Subject: Lot 45 Tract B Eagle Crest Subdivision
The subject property had an adequacy test performed on the
existing sewer system by this department. The test was
performed on April 5 - 6, 1977. The final day of testing
revealed the existing pit was capable of handling only
72 g.p.d.
Because the house was being financed through V.A. they sent
us a request for an approval on the existing system.
The system was not adequate and approval could not be sent
until an upgrade had been completed.
On May 21, 1977, I made the first inspection of the trench and
noted water seeping in at approximately four(4) feet. I informed
Bullock Excavating that he would need to relocate the trench
and to try and stay away fro~ the water. The water was entering
from the east side of the trench approximately twenty(20) feet
from the end of the excavation.
On May 22, 1979, I made an inspection on the second trench that
was dug. It was mid-morning, sunny and warm. There was
approximately two(2) inches of water in the last half of the
bottom of the trench. Bullock had filled in the last forty(40)
to fifty(50) feet of trench and used the first part because water
was not noted in that area. My conclusion was water was coming
from frost, which was melting due to exposure. I returned
that afternoon and the water level had not increased.

I inspected the trench and noted water coming in at
approximately four(4) feet. I told Bullock Excavating
to move the trench and try and stay away from the
water.
Second trench dug. There was. approximately two(2) inches
of water in the last half of the bottom of the trench,
but I did not notice any water entering the trench.
My conclusion was that the water was coming from frost
which was melting due to exposure. I came back that
afternoon and the water was not increasing in the
trench
Mrs. Eggleson called, she said she was having problems
with her sewer backing up into her basement. Bill Dixson
saw her and told her he thought that it was a plumbing
problem.
Mrs. Eggleson called, said she was still having
problems.
I talked to Mrs. Eggleson and told her that I didn't
believe water was entering the trench. She said she
called a plumber from Civil Service. He thought the
problem was outside. I told Mrs. Eggleson if in fact
ground water was entering the trench then it happened
after'the fact and there was nothing we could do. I
told her that Bullock Construction buried the standpipe
to her septic tank and I would require Bullock to install
a new one. I found Bullock that day and he said he
would install a new standpipe - he did. Bullock told
me he didn't notice water coming into trench.'
Bank called and gave all the circumstances to them.

6-16-77 Mr. Eggleson called me and we had a lengthy discussion
on the upgrade. He said he was also on the sight during
construction. He said there was water entering the trench
at twelve(12) feet. He said Bullock told him that he
thought it was too. I told him I didn't notice thea~9,~%~
and that I had checked it.closely.·~/. ~
Mr. Eggleson wateredto know why we didn't run a percolatlon~test
for the upgrade, I told him it was a department policy to run the
percolation test on new construction.
Mr. Eggleson wanted to know if a deversion ditch would be possible
and if it would work. I informed him it could be done, but it might
not solve the problem.

The recent perc test conducted by this department indicates
that the existing sent system serving the subject property
is inadequate for a four (4) bedroom residence and must be
upgraded before we can grant final approval.
A soil classification of 250 square feet per bedroom was
accepted by this department as stated in the letter of
April 12, 1977, paragraph 1 to the ~;ational Bank of Alaska.
Specifications for the upgrade are as follows:
Trench length sixty-three (63) feet
Total depth twelve (12) feet
Gravel depth of eight (8) feet underneath the perforated
pipe
At the time of excavation this department requests that an
area of four (4) feet below the bottom of the trench
excavation be exposed during th first inspection to insure
that ground water standards are met.
Pleaee bring in this letter w~en applying for the upgrade
permit so that these specifications may be duplicated on the
permit. A permit must be issued before construction begins.
