The proposed septic system will be designed around the 30 foot radius of test hole #1 (performed by Earle Ausman, P.E.). We are proposing that a 3 bedroom Advantex Treatment System, a lift station; and a pressurized trench type drainfield be installed. Comments regarding the proposed design are summarized as follows: 1. SOILS: Attached are logs performed by Earle V. Ausman, P.E., which shows the soil classifications, groundwater monitoring, and the percolation test results. It is our opinion that an application rate of 3.0 gallons/day/ft2 should be used for the Advantex treatment system. 2. PRESSURIZED BED DESIGN: a. Pemolation Rate: 11 & 4 minutes/inch b. Allowable Application Rate: 3.0 gallons/day/ft2 c. NumberofBedrooms: 3 d. Design Flow: 450 gallons per day e. Minimum Absorption Area: 150 tt2 f. Total Depth: I0 feet (maximum - at any poin0 g. Effective Depth: 4 feet h. Width: 5 feet h. Reduction Factor: 0.50 j. Minimum Length: 20 feet long k. Effective absorption area = 200 ft2 Note: The distribution line is to be 1-1/4 inch diameter schedule 40 pvc with 3/8 inch diameter holes spaced every 14 inches on center. The lateral is to be 18 feet long and have 15 holes per lateral. 3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic system. 4. TOPOGRAPHY AND WAIVER REQUEST: As can be seen on the attached topography site plan, the average topography in the area of the proposed septic system is a 5 to 15 percent slope running from approximately northwest to southeast. The trench is to be installed parallel to slope contours. There is a cutbank south of the proposed septic system. We request that the setback from the cutbank be waived from 50 feet to 35 feet from the proposed septic system to this cutbank. The area below the cutbank is heavily vegetated and we do not anticipate any adverse effect with the granting of this waiver. To place both a proposed and replacement system in the given area, we would need to be granted a 25 foot slope separation distance. Note from the attached proposed site plan that a system can actually be placed at a maximum of 30 feet from the slope. To avoid a marginal situation, we are asking for a 25 foot waiver. The attached slope cross-section shows that only the replacement system exceeds an excessive slope by 7 %, at a distance of 50 feet, when measuring from the distribution pipe. Both lines of the proposed primary system would be well below 25% at 50 feet to the slope (measuring from the distribution pipe), which would meet current regulations. In addition, in the event that the replacement system would need to be used, fill could be used to reduce the 7 % and eliminate any chances of daylighting effluent. The AWWTS shall be maintained in a satisfactory condition capable of performing as designed and producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. It shall be the responsibility of the Owner during the term of this Agreement to pay for all repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. This includes an annual maintenance fee (typically $400 to $600). Owner agrees that only maintenance and repair personnel approved by the Municipality or the manufacturer's representative will inspect and make any necessary maintenance, repairs or permitted alterations to the system. Owner acknowledges that regular maintenance of an AWWTS reduces the potential failure of the system, which could include sewage backup and costly repairs or drainfield replacement. Owner agrees that any sale or transfer of title of the property will not occur without a new Certificate of On -Site Systems Approval. � Owner agrees that the AWWTS installation and maintenance requirements as provided by the AW UNITS vendor/installer and approved by the Municipality are the governing guidelines for the construction, maintenance and repair of the Owner's AWWTS. Owner agrees to maintain remote monitoring of the AWWTS as required by the AWWTS approval. 3. Term. The term of this Agreement shall begun on the date of approval by the Municipality to operate the installed system, or upon transfer of title, and shall continue while the AWWTS is operational or until title is transferred. 4. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Agreement or any part hereof, or the right of the Municipality thereafter to enforce every provision hereof. 5. Amendment_ This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. 6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the parties under this Agreement. 7. Severability. Any provisions of this Agreement decreed invalid by a court of competent jurisdiction shall not invalidate the remaining provisions of the Agreement.
