deck supports.
Please refer to the attached plan sheet for the septic design. If this design is followed, there will be
no adverse impacts to adjacent properties.

On December 1, the sewer upgrade permit application for the subject lot was
returned to me with a list of 11 items for correction. A copy of the cover sheet is
attached for your reference.
I take exception to a number of the deficiences listed by the reviewer. Those are as
follows:
1. Inadequate site plan:
Our submittal does comply with regulations. The lots to the south and
southeast are vacant, while the lot to the southwest is developed. This developed
lot's well is greater than 100 feet from our proposed upgrade and will not impact the
installation. Since the other lots were vacant land, I have shown nothing on them.
2. Labels missing:
Our site plan is drawn to scale as required in code, and as such all radii shown
are also to scale. There is no requirement for additional identification; there is
actually no requirement for well radii at all, but they have been shown for
convenience sake.
The request for labeling on the proposed trench, tank, etc., is answered on
page S2 of my submittal. Although it may be the practice of some firms to place all
information on one sheet, I have found that by providing 2 sheets I can more dearly
show the proposed system both for the reviewer and for the contractor.

3. Inspection of old septic tank:
My submittal letter clearly states that the existing septic tank is fiberglass. As
you are probably aware, the old Sunset Plastics septic tanks were manufactured
using questionable loading calculations, and hence any breach to their integrity
caused a collapse of the tank. That is to say, either the tank is whole and intact, or is
not. H it is not, we will naturally replace it at 100 feet from the well.
4. Well to tank distance:
It is apparent that the original waiver request was based on a measurement
made from the deanout to the well, since no excavation was attempted. Since there
is no information on file as to the exact size of this fiberglass tank, I used the
dimensions of a 1250 steel tank to approximate the location of the tank with the
deanout pipe located in the center. The cleanout pipe is exactly located by a licenced
surveyor. Based on the above and research to date there is no method in which to
assert that the separation distance is less than 95 feet short of excavating the tank.
For the sake of clarity, I have sketched in a possible tank location.

This is a standard application lift station with pump as supplied by Anchorage

The hole spacing for the system is already shown and is correct. The lateral diameter
is dearly shown on Sheet S2 of the submitted plans.
The only evidence of the existing absorption field is a single deanout. Using
the approved inspection report, one would have to assume the approximate
location of the system. There is no reasonable way in which to verify the exact
location of the field. However, it is my opinion from field observations that the new
system will be at least 10 feet from the old one.
6. Plan for existing system:
The existing system is quite old and also quite full; pumping has been
necessary during portions of the year to prevent backup. Considering the age of the
system, it would be safe to presume that abandonment would be in order. In the
absence of a dear statement by the engineer that the old field might be retained for
later use, one could easily assume that such wasn't the case. Incidentally, I find no
evidence in the currently adopted Uniform Plumbing Code which requires
abandonment of a deep trench. However, we do plan to abandon in place.

On December 1, the sewer upgrade permit application for the subject lot was
returned to me with a list of 11 items for correction. A copy of the cover sheet is
attached for your reference.
I take exception to a number of the deficiences listed by the reviewer. Those are as

1. Inadequate site plan:
Our submittal does co~ly with regulations. The lots to the south and
southeast are vacant, wMle the lot to the southwest is developed. This developed
lot's well is greater than 100 fe~t.froTM our proposed upgrade and ~11 not impa~ ~e
installa~on. Since ~e o~er lots were vacant land, I have sho~ no~ng on ~em.
2. Labels missing:

The request for labeling on the proposed trench, tank, etc., is answered on
page S2 of my submittal. Although it may be the practice of some firms to place all
information on one sheet, I have found that by providing 2 sheets I can more clearly
show the proposed system both for the reviewer and for the contractor.

Inspection of old septic tank:
My submittal letter dearly states that the existing septic tank is fiberglass. As
you are probably aware, the old Sunset Plastics septic tanks were manufactured
using questionable loading calculations, and hence any breach to their integrity
caused a collapse of the tank. That is to say, either the tank is whole and intact, or is
not. If it is not, we will naturally replace it at 100 feet from the well.
4. Well to tank distance:
It is apparent that the original waiver request was based on a measurement
made from the cleanout to the well, since no excavation was attempted. Since there
is no information on file as to the exact size of this fiberglass tank, I used the
dimensions of a 1250 steel tank to approximate the location of the tank with the
deanout pipe located in the center. The cleanout pipe is exactly located by a licenced
surveyor. Based on the above and research to date there is no method in which to
assert that the separation distance is less than 95 feet short of e~cavating the tank.
For the sake of clarity, ! have sketched in a possible tank location.
Information on pump size, description, and hole spacing, absorption field
location:
This is a standard application lift station with pump as supplied by Anchorage

regulatory, and point out that they have delayed the installation and significantly
increased the overall cost for its construction. I am returning the permit application
with all items noted on November 30 addressed. I do this under protest as outlined
in this letter. In order to avoid any additional delays and damages, I would
appreciate it if you could expedite the issuance of the upgrade permit for the above
property.

Gentlemen:
Following an adequacy test in which the existing system failed, we dug one testhole
for the proposed upgrade. The result of that test is attached.
The upgrade will be placed on the southeast portion of the lot. Due to the grade
differential we will have to use a lift station in order to reach the field. As the
existing septic tank is fiberglass we anticipate its continued use as it will maintain a
gravity flow from the house to the lift station.
Natural drainage is away from this site and will be maintained after construction.
There is no surface water within 100' of the proposed installation. There are no
curtain drains within 50' of the proposed installation. No wells exist within 100' of
the proposed installation.
Due to the onset of winter we are requesting an expedited permit in order to
mitigate the depth of frost.

Approval (COSA) based only upon the representations given in paragraph 4 by an independent professional civil
engineer registered in the State of Alaska. Certificates of On-Site Systems Approval are required for the transfer of
title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or water
supply system. DSD also issues COSAs upon request to homeowners. Certificates of On-Site Systems Approval
are valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued
with new water sample results. (Certificates may be reissued for a period of up to one year with valid water
samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water system.
The Municipality of Anchorage is not responsible for errors or omissions in the professional engineer's work.

Dear Mr. Meyer:
Your request for waiver of the required separation distance
between a septic tank/absorption trench to a private well has
been approved. The required 100 foot separation from the two
parts of the septic system has been waived to 95 feet and 99
feet respectively.
Since the well water is supplied by a confined aquifer at 206
feet and is cased to this depth, the chances of surface water
contaminating this water bearing aquifer are very small. This
is in agreement with the A.D.E.C. waiver guidelines.
This waiver approval applies to this existing well to septic
system separation only. Any future upgrade to either will
require all separation distances be met or another approval
from this Department.

This letter is to request a variance for well separation
distances for the above-cited lot._Spec£fically,..the

Both the well and the septic were installed in 1975. Research
of the Health Department files produced a previous approval of
both the well and the septic system at 21~ feet. The single
family house is between the well and the disposal system.
In my professional opinion, in this instance the lesser
separation distances are Justifiable and reasonable. The well
casing extends +1 foot above surrounding ground, and a
sanitary seal is in place. Attached is an as-built plot plan
reflecting the location of the house, well, and septic system
for your review. Please grant this variance request and
Health Authority Approval.
