Your request for a waiver of the required separation between public sewer
manhole and trunk line to private water wells on the subject lots has been
approved. The approved separation distances are as follows:

This waiver approval also includes the required 25 feet between the private
sewer service line and water well separation for S'/2 Lot 3 to the approved
separation of 15 feet.
This waiver approval applies to the existing public sewer trunk line and manhole
to the water wells listed above only. Any future upgrade to either the sewer
line/manhole or the water wells will require all separation distances be met or
another approval from this department.

Attached are the sample coliform bacteria testing results - all samples were satisfactory.
We also verified that the well on Block 3, Lot 9 S '/a Colonial Park Subdivision is more than 100
feet from the sanitary sewer as indicated in your well log. We are therefore dropping our waiver
request for Lot 9. Attached is a sketch with the location of the well on Lot 9. Apparently a box-
like lawn ornament near the southeast corner of the lot was mistaken as a well when the design
topographic surveys were completed.

sewer line your office has requested.

SUBJECT: Colonial Park LID 50-18, Eagle River Colonial Park Subdivision Water Well
Separation Distance Waiver Request
Dear Mr. Roth:
The Anchorage Water and Wastewater Utility (AWWU) conducted a closed circuit TV (CCTV)
inspection on August 16, 2001, of the subject LID sewer line. No problems were found during this
inspection. Please see attached Sewer Utility TV Inspection Report for more details. One minor
offset was noted (see page 3 of the attached report) at 277.2 feet west from the manhole in front of
19712 First Street. This appears to be near the transition between the existing sewer line and the LID
sewer line (where a cleanout was removed and the pipe extended easterly to a new manhole). The
CCTV video is available should you desire to review it.
On August 15, 2001, R&M Consultants, Inc., submitted water samples from the following five
properties to your office:

Separation Distance Waiver Request
Dear Mr. Roth:
On behalf of the Anchorage Water and Wastewater Utility, R&M Consultants, Inc. is
requesting a waiver on separation distance between six private water wells in Eagle River, and
a sanitary sewer lateral. The six wells are located in Colonial Park Subdivision, on First
Street, between Hillcrest Drive and Eagle River Lane. The wells are all single family,
residential private wells. The sanitary sewer lateral was designed and installed in 1999. At
that time, the water well separation was inadvertently overlooked and a waiver from ADEC
was not obtained. Attached is a copy of the sanitary sewer lateral record drawing with the
location of the six wells. The six wells are all located between 45 and 50 feet from the sanitary
lateral. There are also two wells 50 feet from a sanitary sewer manhole (Sta 11 +50), and one
well (Sta 7+53) 65 feet from another sanitary sewer manhole. We are requesting a waiver of
the 75 -foot separation distance from a community sewer line to the six private wells, and a
waiver on the 100 -foot separation from a sanitary sewer manhole to the three wells. The
potential for well contamination from the sanitary sewer lateral is very minimal due to the
following reasons:
1. The sanitary sewer lateral is down gradient from the water wells. The surface water flow
in the area is to the southwest. The sanitary sewer lateral is south of the wells,
subsurface groundwater flow is in the same direction toward Eagle River.
2. The subsurface soils consist of glacial tills with silts, which have very low to no
transmissivity. Four test holes (attached) were drilled along the sanitary sewer
alignment, the perched groundwater in TH 26 (Sta 5+20) would indicate the very low
potential for near subsurface groundwater transmission to lower aquifers.

3. The sanitary sewer line was installed with bottle -tight ductile iron pipe, and air pressure
tested to MOA Standard Specifications with no loss in pressure (no exfiltration).
4. The sanitary sewer manhole at Sta 11 +50 is a terminal manhole used for maintenance
only, there is no sanitary sewerage flow. The manhole at Sta 7+53 is an in line manhole
with a solid concrete base and grouted channel, there is little potential for leakage from
this manhole.
5. If the sanitary sewer lateral, or manholes did leak sometime in the future, the leakage
would more likely follow the pipe bedding down gradient rather than transmit through
the surrounding glacial tills.
This waiver request is for water wells located on the following six properties:
