The Municipality of Anchorage Department of Health and Human Services (DHHS) issues Health Authority
Approval Certificates based only upon the representations given in paragraph 5 above by an independent
professional engineer registered in the State of Alaska. The DHHS does this as a courtesy to purchasers of homes
and their lending institutions in order to satisfy certain federal and state requirements. Employees of DHHS do not
conduct inspections or analyze data before a, certificate is issued. The Municipality of Anchorage is not
r~s~onsible for errors or omissions in the professional engineer's work.

Alaska, ADEC Project Numbers 9221-WA-010 and 9221.WA-011; Review
Dear Ms. Barber:
Tt'iis is in response to your submittal, received in this ofrme on September 25, 1991, in
which you requested two waivers. The first requested the Department to waive the
minimum 75 foot separation distance from a private water system source well located on
Lot 44, Tract B to a community sewer to 57 feet. The second requested the Department
to~ waive the similar situation on LOt 45, Tract B. I have completed my review of
SUbmitted 'nformat'on, th's office's file the Eagle Crest Subdnns~on, and discussed the
project with the engineering firm that the owner has obtained for this project. Based on
this review, I have the following comments.
The Department has found the information provided or obtained from either the owner or
the engineering firm obtained by the owner to be satisfactory. Thus, in accordance with
18 AAC 72.035 and 18 AAC 80.020 (e), State Wastewater Disposal and Drinking.Water
Regulations, respectively, for Lot 44 Tract B, Eagle View Subo"Msion is granted. The
separation distance between the private water system source well on Lot 44, Tract B
Eagle View Subdivision and the community sewer line has been waived from 75 feet to
57 feet.
In regards to your waiver request for Lot 45, Tract B, Eagle View SubdMsion, the
Department can not grant it at this time. However, once a letter of non-objection to the
existing separation distance is submitted to this office from the owner of LOt 45, I will grant
the requested waiver.

The Anchorage Water & Wastewater Utility (AWWU) seeks ;%DEC approval of an
existing situation where a sanitary sewer c~,.,~nity line is installed,
maintained and operated closer to private water systems than established
separation distances specified in State Wastewater Disposal Regulations. In
request of a regulation waiver and in accordance with Title 18 of the Alaska
Administrative Code Chapter 72.015, AW~U suk~dts the following report for your
review and consideration.
The wells are located in the southeast corner of Lot 44 and the southwest
corner of Lot 45, Tract B, Eagle Crest Subdivision, in Eagle River, Alaska.
These well locations are immediately north of Eagle River Road and about half
way between Birch Lane and Crest View fane. The wells are considered private
wells serving single-family residences. The existing sanitary sewer c~,,~mity
line was constructed after the wells were drilled, and is located fifty-seven
(57) feet south of the wells under the ditch north of Eagle River Road
travelway.
Enclosed is the record drawing of the sanitary sewer community main showing the
described relationship. Please notice the material; the 6.73% pipe gradient;
and the note in the revision block. The date of the note in the revision block
occurs after having opened construction bids for the project. Between bid
opening and construction, discrepancies between field conditions and the survey
plot were brought to AWWU's attention. These discrepancies were corrected on
the plans but follow-up applications and waivers needed as a result of
correcting the discrepancies were not prepared.
The sanitary sewer con,unity line encroaching into the seventy-five (75) foot
protective radius is a 12-inch Ductile Iron Pipe, Class 50, with a wall
thickness of 0.31 inches (7.gmm). From manufacturer,s catalogues, this
particular pipe is capable of accepting a working pressure of 350 psi plus a
surge allowance of 100 psi. This sewer system, however, is not a pressure
system. It is a gravity system which is at 0.0 psi working pressure. Quite
often on sewer systems there is more concern with infiltration than
exfiltration as higher static pressure exists outside the pipe relative to the

inside of pipe. Ductile iron pipe has a life expectancy greater than other
conduit materials because of its structural strength and its resistance to
abuse, abrasive elements and corrosion.
The Municipality of Anchorage (DF~{S & AWWU), the current property owner, and a
local engineering firm have been unable to locate a driller's log for these two
wells. The well on Lot 44 is estimated to have a depth of 217 feet and static
head at 210 feet (DHBS, 1991). The well on Lot 45 to the east ts estimated to
have a depth of 235 feet and static head at 212 feet (DHI{S, 1991). Drilling
logs of other wells in the vicinity of LOt 44 add validity to these estimates.
Reference attached drillers logs for LOt 40 and Lot 32. Both logs indicate
that the sanitary sewer will be separated from the underlying aquifer(s) by
D,~rouS layers of im~ervious hardpan and clay gravels.
Furthermore, the sanitary sewer is ~ligned following the north ditchline of
Eagle River Road. Any surface drainage would be away from the well sites.
Four additional requests of the same nature may be anticipated in the near
future. These two have been expedited in coordination %rlth a real estate

Transmitted herein are the results of an adequacy test performed by
me on a septic system located at the above referenced address. The
following is a brief sunl~ary of the field work performed and the obser-
vations made in the course of the investigation:

Visited residence in question and set up to perform adequacy
test. Measured fluid levels in septic tank and seepage pit
and found them full. Pumped 1700 gallons from septic tank
with nominal capacity of 1170 gallons. Drop in fluid level
in seepage pit indicates storage capacity of 17 gallons per
inch.

Allowed system to rest for 24 hours. Fluid in seepage pit
dropped two inches indicating approximately 34 gallons of
effluent had been absorbed. Daily absorption rate of system
~s 11.3 gallons per day per bedroom (gals/day/bdrm). The
decision was made to treat seepage pit with "Vanzene" (Van
Waters & Rogers' trade name for sophic dichloro vanzene) for
two weeks and then retest system.
Returned to residence in questi6n and set up to perform
adequacy test. ~asured fluid levels .in septic tank and seepage
pit and found them full. Pumped 1700 gallons from septic tank
as on 12/23/78. Drop in fluid level in seepage pit indicates
storage capacity of 17 gallons per inch.
Allowed system to rest for 24 hours. Fluid level drop in~
seepage pit indicated daily absorption rate of 50 gal/day/bdrm.
Conclusions and Recommendations
Based on mO' observations of the fluid levels in the septic tank and
seepage pit and the results of the adequacy test, I conclude the existing
seepage system has a maximum absorption capacity of 50 gallons per day
per bedroom. This is well under the rate required by the Municipality of
Anchorage (MOA) of 150 gallons: gal/day/bdrm.

The current residents related to me that as of 12/24/78 they had had
no drainage problems with the septic system. However, the system was
lightly loaded in that no washing machine was in use. Judging from the
high fluid levels in the septic tank and seepage pit and the low perco-
lation rate observed for the soils in the seepage pit below the septic
tank infall, I conclude that the relatively uncontaminated soils in the
upper two feet of the seepage pit above the septic tank infall are
providing the bulk of the system's absorptive capacity.
Should the MOA fail the system based on its low absorptive capacity, a
new seepage system will be required. The first step in obtaining the
permit and design for the new seepage system is obtaining a soils inspec-
tion/percolation test for the on-site soils. Please contact me if you
have any questions regarding this procedure.
